Construction efforts

The investment items of the "Upgrading and renovating Tam Ky Stadium and accommodation for athletes" project are gradually becoming apparent. The stairs, railings of the main hall, and the exit to grandstand A have been completed.

The contractor has poured concrete for the foundations of stands C and D, cleaned stand B, and completed the renovation of the restrooms and repainting of the walls of the stands. The drainage ditches around the stadium, the surface drainage system, the automatic irrigation system, and the athletics track have all been completed.

Mr. Nguyen Minh Phuong - Head of Project Management Department 1, Provincial Investment and Construction Project Management Board (investor) said that among the main items such as building a new dormitory for the national team, upgrading the grass surface and automatic irrigation system, renovating the athletics track, repairing and upgrading the lighting system, repairing stands A, B, C, D..., the contractor has basically completed the athletics track and stands A (which have been put into service for the Phu Dong Sports Festival on June 12, 2024).

Construction of stands B, C, and D has reached 70% completion of the contract. The remaining items, such as turf renovation and related works, are currently under construction.

The pitch is under construction, preparing for grass planting.

According to the project investor, the construction progress is behind schedule compared to the contractor's commitment (TATT Consulting, Design and Construction Co., Ltd.), especially the completion of related stadium components to be ready for the new season of the national football championship (V-League 2024-2025).

Mr. Huynh Xuan Son, Director of the Provincial Investment and Construction Project Management Board, said that the investor had held many meetings, most recently a project briefing on July 16, 2024, to urge the contractor to expedite construction.

The contractor is committed to focusing human and material resources on completing the stadium construction (grass pitch, grandstands, lighting, etc.), and will hand it over in time for the V-League football season before September 10, 2024.

The project to upgrade and renovate Tam Ky Stadium and athlete housing has a total investment of 40 billion VND, to be implemented from 2021 to 2025. TATT Consulting, Design and Construction Co., Ltd. won the bid with a price of 31.1 billion VND (fixed unit price contract).

The project will be completed within 14 months. The contractor received the site on March 13, 2024, and commenced construction on March 26, 2024.

The volume of work completed to date is approximately 10/31.1 billion VND, reaching 32% of the contract value. The total planned capital for this project in 2024 is nearly 18.2 billion VND. It is expected that by the end of 2024, more than 10.5 billion VND (approximately 57.8%) will have been disbursed.

Quang Nam team will play at home.

According to the contract, from the date of site handover and commencement of construction, this project will only be completed by the end of May 2025.

The stadium lighting system is currently undergoing cleaning, repairs, and upgrades.

There will be sufficient time to complete items such as the team's accommodation (dormitory), the fence around stand D, or other items like cleaning, repainting all damaged or peeling walls, beams, and roofs, replacing all windows and doors with tempered glass aluminum doors and windows, installing protective flower frames, and renovating the restrooms.

The disbursement rate of the project by the end of this year may not reach 100%, but that's not as important as completing the turf and lighting system so that the Quang Nam football team can play on their home ground in the 2024-2025 V-League season.

According to Mr. Nguyen Thanh Hong, Director of the Department of Culture, Sports and Tourism, last year the V-League organizing committee did not schedule Quang Nam FC to play at Tam Ky Stadium, eliminating their home ground due to the old lighting system not providing sufficient light. They had to borrow Hoa Xuan Stadium ( Da Nang ) as their home ground.

However, this year will be different. Da Nang may no longer lend the stadium to Quang Nam. The reason is that Da Nang is currently undergoing a renovation project that needs approval.

Da Nang is also hoping that Quang Nam will complete the stadium so they can borrow the Tam Ky stadium for a few temporary matches. If Da Nang completes the repairs quickly, it will still be inconvenient because two teams will have to play on the same field, making it impossible to do so continuously, which is very difficult.

Essential preparations will be completed for the Quang Nam football team, whose home stadium has been chosen by the organizers.

The investor announced that they would hand over the Tam Ky stadium before September 10, 2024, to serve the 2024-2025 V-League season, but Mr. Hong believes this is impossible.

According to Mr. Hong, the 2024-2025 season will start on September 14, 2024. However, one month prior (around August 15, 2024), the organizing committee will inspect the stadium to decide whether or not to allow the Quang Nam team to choose Tam Ky Stadium as their home ground.

The organizing committee will inspect, mainly the lighting system and the pitch. Therefore, the investor and contractor should prioritize accelerating the completion of these two items before August 15, 2024, so that the organizing committee can see that the progress is satisfactory and decide to make Tam Ky Stadium the home ground for the Quang Nam football team.

At the meeting on July 22, 2024, the Standing Vice Chairman of the Provincial People's Committee, Phan Thai Binh, requested the investor to develop a detailed plan with specific timelines for project implementation, prioritizing the completion of each project.

The investor continues to monitor and urge the contractor to implement the remaining items of the project, ensuring quality and timely completion. Priority is given to the installation of the stadium lighting system and the grass pitch, to be completed before August 15, 2024, in order to be ready to host the V-League 2024-2025. "We must be determined to complete the construction in time to make Tam Ky Stadium our home ground for the new season," Mr. Binh said.

During the inspection on August 3, 2024, the Chairman of the Provincial People's Committee, Le Van Dung, requested the investor to urge the contractor to concentrate human and material resources, work overtime day and night, and accelerate the completion of the turf surface, automatic irrigation system, and lighting system in August 2024, and the remaining items of the stadium before September 15, 2024.

Mr. Huynh Xuan Son, Director of the Provincial Investment and Construction Project Management Board, said that the contractor is making every effort to level the ground, plant grass, repair, upgrade, clean, and maintain the entire stadium's lighting and power supply system in order to meet the set deadline.

Mr. Dinh Sy Tri - Director of TATT Consulting, Design and Construction Co., Ltd. (the contractor) said that everything is progressing well and ahead of schedule in the contract. Currently, the contractor is constructing the grass pitch and lighting system, and is committed to completing everything in time for the Quang Nam football team to choose Tam Ky Stadium as their home ground for the 2024-2025 national football championship season.
