The Government evaluates and draws lessons from the work of preventing, combating and overcoming the consequences of storm No. 3.

On the morning of September 28, Prime Minister Pham Minh Chinh chaired an online Government conference to review, evaluate, and draw lessons from the work of preventing, combating, and overcoming the consequences of storm No. 3. The conference was broadcast online to 26 provinces and cities affected by storm No. 3.

Attending the conference were Deputy Prime Ministers; Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of state economic groups, State Commercial Banks; leaders of provinces and centrally run cities.

Attending the conference at Thai Binh bridge were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue; comrades members of the Provincial Standing Committee, leaders of the Provincial People's Council and People's Committee; comrades members of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue.

Storm No. 3 is the strongest storm in the past 30 years in the East Sea and in the past 70 years in our country, causing extremely heavy damage to people and property of the people and the State. As of September 27, 344 people have died and gone missing; hundreds of thousands of hectares of rice, crops and fruit trees have been damaged and flooded; more than 11,800 aquaculture cages have been damaged and swept away; more than 44,000 livestock and more than 5.6 million poultry have died; nearly 800 dike incidents have occurred... The total initial economic damage is estimated at over 81,503 billion VND. Localities are continuing to review, assess and update damage statistics.

For Thai Binh, storm No. 3 did not cause any human casualties but caused great property damage. Of which, over 60,000 hectares of rice and 3,200 hectares of crops were damaged. In addition, there was heavy damage to aquaculture, fruit trees, livestock and poultry. The total damage was nearly 1,480 billion VND.

Immediately after the disaster, leaders of the Party, State, National Assembly, Government and localities went directly to the affected areas to direct the recovery of consequences and visit and encourage the families affected. The Government and the Prime Minister directed all levels and sectors to proactively coordinate with the Vietnam Fatherland Front, socio-political organizations, unions, businesses and people to simultaneously carry out rescue activities, support and relief of food, foodstuffs and necessities for people in disaster-hit areas.

Currently, basically damaged factories, electricity, telecommunications, transportation, irrigation, schools, health care systems, etc. have been basically repaired; people affected by storms and floods have stabilized their housing and started production.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized: Storm No. 3 is a historic storm with 7 factors: high intensity; high speed; wide range; many affected objects; lasting for many hours when making landfall; causing heavy rain and floods for a long time, over a large area from Thanh Hoa outwards; causing very serious consequences for people, property, both material and spiritual.

The Prime Minister acknowledged and highly appreciated the work of preparing for natural disaster prevention and control by ministries, branches and localities and the proposals and recommendations that are very close to the reality in the localities. The Prime Minister also requested that ministries, branches and localities learn from experience in leading and directing the implementation of response to natural disasters and storms; at the same time, he emphasized 5 lessons learned, which are: Warning and forecasting work must be timely, accurate, early, and from afar; leadership and direction must closely follow the actual situation, be drastic, decisive, focused, and key, all for the benefit of the people and the country; put the goal of protecting the lives, health, and property of the people and the State above all, mobilize all resources according to the motto "4 on-site" to prevent, combat, and overcome the consequences of storms; ministries, branches and localities, based on their functions and powers, proactively prevent, combat, and overcome the consequences; attach importance to propaganda, guidance, and dissemination of skills in the process of preventing, combating, and overcoming consequences caused by storms.

From the limitations and difficulties pointed out and the lessons learned, the Prime Minister requested ministries, branches and localities to synchronously implement solutions with the goal of not allowing people to lack food, clothing or housing; students must be able to go to school, patients must be properly examined and treated; quickly restore production and business, and stabilize people's lives.

The Prime Minister also requested ministries, branches and localities to closely follow and well implement the contents of Resolution No. 143/NQ-CP dated September 17, 2024 of the Government on key tasks and solutions to urgently overcome the consequences of storm No. 3, quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well. In particular, the Prime Minister noted that the Ministry of Agriculture and Rural Development coordinates with the Ministry of Finance to propose funding to support localities; ministries, branches and localities continue to review and repair transport, electricity, water and telecommunications infrastructure; perfect institutions, decrees and circulars on support for overcoming storms and floods; continue to pay attention to supporting families who lost their homes and had to rebuild them to ensure "3 hard" (hard roof, hard foundation, hard wall) and this task must be completed no later than December 31, 2024.

At the same time, sectors and localities must immediately repair damaged schools, clinics and hospitals by October 2024; review and effectively implement policies for affected subjects. Summarize and propose emulation and reward activities for collectives and individuals with outstanding achievements in the prevention, response and recovery of the consequences of storm No. 3; and strictly handle violations, especially acts of taking advantage of natural disasters for personal gain, if any.
