Many positive results
Of the total 15 targets set, the commune has completed and exceeded the plan for 9 targets. The socio-economy continues to develop, the material and spiritual life of the people is increasingly improved; national defense and security are maintained; social order and safety are ensured; the work of building the Party, government and political system has achieved many positive results, firmly consolidating the great national unity bloc.
Specifically, in 5 years, the agriculture, forestry and fishery sector maintained an average growth rate of 4.47%. The average production value of the agricultural sector in 2024 reached 350.3 million VND/ha of cultivation/year, an increase of 127.3 million VND compared to the beginning of the term. The commune has focused on restructuring key crops and livestock, effectively promoting production linkages and actively participating in programs such as: "Da Lat - Miraculous crystallization from good land" or OCOP, contributing to increasing the value of agricultural products and developing the rural economy . The fishery sector also made significant contributions with a total annual output of 37.5 tons.
The industrial and handicraft sectors have made remarkable progress. The average annual growth rate of industrial and construction production value is 10.76%/year, reaching 627.1 billion VND in 2024, an increase of 38.77% compared to the beginning of the term. The processing and solar power industries have been formed and developed, many local enterprises have expanded their markets, even bringing their products to the international market.
Socio-economic infrastructure has received strong investment, fundamentally changing the appearance of the commune. The total public investment capital during the term was over 33 billion VND, with 100% disbursement. Traffic works, especially the coordination of bridge projects along National Highway 20 and National Highway 28B, have created an important driving force for development.
Trade, services and tourism have also made remarkable progress. The whole commune has 200 production and trade - service establishments, an increase of about 52 establishments compared to 2020. The total production value of the trade and service sector is estimated at 3,148.2 billion VND, reaching 49.2% compared to the beginning of the term, reaching 82% of the target; the average annual growth rate of the service sector is 8.58%.
Along with that, Ninh Gia commune pays special attention to developing cultural, social and human values. The movement "All people unite to build a cultural life" and the campaign "All people unite to build new rural areas and civilized urban areas" have been improved in quality. The commune has firmly maintained the commune meeting the new rural cultural standards, 9/9 villages have achieved the cultural village title, 98% of households have achieved the "Cultural family" title, 100% of agencies and units have achieved the cultural agency title; 2/9 villages have achieved the typical residential area title, 4/9 villages have achieved the model residential area title.
Healthcare and social security have been invested in terms of facilities, equipment and staff. In particular, during the peak of the COVID-19 pandemic, Ninh Gia has proactively and effectively implemented epidemic prevention and control work, vaccinating 97% of all ages, preventing outbreaks. Social security work has been well implemented, and subsidies for meritorious people, poor households and near-poor households have been coordinated with a total amount of 21.9 billion VND. The rate of multidimensional poverty has decreased on average every year, especially poor households of ethnic minorities have decreased actively.
The highlight of the term is that Ninh Gia achieved the standard of an advanced new rural commune in 2021 and is currently aiming to build a commune that meets the model new rural standards in the next term.
National defense and security work is always ensured, contributing to maintaining political stability and social order and safety. The commune has done a good job of managing the militia and reserve forces, completing 100% of the annual military recruitment target. All types of crimes are effectively prevented and combated.
In particular, the work of building and rectifying the Party and the political system has achieved many important results. The Commune Party Committee has seriously implemented the Central Committee's resolutions on Party building, preventing and combating corruption and negativity. Mass mobilization and administrative reform work has been innovated, improving the quality of service to the people.
Comprehensive vision, clear goals
Entering the 2025-2030 term, Ninh Gia sets ambitious goals, demonstrating the desire for strong and comprehensive development, which are: The average annual total state budget revenue increases by 9 - 10%, of which annual tax and fee revenue increases by 10 - 11%; the average annual growth rate of total product value increases by 7 - 8%; of which the agriculture - forestry - fishery sector increases by 5.5 - 6.5%; construction industry increases by 11.5 - 12.5%; services increase by 14 - 15%. Average income per capita by 2030 will reach 75 - 80 million VND/person/year); the multidimensional poverty rate will decrease by an average of 0.2% annually, of which multidimensional poverty among ethnic minorities will decrease by an average of 0.3% annually. Strive for the rate of people participating in health insurance to reach 95% or more; the rate of households using clean water to reach 90% or more...
At the same time, strive for 100% of grassroots party organizations to organize regular meetings, thematic meetings, and study and fully grasp the Party's resolutions according to regulations; 100% of grassroots party organizations to develop and implement the inspection and supervision program for the entire term and annually; the annual rate of new party member development in the period of 2025 - 2030 to reach 3% or more of the total number of party members of the Party Committee; annually, strive to have over 90% of party organizations under the Party Committee and party members evaluated and classified as having completed their tasks well or better.
To achieve these goals, Ninh Gia commune will focus on removing bottlenecks, effectively managing public land and public assets, and mobilizing all resources for development. The commune also prioritizes building e-government, improving labor productivity, developing health care and education, protecting the environment, and promoting a dynamic and creative spirit in breakthrough development.
In addition, Ninh Gia will strengthen the Party organization, build a streamlined political system, operate effectively and efficiently, associated with the arrangement and restructuring of the staff. The commune also focuses on promoting the cultural identity of ethnic communities, harmoniously developing the economy with culture, society and environmental protection, ensuring national defense and security in all situations.
With the achievements and clear vision for the future, Ninh Gia commune is gradually affirming its position, moving towards a period of comprehensive and sustainable development, contributing to Lam Dong province and the whole country entering an era of prosperity.
During the 2025-2030 term, key projects in the commune will be invested from the state budget such as: construction and upgrading of parks and schools; completion and upgrading of inter-village roads; construction of the headquarters of the centralized administrative center. At the same time, the commune will attract investment in key projects such as: Goods transit center, post-harvest preservation of agricultural products; ecological cemetery park and projects in the fields of trade and services. Ninh Gia will also coordinate to implement projects invested by the Central and the province in the area such as the expressway section Bao Loc - Lien Khuong and upgrading National Highway 28B.
