In recent years, Party committees, Party organizations, and authorities at all levels from the provincial to the grassroots have focused on leading, directing, thoroughly grasping, implementing, and developing programs and plans to concretize the Party's guidelines and the State's policies and laws on corruption and negative practices. Agencies, localities, and units have proactively coordinated and effectively implemented solutions to prevent corruption and negative practices according to regulations. Inspection, examination, supervision, investigation, prosecution, and trial work have been strengthened, detecting and handling corruption and negative practices in a timely and lawful manner; the Provincial Steering Committee for Corruption and Negative Practices has been established and has been operating in an increasingly orderly and effective manner. In general, the work of corruption and negative practices in the province has had positive changes, contributing significantly to promoting socio-economic development; maintaining political security, social order and safety; Building a clean and strong Party and political system; strengthening the trust of cadres, party members, civil servants, public employees and people in the Party and State.
However, in the province, some Party committees and authorities have not been really determined in leading and directing the implementation of the work of preventing and combating corruption and negativity; propaganda, dissemination andeducation on preventing and combating corruption and negativity are not regular in some places and at some times, and the content of propaganda is not rich. Self-inspection and detection of corruption and negativity within agencies and units are still weak links; a number of cadres, civil servants and public employees have limited capacity, qualifications and work efficiency, and still have a mentality of avoiding and fearing responsibility in performing public duties. Urging the implementation of inspection, examination, supervision and audit conclusions, and overcoming limitations and shortcomings in some Party organizations, agencies and units is still prolonged, and there are no thorough solutions; there are still few cases with signs of crime detected through inspection and examination that are transferred to the investigation agency.
To improve the effectiveness of the work of preventing and combating corruption and negativity, the Provincial Party Standing Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations from the province to the grassroots level to focus on leading and directing the good implementation of the following tasks and solutions:
1. Continue to thoroughly grasp and seriously and effectively implement the Party's resolutions, directives, regulations, conclusions, and the State's policies and laws on corruption prevention and combat; identify this as a regular and important task to focus on leadership and direction, linking corruption prevention and combat with negativity prevention and combat, focusing on degradation in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" among cadres, party members, civil servants, and public employees. Party secretaries and heads of agencies, organizations, and units must be exemplary, resolute, and directly lead and direct the work of corruption prevention and combat; take responsibility for corruption and negativity occurring in the agencies and units they are assigned to manage and be in charge of; Perform well the work of receiving citizens, handling complaints and denunciations about corruption and negativity, especially complaints and denunciations related to leaders and managers at all levels. Build a culture of integrity and thrift in party organizations, state agencies and party members and officials. Promote administrative reform associated with digital transformation; improve the competitiveness index, provincial public administration index, improve the state management capacity of authorities at all levels and the role and responsibility of advisory agencies in socio-economic management.
2. Timely detect, prevent and strictly handle acts of corruption and negativity, especially acts of "petty corruption", harassment and negativity, causing trouble for people and businesses in handling work. Strictly handle the responsibility of heads of agencies, organizations and units that allow corruption and negativity to occur in agencies and units under their direct leadership and management, those who cover up, deliberately obstruct the fight against corruption and negativity or take advantage of the fight against corruption and negativity to slander and cause internal disunity. Effectively implement measures to protect those who detect, denounce and fight against corruption and negativity; promptly commend and reward those who make correct accusations, agencies, organizations, cadres and civil servants who do a good job of protecting whistleblowers according to regulations.
Timely and strictly handle the abuse of positions and powers to commit violations in personnel work; promptly rectify and replace cadres who lack moral qualities, have corrupt and negative behaviors, have reduced prestige, and do not meet task requirements; seriously, objectively and in accordance with regulations evaluate and classify cadres, civil servants and public employees; review and consider resignation, dismissal, and job assignment for cadres after being disciplined or having low credibility in accordance with regulations; rectify and overcome the situation of shirking, avoiding, working half-heartedly, and being afraid of responsibility and not daring to do by a number of cadres and party members, especially leaders and managers at all levels; protect cadres who dare to think, dare to do, and dare to take responsibility for the common interest; do not arrange for people with family relationships to simultaneously hold related positions according to regulations; improve the quality of cadre assessment and planning work; Prepare well for personnel work for Party Congresses at all levels, term 2025-2030.
3. Improve the quality and effectiveness of inspection, examination and supervision work, focusing on areas prone to violations, corruption and negativity. Regularly inspect, examine and supervise the responsibility of heads of Party committees and Party organizations in leading and directing the implementation of tasks to prevent and combat corruption and negativity. During the inspection and examination process, if violations with signs of crime are detected, immediately transfer the case file to the competent investigation agency for verification and handling in accordance with the provisions of law. Promptly consider and enforce disciplinary measures according to Party regulations against Party committees, Party organizations and Party members who commit acts of corruption, negativity, cover up corruption and negativity in inspection, supervision, enforcement of Party discipline and in inspection activities; handle and discipline strictly and synchronously between Party discipline and administrative discipline against violating cadres and Party members. Focus on self-inspection and self-monitoring to detect corruption and negativity within the organization. Strictly implement the conclusions and recommendations of the inspection, supervision, audit and investigation teams.
4. Speed up the verification, investigation, prosecution and trial of corruption, economic and negative cases, especially cases under the supervision and direction of the Provincial Steering Committee for Anti-Corruption and Negative Cases. Strictly implement the provisions of law on detecting, transferring, receiving and handling information sources on corruption, economic and negative crimes, striving to receive 100% of information sources on crimes and to resolve over 90% of cases annually. Strengthen coordination in recovering damaged and lost assets in criminal cases on corruption and economic crimes, striving to recover assets in corruption cases and cases annually at over 60%; do a good job of appraising and valuing assets to serve the detection and handling of corruption, economic and negative cases and cases; strictly handle groups and individuals who are irresponsible, deliberately avoid, delay or prolong the implementation of appraisal and valuation; or obstruct, influence, or illegally interfere with litigation and execution activities.
5. Improve the quality and effectiveness of the People's Councils' supervision of the work of preventing and combating corruption and negativity at all levels; regularly monitor and urge the implementation of recommendations after supervision. Effectively carry out the work of explaining questions and meeting voters; further promote the role and responsibility of the Fatherland Front and socio-political organizations from the provincial to grassroots levels in the work of preventing and combating corruption and negativity; improve the effectiveness of supervision and social criticism; carry out thematic supervision of the work of preventing and combating corruption and negativity.
6. Strengthen the propaganda and dissemination of the Party's guidelines, the State's policies and laws on preventing and combating corruption and negativity to create strong changes in the awareness and actions of cadres, party members, civil servants, public employees and the people. Promote the role of media and press agencies in preventing and combating corruption and negativity, focusing on information and propaganda on good people and good deeds; results of inspections, audits, and handling of cadres and party members who violate the law, on corruption, negativity, economic cases and issues of public concern. Fight against the distorted arguments of hostile forces, taking advantage of preventing and combating corruption and negativity to sabotage the Party and the State; strictly handle the dissemination of false information, slander, and fabrication that cause bad consequences.
7. Strictly implement solutions to prevent corruption and negativity, focusing on: Publicity and transparency in the organization and operation of agencies, organizations and units; implementation of codes of conduct and professional ethics; development and implementation of norms and standards; transfer of work positions; control of assets and income of people with positions and powers; administrative reform. Effectively implement the coordination regulations on internal affairs, prevention and combat of corruption and negativity, based on functions and tasks, agencies closely and regularly coordinate in the fight, detection and handling of acts of corruption and negativity. Timely summarize and summarize the Party's directives and resolutions on the work of preventing and combating corruption and negativity to propose competent authorities to amend and supplement mechanisms and policies that are still flawed and inadequate, contributing to the prevention of corruption and negativity.
8. Promote the role and improve the effectiveness of the Provincial Steering Committee for Anti-Corruption and Negative Activities; improve the organization and apparatus of agencies and units with the function of anti-corruption and negative activities; build a team of cadres to do anti-corruption and negative activities commensurate with the assigned functions, tasks and powers, truly brave, honest, clean, steadfast in ideology, politics, ethics and lifestyle; pay attention to training and fostering to improve skills, professional qualifications, expertise and work experience in performing tasks. Agencies and units with the function of anti-corruption in the province shall strengthen discipline, administrative discipline and responsibility for performing public duties of the cadres, civil servants and public employees in their agencies and units to prevent acts of harassment, abuse of power, "bribes" and other violations of corruption and negative activities. The staff department assists the district and city party committees in performing well the staff work for the standing committees and standing boards of the district and city party committees in preventing and combating corruption and negativity.
9. Party executive committees, party delegations, specialized agencies advising and assisting the Provincial Party Committee, the Fatherland Front and socio-political organizations in the province, district party committees, city party committees, and party committees directly under the Provincial Party Committee, based on their assigned functions and tasks, develop specific programs and plans to disseminate and implement the Directive, and send them to the Provincial Party Committee Standing Committee (through the Provincial Party Committee's Internal Affairs Committee) in May 2024.
The Provincial Party Committee's Internal Affairs Committee shall preside over and coordinate with relevant agencies to monitor, urge, inspect and supervise the implementation of this Directive; synthesize and report the implementation results to the Provincial Party Committee's Standing Committee according to regulations.
