The Korean Central News Agency (KCNA) reported that during the launching event at the northeastern port of Chongjin on May 21, the new 5,000-ton destroyer lost balance while being launched, after a transport slide at the stern of the ship slipped ahead of schedule and got stuck. Photo: @KCNA.

The result was that some parts of the ship’s bottom were crushed, throwing the destroyer off balance. Local media reports said the accident destroyed the ship’s balance, causing it to tilt on the water. Photo: @KCNA.

Shin Seung-ki, a researcher at the Korea Institute for Defense Analyses, told NK News that the ship's bottom was severely damaged. He added that the incident could have been due to a "lack of precision, skill and expertise" required to launch such a large ship, as well as the hull's weight and asymmetrical load-bearing capacity, in which the forces acting on the hull were not evenly distributed and caused structural problems. The Korean Central News Agency (KCNA) blamed the shipyard's leaders for the launch on "inexperienced leadership and operational negligence" while the event was directly supervised by Chairman Kim Jong-un. Photo: @KCNA.

The incident angered leader Kim Jong-un, who called the incident a "grave accident" and a "criminal act of carelessness, irresponsibility and intolerability" that caused a "collapse" of the nation's dignity and self-esteem. Photo: @KCNA.

At the same time, Mr. Kim Jong-un added that the immediate restoration of the destroyer is not only a practical matter, but also a political matter directly related to the authority of the state. He called on officials from the Party's Ordnance Industry Department, the Institute of Mechanical Engineering of the State Academy of Sciences, Kim Chaek University of Technology, the Central Ship Design Institute, the Chongjin Shipyard and other departments to take responsibility for this incident. According to Mr. Kim Jong-un, the irresponsible mistakes of the responsible officials will be dealt with at the plenary session of the Party Central Committee to be convened next June. Photo: @KCNA.

North Korea has not often admitted military failures, but observers say the disclosure of the failed launch shows that leader Kim Jong-un is serious about his naval development program and is confident that he will achieve his goals in the near future. Photo: @KCNA.

“Although it is an embarrassing thing, the reason North Korea revealed this is to show that it is accelerating the modernization of its navy and expressing confidence that it can eventually build a stronger, larger navy,” said Moon Keun-sik, a naval expert who teaches at Hanyang University in Seoul. The destroyer is the second 5,000-ton warship launched by North Korea in the past month. The first was launched on April 25, and experts say it is the largest and most advanced warship North Korea has ever built. Kim Jong-un called the ship, named Choe Hyon, a North Korean guerrilla during the War of Resistance Against Japan, an important asset in advancing his goal of expanding the military's naval reach and nuclear strike capabilities. State media described the Choe Hyon as being designed to handle a variety of weapons systems, including anti-aircraft and anti-ship weapons as well as nuclear-capable ballistic and cruise missiles. Kim Jong-un said the ship was expected to enter service early next year and then oversee missile test-firings from the warship. Photo: @KCNA.

The South Korean military said Choe Hyon may have been developed with Russian help, possibly in exchange for Pyongyang deploying thousands of troops to help Russia counter Kyiv. Photo: @KCNA.
