Present at the Hai Van Ward People's Committee headquarters, we noted the urgent but still attentive and friendly working atmosphere. Although the clock was just past 5 p.m., the staff was still enthusiastically welcoming, guiding and resolving the regime for each case, not letting anyone leave without being served.
Mr. Kieu Van Tam (residing in Group 12, Hai Van Ward), emotionally said: “I thought that after the merger, everything would take a long time to get back to normal. But yesterday, I unexpectedly received a call from the ward official informing me to come and receive the 1 million VND subsidy for July and August for my mother-in-law. When I went to the ward, all the procedures were handled quickly, only a few minutes were enough. The officials received the people warmly, gave them enthusiastic instructions, worked methodically, and created the best conditions for the people. We truly appreciate and support this spirit of working for the people.”
Sharing the same feeling, Mr. Tran Khac Dung (residing in Group 4, Hai Van Ward) shared: “Previously, I had questions about the policy so I went directly to the ward chairman to ask. The ward chairman not only explained enthusiastically but also personally took me to the office in charge to do the procedures. After receiving the money, the ward leader called to ask if I had received it yet. Although the monthly subsidy is not large for many people, for a poor family like mine, it is extremely valuable, helping to maintain daily life. I am truly grateful for the thoughtful care, closeness and responsibility of the government towards the people.”
At the subsidy payment points, after receiving the money, many people still stayed to chat, express their thanks and expressed their peace of mind when the regime and policies were resolved quickly. Ms. Le Thi Hien smiled kindly as she received the money: "Nowadays, cadres no longer rest when their work is done, but only rest when their work is done. Thanks to that, we feel secure and warm-hearted."
Proactive home visit
Mr. Ho Van Trung, Head of the Department of Culture and Society of Hai Van Ward said: “Understanding the importance of this subsidy to the people, we thoroughly follow the motto of working until the end of the work, not working until the end of the working day. When necessary, the staff is willing to stay and work until the evening to promptly resolve the issue for the people. In cases of the elderly, the lonely or those without relatives to support, the ward will proactively send staff to bring money to their homes to give.”
In fact, in this payment period, many households were moved when the ward officials knocked on their doors to hand out the money. Mr. Tran Van Dung (resident of Nam My village, Hai Van ward) expressed: “Due to poor health and difficulty in traveling, I was very happy when the ward officials came to my house to hand out the subsidy money. Seeing them brave the sun, bringing documents and money to the people, I was truly touched. The officials worked enthusiastically, thoughtfully, and did not hesitate to work hard so that people could receive their benefits in the most convenient way.”
Sharing the same joy, Ms. Nguyen Thi Lai (residing in Group 14, Hai Van Ward), an elderly person living alone, emotionally said: “My legs are weak and it is difficult for me to walk, so I cannot go to the point to receive the money. However, the staff still remembered, brought the subsidy money to my house, and kindly asked about my health and reminded me to take my medicine regularly. In the sweltering heat, receiving such thoughtful care, I felt extremely warm in my heart.”
Determined for the convenience of the people
Mr. Nguyen Thuc Dung, Chairman of Hai Van Ward People's Committee said: "Paying subsidies is not only an administrative responsibility, but also the government's concern for people's lives. After the merger, the workload increased, but we determined that it must be organized scientifically , most conveniently for the people. We do not let people have to travel far, wait for a long time or return empty-handed. That is why the ward arranged many payment points and assigned staff to work overtime."
The ward chairman also affirmed that dedicated and proactive service is the measure of the effectiveness of administrative reform at the grassroots level, especially in the period when people are gradually getting used to the post-merger apparatus. According to the Department of Home Affairs, many localities have had good ways of doing administrative reform, taking people's satisfaction as a measure. In Hai Van ward, arranging many payment points, widely announcing, and working overtime helps people save time, reducing pressure on the reception department. This is a model worth learning for other localities.
This payment is not only an annual activity but also clearly demonstrates the service spirit of the local government.
