The government must invest in the most modern disaster warning system.

On the morning of October 21, Group 5, including the National Assembly Delegation of Gia Lai Province and the National Assembly Delegation of Thai Nguyen Province, discussed the socio-economic situation, the budget for 2025 and the plan for 2026. Referring to the recent storm and flood damage, the National Assembly Delegates said that natural disaster prevention must be a priority in development orientation and requested the Government to invest in upgrading the most modern natural disaster warning system to minimize damage.

Speaking at the discussion session of Group 5, National Assembly Deputy Nguyen Thi Thuy (Thai Nguyen) assessed that looking back over the past year, the country's socio -economic situation has achieved many positive results. In particular, the 8% growth rate as reported by the Government is a great effort of the entire system, recognized and excited by voters nationwide. However, besides that joy, voters are still concerned about four major issues.

First of all is the situation of counterfeit goods, especially drugs, functional foods and essential goods.

According to the delegate, in this October, the authorities have discovered many serious cases such as fake Lavie mineral water. Voters said that it is impossible not to doubt the quality of the water when a bottle of mineral water with the same capacity, one type costs 70 thousand VND, another type costs only 16 thousand VND.

Another case recently discovered and prosecuted by authorities is the production of more than 3 million fake fire extinguishers from 2018 to present and supplying them to many localities.

Delegate Nguyen Thi Thuy said that voters and National Assembly deputies are very concerned about this issue because it is directly related to people's lives, safety and property.

According to the delegate, the State's policy is to inspect and examine enterprises once a year, except in cases where there are signs of violations; but it does not have to be "closed" like that.

“We recommend that the competent authorities, industry management ministries and the Ministry of Public Security, for goods directly related to people's lives and the community and we see "suspicious" transactions in the market, promptly inspect, check and have a special project to detect early."

In addition, voters are concerned about online fraud and kidnapping with increasingly sophisticated and constantly changing methods. Emphasizing the role of the media, delegates suggested that the Government should direct competent agencies to step up propaganda and promptly update new methods and tricks to improve prevention effectiveness.

According to delegate Nguyen Thi Thuy, many Thai Nguyen people are still shocked by the fact that their properties were swept away in the floodwaters. The delegate said that natural disaster prevention and control should be considered one of the priority directions in the socio-economic development strategy. Just one storm can sweep away all the results of people's labor for many years. Therefore, the Government needs to invest in a more modern, accurate and timely natural disaster warning system to minimize damage.

Regarding policies for forest growers, forest protection and forest protection, delegate Nguyen Thi Thuy said that local people and authorities always strictly comply with forest protection. Policies for forest growers, forest protection and forest protection have also been greatly improved.

However, the reality shows that there are many difficulties, the voters' wish is to have special policies so that they can live and get rich from the forest. Also mentioned is the natural disaster situation, National Assembly Deputy Ha Sy Huan (Thai Nguyen) said that recently, storms and floods have had a strong impact on the province's socio-economic development. In particular, storms No. 10 and No. 11 recently caused heavy damage to Thai Nguyen and many localities in the northern region.

Delegates recommended that the Government promptly implement the Cau River dike project as directed by the Prime Minister, to ensure safety for downstream areas and minimize damage caused by floods.

At the same time, delegates requested the Government to comprehensively assess the causes of serious flooding in the northern provinces recently, from which to have synchronous solutions, not only focusing on building irrigation works but also linking with the rational use of forest land resources.

In addition, delegates emphasized the need for better incentives and support policies to encourage people to plant, protect and conserve forests. Along with that, it is necessary to review and upgrade irrigation systems, dams, canals and drainage systems to increase the ability to prevent and combat natural disasters in the coming time.

National Assembly Deputy Nguyen Lam Thanh (Thai Nguyen) said that responding to natural disasters today is no longer simply about dealing with storms, but must take into account the dual impact: storms and floods from hydroelectric reservoirs. Therefore, infrastructure planning and implementation need to be calculated synchronously to adapt to this situation.

Besides, the delegate emphasized the need to promptly review and re-plan residential areas along rivers and streams to ensure the safety of people's lives and property in the face of increasingly complicated natural disasters.

National Assembly Deputy Nguyen Cong Hoang (Thai Nguyen) reported that some projects under the Socio-Economic Recovery and Development Program under Resolution 43 encountered difficulties due to problems in the provisions of the Bidding Law and the impact of storm Yagi, so progress was slow.

In that situation, the Prime Minister issued Decision 1508 in 2024, allowing the disbursement of central budget capital to be extended until the end of 2025. Up to now, many contractors have made efforts to complete the project ahead of schedule. However, when submitting payment documents, the Ministry of Finance requested to consult with relevant ministries on the disbursement procedure, causing businesses to not be able to receive the money.

According to the delegate, the delay in payment in the context of rising prices puts contractors at risk of loss, even bankruptcy. The completed projects have not been handed over and cannot be put into use, leading to a waste of resources. The delegate requested the National Assembly and the Government to soon agree on a plan to remove obstacles and ensure timely disbursement to units.
