Regarding the preparation for the 10th Session of the 15th National Assembly, the Government Office said that regarding the preparation of documents: The Government and the Prime Minister have directed relevant ministries and branches to closely coordinate with the National Assembly Office and National Assembly agencies to proactively prepare documents and promptly receive opinions from the National Assembly Standing Committee to complete draft laws, reports and documents submitted to the National Assembly.
The Government has organized 6 sessions on legal topics; the Government Standing Committee has held many sessions. At the same time, the Government and the Prime Minister have issued 12 timely and specific directives, assigning Deputy Prime Ministers, Ministers, and Heads of ministerial-level agencies to urgently direct the development and completion of draft laws, draft resolutions, documents, and reports to be submitted to the National Assembly at this Session.

After the meeting between the Government Party Committee Standing Committee and the National Assembly Party Committee Standing Committee on the afternoon of September 15, the Government has so far submitted 108/120 files and documents, basically ensuring the progress of submission to the National Assembly. Among them are many new and difficult issues, especially for a number of specialized law projects and resolutions to immediately remove difficulties and obstacles such as land, planning, education, digital transformation, high technology, protection, care and improvement of people's health, population, new rural construction and sustainable poverty reduction...
Up to now, there are only 12 documents (including: 2 laws, resolutions: 5 presentations, reports at the hall: 5 reports sent to National Assembly delegates for study) being urgently completed by ministries and agencies according to the conclusions of the National Assembly Standing Committee at the 49th and 50th sessions...

Speaking at the conference, National Assembly Chairman Tran Thanh Man emphasized and highly appreciated that although the conference took place in a short time, it ensured effective and practical preparation for the upcoming 10th session of the 15th National Assembly.
The two sides made preparations “early and from afar”, agreeing on the contents of the two reports of the Government and the National Assembly; affirming that the 15th National Assembly had well organized 9 extraordinary sessions, 9 regular sessions, and the upcoming 10th session is the last session of the 15th National Assembly to move towards the 14th National Congress of the Party, preparing for the election of deputies to the 16th National Assembly and People's Councils to be held on March 15, 2026.

The National Assembly Chairman affirmed that the contents of the Government, ministries, branches, and agencies in charge of drafting laws and resolutions when sent to the National Assembly, the Council of Nationalities, and the National Assembly Committees are always highly responsible by the National Assembly agencies, for the common work, in which the National Assembly Standing Committee meets continuously to actively examine and resolve quickly; he hopes that the Government agencies will soon submit draft laws and resolutions; documents and files need to be fully and carefully prepared to send to National Assembly deputies as soon as possible.

The National Assembly Chairman stated that the 10th Session could take place in 40 days, and if it is carried out urgently, the session time could be shortened; it is necessary to arrange a scientific and rigorous program that can be shortened; it is recommended that both sides ensure the session regulations; determine progress and clear responsibilities in law-making, focus on priorities, and avoid spreading; whether discussing in groups or in the hall, the reception and explanation must be highly focused and clear; increase discussion, criticism, and multi-dimensional listening to receive and explain relatively accurately and with quality; have a mechanism for communication between the National Assembly, the Government, ministries, branches, and localities to ensure the role of a bridge between the executive and legislative branches, which is extremely important.

This has been done very well by the Government and the National Assembly so far, but at the next session, it is necessary to further improve the quality; increase the application of transparent and open technology; The upcoming 10th session will be carried out in the spirit of the digital National Assembly, towards the form of a smart National Assembly; actively apply digital transformation and artificial intelligence (AI) in law-making because at the next session, it is expected to pass 50 laws and 6 resolutions.

The National Assembly Chairman believes that the upcoming session will be a historic one, because the 9th session was considered historic, but this session is expected to pass more laws and decide on many important issues of the country; he believes that with the joint efforts, unanimity, and close coordination between the National Assembly and the Government, the session will be a great success.

Speaking at the conference, Prime Minister Pham Minh Chinh thanked the National Assembly, the National Assembly Standing Committee, the National Assembly Chairman and Vice Chairman for their close and effective coordination with the Government over the past time, especially in recent National Assembly sessions with a large workload in the spirit of all for the people and for the country.
The Prime Minister also assessed that the National Assembly and the Government have met the requirements of leadership and direction of the Party, specifically, regularly and directly by the Politburo and Secretariat, headed by General Secretary To Lam.
The Prime Minister highly appreciated the preparations of the Government Office and the National Assembly Office for this conference; stating that this conference discussed frankly, democratically, and responsibly; and outlined the issues that need to be prepared for the next session.
Through the discussion, the Prime Minister stated that the Government will absorb the contributions of the National Assembly Chairman and the National Assembly agencies in the spirit of doing well, then doing better; making efforts, then making more efforts; being effective, then being even more effective, serving the people and the country; continuing to innovate in the direction of both improving quality and ensuring timely progress.
The Prime Minister emphasized the requirement that agencies must have reasons when submitting draft laws, clearly stating “what needs to be removed and why? What needs to be added or improved and why? What needs to be renewed and why? All of these are to create conditions for the National Assembly to easily follow and give opinions.
Along with the process of implementing the digital National Assembly and smart National Assembly, the Prime Minister is confident that the appraisal process will be carried out quickly and effectively. The Prime Minister requested ministries and branches to be proactive and active, in which Deputy Prime Ministers and Ministers take time to give opinions, promote their roles and responsibilities to contribute to improving the quality of draft laws and resolutions; actively attend National Assembly sessions to ensure seriousness and compliance with regulations.
