On August 24, the Department of Medical Examination and Treatment Management ( Ministry of Health ) sent a document to the Department of Health of the provinces and cities in the attached list; Hospitals under the Ministry of Health in the area forecasted to be affected by Storm No. 5; Heads of Health of Ministries and branches to deploy work to prevent and respond to Storm No. 5, ensuring medical examination and treatment.
In a document signed and issued by Dr. Ha Anh Duc - Director of the Department of Medical Examination and Treatment Management, it is forecasted that Storm No. 5 has strengthened to level 12, is having complex and unpredictable developments with a wide range of influence, causing heavy rain in many localities.
Implementing the Official Dispatch No. 1168/CD-BYT of the Ministry of Health on proactively deploying medical work to respond to storm No. 5; in order to proactively and effectively respond, ensure that medical examination and treatment are not interrupted, organize timely and safe treatment for patients, the Department of Medical Examination and Treatment Management requests the Department of Health of provinces and cities from Quang Ninh to Gia Lai to arrange for Department leaders to be on duty 24/24h; direct and take responsibility for monitoring and inspecting affiliated hospitals to be ready to respond to emergency situations before, during and after the storm.
Announce the command hotline number to units and ensure 24/7 communication to promptly direct subordinate units to be ready to participate in rescue when mobilized; receive and process emergency information promptly.

Deploy disaster response plans at the unit; ensure human resources, medicine, chemicals, medical equipment, and emergency vehicles to be ready to support when required.
At the same time, direct hospitals in the management area to review facilities and medical equipment, especially in areas at risk of flooding and landslides, to ensure hospital safety according to regulations and instructions of the Ministry of Health; coordinate with relevant agencies and units in the area to deploy storm prevention and control plans, ensuring timeliness and safety.
Be ready to coordinate with Central hospitals in case of need for support, ensuring timely and effective support.
The Department of Medical Examination and Treatment requires hospitals, institutes with beds under the Ministry of Health, provincial and municipal general hospitals to prepare human resources, ambulances, equipment, drugs, and consumables for at least 02 mobile emergency teams (note the number of facilities serving trauma emergency); the mobile emergency team has a Decision assigning specific tasks with a contact list, on duty 24/24h, ready to respond to provinces affected by the storm when ordered to mobilize.
For hospitals in areas forecast to be affected by the storm, the Department of Medical Examination and Treatment requires a plan to proactively evacuate patients, medical equipment, and medicines to solid areas that can withstand the impact of the storm; move seriously ill patients, ventilators, and other emergency resuscitation equipment to higher floors to avoid flooding; apply measures to secure and secure medical equipment, doors, windows, etc. to avoid the storm's winds from moving, causing casualties and secondary damage.
Prepare backup generators and enough fuel to maintain power supply for emergency and treatment.
Provide additional medicine, equipment, and vehicles to provide first aid for direct or indirect injuries caused by collapses and burials, and respond to high casualty situations. Have plans, medicine, equipment, emergency vehicles, and personnel available to set up field first aid stations in high-altitude areas that can avoid flooding when necessary.
At the same time, mobilize all hospital staff to participate in providing emergency support for mass casualties at the hospital and outside the hospital; classify victims to prioritize emergency care in emergency situations, and classify patients at risk of contracting respiratory and digestive infections to avoid further disease transmission in the hospital.
The Department of Medical Examination and Treatment Management requests units to urgently implement; in urgent/necessary cases, please report directly to the Department of Medical Examination and Treatment Management, Ministry of Health for timely consideration and resolution.
