On the afternoon of October 14, continuing the 50th session, the National Assembly Standing Committee gave opinions on preparations for the 10th session of the 15th National Assembly.

50 laws in abbreviated order
Reporting on the expected content of the session, Permanent Deputy Head of the National Assembly Office Le Quang Manh said that at the 10th session, the National Assembly will consider and decide on 66 contents and groups of contents, including: 50 laws, 3 legislative resolutions; 13 groups of contents on socio -economics, state budget, supervision and decide on other important issues of the country.
There are also 13 groups of contents that agencies send reports to National Assembly deputies to study, as a basis for exercising the right to supervise and review the contents according to regulations.
Regarding the draft law on amending and supplementing a number of articles of the Land Law, Mr. Manh said that according to the 2025 legislative program, the draft law on amending and supplementing a number of articles of the Land Law will be submitted to the National Assembly for comments and approval at the 10th session according to shortened procedures.
However, on September 22, the Government Office issued a document notifying the Prime Minister's direction requesting the Ministry of Agriculture and Environment to draft a National Assembly resolution to resolve difficulties in organizing the implementation of the Land Law.
Giving her opinion, Permanent Deputy Head of the People's Aspirations and Supervision Committee Le Thi Nga expressed her concerns about the quality of the draft laws presented at this 10th session. According to her, out of 50 draft laws, all 50 were presented and passed at the session in a shortened order.
"That means we do not assess the policy impact when submitting for approval, so we are very concerned, when time is urgent and we abuse the shortened procedure," Ms. Nga said and suggested that the leaders of the National Assembly and the Government must strengthen solutions, request the Ethnic Council and committees as well as the drafting ministries and branches to have solutions to ensure the quality of the draft laws passed at this session.
Urgently remove bottlenecks and obstacles
Chairing the meeting, National Assembly Chairman Tran Thanh Man emphasized that the draft laws passed at this session are all very urgent and follow the direction on removing current bottlenecks and obstacles.
The National Assembly Chairman noted that at the 10th session, only draft laws will be passed under the simplified procedure at one session, while draft laws under the normal procedure of two sessions will be passed to the 16th National Assembly. In case the law cannot be amended, it must be expressed in a resolution so that localities can implement it as soon as there are documents guiding its implementation.

National Assembly Chairman Tran Thanh Man suggested that the Government determine priorities, which laws are passed first, which laws are passed later to arrange. The National Assembly Chairman also suggested that the Government review the documents sent to delegates to give them time to study, to avoid the situation like in previous sessions, where documents were sent this afternoon and the next day the National Assembly discussed and passed them, which would put the National Assembly in a "fait accompli" situation.
The 10th session of the 15th National Assembly is scheduled to open on October 20 and close on December 12, with a working period of 41 days.
