(HNMO) - Sidewalks becoming places to sell goods, roadsides becoming places to park bicycles, motorbikes... are violations that frequently occur in the area around Nghia Tan market (Cau Giay district), especially in the A25 Nghia Tan apartment complex. Over time, people have come to see this as a "flea market" with all kinds of goods for sale and many ways to deal with violations when the ward's functional forces patrol and handle violations.
At 10:30 a.m. on April 26, the area behind the gate of Nghia Tan market was busier and more bustling than ever. Along both sides of the sidewalk at the back gate of the market, the turn from alley 385 Hoang Quoc Viet, there were dozens of vendors taking advantage of the sidewalk to do business. People freely parked their cars to choose and buy goods, making the apartment complex crowded.
Ms. Tran Thi Nga, a resident of the A25 Nghia Tan apartment complex, said that every time it is humid or drizzles, the wastewater discharged from washing shrimp, fish, etc. gives off a foul smell, polluting the environment in the area.
According to observations, the "flea market" is open from 5am to 8pm, so people here always have to endure the noise of the market, as well as the cramped scene and encroachment on the sidewalk. Over time, they are forced to get used to this situation, but many times they have to suffer. Mr. Tran Quang Ha, who rents a business store in the A25 apartment complex, said that although he had posted a sign prohibiting parking in front of the store, after a while he saw motorbikes parked all over the door to buy goods next door, greatly affecting his business.
Locals also said that due to the characteristics of the old, densely populated residential area and narrow roads, small traders knew they were wrong but still violated the law to make a living. Therefore, when they saw the authorities coming from afar, households signaled to each other to clean up their goods. Many small traders, after being inspected and having their business equipment confiscated, came to pay the fine but then violated again.
Because of this, urban security and order in the A25 apartment complex is always affected, not only is it unsanitary, making the alleys dirty, causing traffic disorder, but the urban infrastructure is also degraded due to the waste left behind by the "flea market"...
Responding to this issue, Vice Chairman of the People's Committee of Nghia Tan Ward (Cau Giay District) Nguyen Huu Nam said that the businesses and trading households in the A25 Collective Housing Area originated from households with houses that they run themselves or rent out to sell in their houses. Over time, the households arbitrarily encroached on the sidewalk to display goods. Therefore, when the ward's functional forces came to inspect and remind them, they complied by tidying up their goods, but when the forces left, they violated again.
Sharing the difficulties, Mr. Nguyen Huu Nam said that due to the nature of people opening their own shops to sell, it is difficult to handle violations. Moreover, the ward's functional force is small, so it is impossible to control the whole situation. Since the beginning of 2023, the ward People's Committee has fined hundreds of cases of shops and street vendors encroaching on sidewalks and roads for business. However, despite many fines, after a while, the traders re-offended.
In addition to inspecting and handling violations, the People's Committee of Nghia Tan Ward regularly organizes propaganda and signs commitments with businesses with houses on the street not to display goods illegally encroaching on the sidewalk, or to arrange and place goods within the store premises. However, due to the characteristics of old, cramped apartment buildings and proximity to the main Nghia Tan market, many shops and restaurants have opened to "follow suit" to sell goods. Therefore, it requires local authorities to take stronger measures to reduce the encroachment on sidewalks and business streets, causing loss of beauty in the area.
