Timely funding
Student Trinh Thi Nhung - Literature Pedagogy major ( Hanoi Pedagogical University) realized that Decree 60 has many new points so that pedagogical students are provided with timely and adequate funding, helping student teachers feel more secure when studying.
Citing one of the new points of Decree 60 is to overcome the situation of pedagogical students not enjoying or being late in enjoying support policies, Associate Professor, Dr. Nguyen Van Tuan - Vice Principal of Hanoi Capital University said that Decree 60 adjusts the regulations on financial support methods for pedagogical students.
For example, the State supports student teachers by assigning budget estimates according to budget decentralization; in cases where localities need teachers to be assigned tasks or placed orders, they assign teacher training tasks to affiliated teacher training institutions or place orders for teacher training with training institutions.
“With this regulation, training institutions and pedagogical students will be provided with more timely and adequate funding, contributing to creating conditions for pedagogical students to study with peace of mind and improve the quality of the teaching staff,” Associate Professor, Dr. Nguyen Van Tuan expressed and emphasized that Decree 60 additionally clarifies the responsibilities of relevant parties such as the Ministry of Education and Training , the Ministry of Finance, provincial People's Committees, teacher training institutions, learners... in implementing the policy; especially clarifying the responsibility of ensuring funding to implement support policies for pedagogical students.
Recalling that Decree 116 was issued by the Government and created great attraction for the Pedagogy sector in recent years, Associate Professor, Dr. Nguyen Van Hien - Chairman of the Council of Hanoi National University of Education shared that many excellent students have registered to study Pedagogy. However, the implementation process has encountered some difficulties such as: Ordering or organizing bidding for teacher training is still a bit confusing for many localities and teacher training institutions.
In addition, the level of interest in ordering or bidding for teacher training varies between localities. In some disadvantaged localities, balancing the local budget for education and training in general and for teacher training in particular is also a challenge...
"Therefore, Decree 60 stipulates that switching to the form of budget allocation instead of letting localities balance it themselves as before is a reasonable step in the current context," Associate Professor, Dr. Nguyen Van Hien stated his opinion.
Abolish teacher training bidding
Referring to the regulation to abolish the form of bidding for teacher training, Associate Professor, Dr. Nguyen Van Hien analyzed that there is not much experience in bidding of schools in the pedagogical sector to train teachers. Localities tend to assign tasks to affiliated teacher training institutions, which will be more convenient. Even the form of ordering, although implemented, is still quite modest in reality. "Therefore, the adjustments in Decree 60 will bring more convenience to schools and localities in implementing teacher training", Associate Professor, Dr. Nguyen Van Hien acknowledged.
Sharing the same view, Associate Professor Dr. Nguyen Van Tuan noted that Decree 60 helps to remove obstacles in the mechanism for implementing support policies for pedagogical students. Accordingly, localities have two ways to create a source of teachers: Assigning tasks or placing orders.
From the 2025-2026 school year, there will be no more bidding for teacher training. This is consistent with the reality and regulations of the Government on assigning tasks, ordering or bidding for the provision of public products and services using the State budget from regular expenditure sources.
Through actual monitoring, Ms. Nguyen Thi Viet Nga - National Assembly Delegation of Hai Duong province realized that few localities implemented the bidding method with teacher training institutions, although Decree 116 was issued nearly 5 years ago. When bidding, teacher training will be considered as providing goods and training institutions will be the suppliers of those goods, while the quality, reputation, and experience between educational institutions are not the same.
“Suppose that prestigious and quality training institutions with extensive experience and achievements in teacher training fail the bidding and vice versa,” Ms. Viet Nga raised the issue and agreed to abolish the bidding method for teacher training.
According to Associate Professor Dr. Tran Xuan Nhi - Vice President of the Association of Vietnamese Universities and Colleges, Decree 60 clearly stipulates the responsibility of the State budget (central and local) to ensure funding for payment of support policies for pedagogical students according to decentralization, avoiding cases where localities do not allocate funding for implementation. On the other hand, it ensures that pedagogical students are paid according to the provisions of the 2019 Education Law, and there will no longer be a situation where pedagogical students do not or are slow to receive support policies as is currently the case.
In the report of the Ministry of Education and Training sent to the Government on amending and supplementing a number of articles of Decree 116, it is stated that since Decree 116 took effect until now, localities have not bid for teacher training due to the lack of specific instructions. Even with the form of ordering, localities are still cautious.
In 2023, only 23/63 localities will use this form, the proportion of students receiving support accounts for 24.3% of the total number of policy registrations. The remaining 75% will be supported by the State budget through the Ministry of Education and Training. Therefore, eliminating the bidding method is consistent with the reality and regulations of the Government on assigning tasks, ordering or bidding for the provision of public products and services using the State budget from regular expenditure sources.
