On July 11, the Ho Chi Minh City Department of Transport said that the progress of leasing out part of the sidewalk in some districts is still behind schedule.
Accordingly, currently only 3 districts have issued the list according to their authority. The remaining 19 districts have delayed the issuance and have not yet implemented the direction of the Ho Chi Minh City People's Committee.

16/22 districts reported implementation results in the first quarter of 2024; 18/22 districts proposed a list. However, some proposed routes were not suitable. 5/22 districts implemented licensing and fee collection according to regulations, including districts 1, 3, 4, 10 and 12.
Previously, the Department of Transport issued a document guiding the implementation of regulations on the management and temporary use of a part of the roadway and sidewalk in Ho Chi Minh City, including the responsibilities of related organizations and individuals, procedures, forms, illustrations, etc.
At the same time, since the beginning of 2024, the unit has sent 27 documents to direct, urge, and guide the implementation of appropriate management and use of roads and sidewalks. However, the implementation is still very slow.

Information from the People's Committee of District 6 said that the unit is still in the process of reviewing and evaluating many contents to implement according to the city's requirements. At present, District 6 has not been able to implement.
Similarly, in District 5, this unit still has many items that have not been implemented, such as not issuing a sidewalk fee collection plan; reporting implementation results in the first quarter of 2024...
Meanwhile, Go Vap district is sending documents to wards to get people's opinions. Currently, only a few wards have sent information and people's opinions for synthesis...
The Ho Chi Minh City Department of Transport requests local leaders to pay attention and focus on directing functional units to urgently and effectively implement the management of roads and sidewalks in their management areas according to issued regulations, to establish traffic safety order, civilization, urban beauty and create consensus among the people.
According to the Department of Transport, roadsides and sidewalks, in addition to their main function of serving traffic, can only be used temporarily for a part other than traffic purposes such as business, buying and selling goods, parking, vehicle keeping... according to the provisions of Decision No. 32 of the Ho Chi Minh City People's Committee when the competent authority grants a license, approves the usage plan and pays the usage fee according to regulations.
Therefore, the Department recommends that localities urgently issue a list of roads with sidewalks that allow parking of two-wheeled vehicles without collecting service fees.
In addition, review and select a number of roads with roadways and sidewalks that are eligible for use for purposes other than traffic (service business, buying and selling goods, parking, etc.) to implement with a roadmap, widely publicize the scope and duration of temporary use; organize licensing, approve plans and collect fees according to regulations.
