The Ministry of Education and Training has drafted a revised curriculum for the above subjects and is seeking public comments.

Ms. La Thi He - teacher at Thuy Lien Secondary School (Thai Thuy, Hung Yen ) affirmed that amending and supplementing the History and Geography curriculum is necessary and reasonable. The rearrangement of provincial administrative units (merging, adjusting boundaries...) and the organization of two-level local governments make some contents in the curriculum and textbooks no longer suitable to reality.
Therefore, the program needs to be adjusted to update the latest administrative geographic information; reflect the new organizational structure of the local government apparatus, avoiding confusion for students. The program revision also aims to ensure the scientific, accurate, and timely nature of educational content and to be consistent with the innovation orientation of the 2018 General Education Program.
History and Geography subjects provide students with knowledge about national history, the formation and development of the country; natural characteristics, population, socio-economics and administrative organization of localities. If not revised promptly, students will learn outdated knowledge; leading to misunderstanding of local and national realities; and difficulty in applying knowledge.
In addition, the 2018 General Education Program focuses on openness, flexibility, and readiness to adjust to social changes; linking education with local realities and national development requirements. The adjustment of the History - Geography program is a concrete manifestation of progressive, practical, and life-based educational thinking.
Sharing the same view, Ms. Nguyen Thuy An - teacher at Trung Hieu Secondary School (Trung Thanh, Vinh Long), said: Rearranging administrative boundaries directly affects teaching content, such as names of provinces, districts, charts, maps, statistics, etc. The current program uses data from 63 provinces/cities, but currently many places have been merged or renamed. Therefore, if not updated, students may learn outdated information, causing confusion in teaching and testing.
In addition, there is a need to innovate teaching methods towards integration, capacity development, and more interdisciplinary. Therefore, it would be appropriate to rearrange the content to balance history and geography and increase experiential teaching, localization, data analysis, digital map building, and GIS in geography.
Discussing the Civic Education program (in high school, it is the subject of Economics and Law Education), Ms. Duong Thi Hang - teacher at Tran Quang Khai High School (Trieu Viet Vuong, Hung Yen) affirmed the necessity of amending the program.
Our country's legal system has changed significantly. The 2013 Constitution was amended and supplemented in 2025. Many important legal documents, such as the Law on Government Organization, the Law on Local Government Organization, etc., have also been amended and supplemented. Our country is rearranging provincial-level administrative units and implementing two-level local government. If the content of the Civic Education program (in grade 10) is not updated, students will have difficulty accessing the current legal system accurately, affecting the effectiveness of legal education in schools.
“The current educational goal is not only to provide knowledge, but also to develop students’ qualities and abilities. The innovation of the Civic Education program helps students better understand our country’s political system, citizens’ rights and obligations, as well as the role of individuals in building and defending the country.
This is the basis for forming civic awareness, the spirit of respect for the law, and social responsibility - important factors for today's young generation. Besides, from my teaching practice, I have found that lessons with content related to reality, updated with current and new legal issues always receive the attention and interest of students. This proves that content innovation is not only necessary in theory, but also practical in pedagogical methods", Ms. Duong Thi Hang shared.

To implement effectively and consistently
Studying the draft revised curriculum, Ms. Nguyen Thi Ninh - Head of the Social Sciences Department, Phenikaa Secondary and High School (Hanoi), realized that the Ministry of Education and Training has chosen an appropriate approach when focusing on adjusting specific contents related to changes in administrative boundaries and local government models.
This helps ensure the program is up-to-date while maintaining its stability. However, the current draft content is still general, not clearly stating which specific lessons need to be adjusted or supplemented, especially in classes with a lot of related content such as History - Geography grade 9 and Geography grade 12. Teachers need more detailed instructions for effective and consistent implementation.
“The Ministry of Education and Training should add a specific list of lessons affected by changes in administrative boundaries and an additional appendix for those changed topics and content so that teachers can conveniently update and adjust their teaching content. At the same time, it is necessary to organize short-term training courses for teachers of related subjects to promptly equip them with updated knowledge and methods, helping to ensure consistency and accuracy in the teaching process nationwide,” Ms. Nguyen Thi Ninh suggested.
Commenting on the draft revised curriculum for History and Geography, Ms. La Thi He said that in the Geography sub-subject, it is necessary to add information about newly merged or separated administrative units in the locality (which can be included in the content of learning about the locality); add a section on learning about the role of the two-level local government model.
The History subject can adjust and update some historical events related to the organization of the State apparatus, especially in the period of national renovation and modernization; supplement content related to local practice, helping students understand more deeply the history of their homeland in relation to national history.
Ms. La Thi He hopes to have specific instructions for localities to build their own integrated local content (in the "Learning about the locality" lessons of Geography and History); organize training for teachers on new points in the adjusted program, avoiding inconsistent understanding or confusing application when teaching.
For the 10th grade Civic Education program, Ms. Duong Thi Hang suggested that the topic "Political system of the Socialist Republic of Vietnam" should reduce some duplicate content in the section "Characteristics, principles of organization and operation of the State apparatus of the Socialist Republic of Vietnam" and the section "Characteristics, structure and principles of operation of the political system". The content on the organizational principles of the political system and the State apparatus is still academic knowledge, and needs to be written to make it easier for students to understand.
I appreciate the timely issuance of Official Dispatch No. 4480/BGDĐT-GDPT by the Ministry of Education and Training, soliciting comments on the revised curriculum of a number of subjects, including History and Geography.
