According to the guidelines, while businesses and organizations have not yet completed the procedures for changing their address information, customs declarants may still use documents with the old address (before the reorganization) in their inventory to carry out import, export, and transit procedures. These documents include: business registration certificates, commercial invoices, bills of lading, contracts, packing lists, certificates of origin (C/O), licenses, specialized inspection certificates, and other relevant documents.
Customs authorities, upon reviewing the documents, will accept those containing the old address information and will not require the declarant to resubmit documents with the new address until the business completes the information update according to the administrative unit reorganization plan.
However, the customs declarant is responsible for carrying out the procedures for changing information according to the administrative unit reorganization plan and notifying the customs authority as prescribed.
Leaders of regional customs branches are required to direct and instruct all officers and employees in their units to strictly follow the above guidelines, absolutely preventing any situation that causes difficulties, inconvenience, or harassment to businesses during the customs clearance process.
This guidance is a flexible and timely solution from the customs authorities to support the business community in adapting to the administrative unit restructuring process being implemented in many localities.
