Faced with the need to increase resources and mobilize people's strength to bring the country into a new era, with a strategic vision, through the article " Fighting waste ," General Secretary To Lam pointed out that under the leadership of the Party, the work of preventing and combating waste is facing new, urgent and pressing requirements and tasks.

General Secretary To Lam's article has created a strong ripple effect, urging the solidarity and participation of the entire political system and society, quickly and effectively implementing synchronous solutions, dealing with the root causes of waste, making optimal use of the country's resources, contributing to promoting the country's strong development, bringing our country into a new era - the era of national growth.

Since the implementation of the renovation process, the Party and the State have always paid special attention to the work of preventing and combating waste. Many directives and resolutions have been issued by the Central Executive Committee, the Politburo , and the Secretariat of each term, bringing about many practical results.

In addition to the results, the 13th Party Congress Documents clearly stated: The work of preventing and combating corruption and waste... has not had any clear changes, the detection and handling of corruption and waste are still limited.... Corruption and waste are still serious, complicated, increasingly sophisticated, causing frustration in society.

Removing the “bottleneck” of the “bottleneck”

Quoting President Ho Chi Minh's teaching that "corruption is harmful, but waste is sometimes even more harmful, it is more harmful than corruption and waste is very common," General Secretary To Lam deeply analyzed the harmful effects and the need to step up the fight against waste.

Frankly, General Secretary To Lam pointed out that waste is still quite common, in many different forms, and has been causing many serious consequences for development, causing a decline in human resources, financial resources, reducing production efficiency, increasing cost burdens, causing resource depletion, etc., thereby creating invisible barriers in socio-economic development, missing out on development opportunities for the country.

The form of waste that is emerging fiercely today is: the quality of building and perfecting laws does not meet the practical requirements of the innovation process, leading to difficulties, hindering implementation, causing loss and waste of resources...

Speaking at the opening session of the 8th Session of the 15th National Assembly, General Secretary To Lam once again emphasized that institutions are the biggest bottleneck and the bottleneck of "bottlenecks."

Vietnam is facing a historic opportunity to bring the country into an era of national development. To seize the opportunity, push back challenges, and dramatically increase resources to enrich the country in the new period, the General Secretary requested to focus on perfecting and effectively implementing institutions to prevent and combat waste.

In the recent article "lean-strong-efficient-effective-effective" General Secretary To Lam also pointed out: focus on perfecting the institution in the spirit of "running and lining up at the same time" to quickly bring the Party's policies into practical life...

Reiterating the General Secretary's very high requirements for the work of building and perfecting institutions, Minister of Planning and Investment Nguyen Chi Dung said the first and most important solution is to continue perfecting institutions and consider this a breakthrough solution of breakthroughs.

"Institutions are the bottleneck of bottlenecks, but if they can be resolved, they will become the breakthrough of breakthroughs," Minister Nguyen Chi Dung affirmed.

At this 8th Session, the Government is submitting to the National Assembly many amended laws related to investment and business to immediately resolve difficulties and obstacles in administrative procedures and decentralization. Once passed, these laws will contribute to strongly liberating resources for development, from state investment resources, private resources to foreign capital.

The commander of the planning and investment sector believes that institutional innovation is following the spirit of a strong change in thinking: both managing and creating development, liberating production capacity and unlocking resources.

In addition to institutional innovation, decentralization and delegation of power are also promoted in the spirit of the recent 10th Central Conference: locality decides, locality acts, locality takes responsibility.

At the National Assembly forum, delegate Duong Khac Mai (Dak Nong delegation) raised the issue that in this session, the National Assembly is implementing a law amending many laws to overcome these bottlenecks.

In addition to thoroughly overcoming the "fear of responsibility" disease, according to delegates, institutions and regulations must also ensure that subjects can confidently perform their tasks in accordance with the provisions of the law, ensuring factors that are clearly visible, easy to implement, strict, transparent and ensure the implementation process.

From practice, delegate Dang Bich Ngoc (Hoa Binh delegation) recommended that the National Assembly and the Government continue to strongly innovate in building, perfecting and enforcing laws; promptly promulgate mechanisms and policies to remove difficulties for people and businesses. The delegate said that it is necessary to have solutions to overcome the institutional bottlenecks that have been pointed out as well as regularly evaluate the quality and effectiveness of issued policies for timely adjustment.

In particular, according to delegate Dang Bich Ngoc, there needs to be a mechanism to clearly review the responsibilities of organizations and individuals in issuing legal documents that are not suitable to real life, hindering socio-economic development.

According to Minister Nguyen Chi Dung, the Government and the National Assembly will play the role of creating, building policy mechanisms and supervising in a "proper and responsible manner" as requested by the General Secretary.

From the spirit of "overcoming the sun, overcoming the rain"

It can be seen that effectively using resources, shortening the implementation time of key national public investment projects, highways, key inter-regional projects, and projects with spillover effects is also against waste.

Regarding the implementation of the 500kV transmission line project, circuit 3, Quang Trach (Quang Binh) - Pho Noi (Hung Yen), General Secretary To Lam noted to summarize and replicate the experience of implementing this project to shorten the implementation time of key and important national public investment projects, highways, key inter-regional projects, and projects with spillover effects.

The 500kV line 3 project is a typical example of a new way of doing things, with the strong and close direction of the Government and the Prime Minister, the participation of the entire political system, and the support of the people, with the spirit of "overcoming the sun, overcoming the rain, not losing to the wind and storms," "only discussing work, not discussing retreat," "not enough work during the day, working at night," "eating quickly, sleeping urgently," "working continuously 24/7," "3 shifts, 4 shifts," "working through Tet, through holidays, through holidays"...

Therefore, the project was completed with many records set such as: shortest investment procedures, shortest construction time (after more than 6 months instead of 3-4 years as usual)...

At the project inauguration ceremony, Prime Minister Pham Minh Chinh emphasized: "Resources come from thinking, motivation comes from innovation, strength comes from the people," when pointing out valuable lessons learned through the project implementation process.

In management and direction, it can only be done with: clear thinking, high determination, clear assignment of people, clear work, clear responsibility, clear time, clear product, each job must be completed; results must be measured and counted to make it easy to check, monitor and evaluate.

Promote the combined strength, mobilize the entire political system from the central to local levels, within and outside the industry, armed forces, mass organizations, businesses and people with the spirit of "unanimity from top to bottom, clear communication across the board," "support from the front and the back, one call, all respond."

It can be affirmed that the implementation of the 500kV line 3 project is a miracle of the renovation period, clearly demonstrating the mettle, determination and solidarity of the entire political system, and is a valuable lesson in implementing key projects of the country.

Besides the effectively implemented projects which are valuable lessons, creating new vitality and new spirit, in reality, the General Secretary also pointed out many projects that were not put into exploitation and use, causing great waste of social resources.

“There must be an address responsible, because this is the State's property, the people's money. In the immediate future, we must review and thoroughly handle the long-standing problems of important national projects, key projects, and low-efficiency projects that cause great loss and waste," said the General Secretary.

The General Secretary requested to review, amend and supplement Party regulations and State laws on waste prevention and control to ensure consistency and unity; immediately amend and supplement regulations on technical and economic standards and norms that are no longer suitable to the country's development practices; direct the review and strict handling of major waste cases of public concern in the spirit of handling one case to alert the entire region and field, clearly defining the responsibility for handling related organizations and individuals.

Conclusion No. 97-KL/TW of the 10th Central Conference (term XIII) focuses on handling and removing existing problems, limitations, and long-standing obstacles, and unblocking resources from "stuck" projects to bring investment resources into the economy. The Government has established a Steering Committee to review and remove difficulties and obstacles related to projects.

These projects involve all areas: land, renewable energy, hospitals... have been invested in, are being invested in, some projects are unfinished, some projects have been invested in but for various reasons have not continued, have not been put into service for social life, causing great frustration for the people and wasting the country's resources.

Speaking at the first meeting of the Steering Committee on reviewing and removing difficulties and obstacles related to projects, Deputy Prime Minister Nguyen Hoa Binh said: "It may be due to unclear legal regulations, legal awareness, or certain violations during the implementation process that the project was stopped. These projects have invested a lot of resources." Therefore, implementing the Central Committee's conclusion and thoroughly grasping the direction of General Secretary To Lam, it is necessary to remove these resources and practice thrift and combat waste.

"A large resource of the country is being invested but not put into people's lives, this is a huge waste," the Deputy Prime Minister stated.

Emphasizing the need to resolve past issues that have been discussed for a long time, many times, for many years without being resolved, with projects that have been in place for several terms, Deputy Prime Minister Nguyen Hoa Binh said that this is not an easy task. To do such a difficult task, it is very important to have a firm grasp of and comply with the law, "there is no other way to resolve legal bottlenecks than to comply with the law, one must have the courage to propose, to face difficult practical problems," "dare to confront and dare to propose."

Not only discussing anti-waste from a theoretical perspective, General Secretary To Lam gave a strong message to remove institutional "bottlenecks", unblock blocked resources... These are the most necessary steps to help the country successfully implement the 100-year strategic goals under the Party's leadership, 100 years of the country's founding, and seize historical opportunities to bring our country into a new era - the era of national development./.
