That is one of the important contents of Circular 30/TT-BGDDT on the Regulations on Secondary School and High School Admissions, recently signed and issued by Deputy Minister of Education and Training Pham Ngoc Thuong.

Accordingly, for admission to grade 10 high school, Circular 30 stipulates that there are 3 methods of admission to grade 10 high school including: entrance exam, selection or a combination of entrance exam and selection. The selection of admission method is under the authority of the locality.
Entrance exam for grade 10 high school includes 3 subjects and tests.
Regarding the entrance exam method for grade 10 high school, the circular generally stipulates the implementation of 3 subjects and exams, including: math, literature and a third subject or exam selected by the local Department of Education and Training.
The third exam subject is selected from among the subjects assessed by scores in the general education program at the secondary level, ensuring that the same third exam subject is not selected for more than three consecutive years.
The third exam is a combined exam of a number of subjects selected from among the subjects assessed by scores in the general education program at the secondary school level.
For high schools under the Ministry of Education and Training, universities, colleges, and research institutes that organize their own entrance exams, the third exam subject or a combination exam of a number of remaining subjects will be selected by the Ministry of Education and Training, universities, colleges, and research institutes directly managed by them.
The third exam or combined exam of a number of subjects is announced after the end of semester I but no later than March 31 every year.
Regarding exam time, the circular stipulates: Literature 120 minutes; Math 90 minutes or 120 minutes; Third exam 60 minutes or 90 minutes; Combined exam 90 minutes or 120 minutes.
The exam content is within the secondary school education program, mainly grade 9.
Supplementing regulations on exam creation, exam supervision, and exam grading; regulations on inspection, examination, and rewards
Regarding regulations on grade 10 admission, the circular supplements regulations on organizing grade 10 entrance exams such as: general regulations on exam questions, exam supervision, exam marking, and exam review. In which, the authority is given to the local Department of Education and Training to specifically regulate exam questions, exam supervision, exam marking, and exam review in accordance with actual conditions.
High schools under the Ministry of Education and Training, universities, colleges, and research institutes shall comply with the instructions of the Ministry of Education and Training, universities, colleges, and research institutes or shall comply with the regulations of the Department of Education and Training where the school is located.
In addition, the circular also supplements regulations on the responsibilities of the Ministry of Education and Training, universities, colleges, and research institutes. has a junior high school or high school or an inter-level school which has a junior high school or high school level.
In particular, the circular empowers the provincial People's Committees, universities, research institutes with junior high schools and high schools to direct junior high school and high school enrollment in their management areas; and decide to handle unusual cases in the process of organizing junior high school and high school enrollment.
This Circular also supplements regulations on inspection, examination, rewards and handling of violations in enrollment work.

For junior high school admission, in addition to primary school students, Circular 30 adds admission subjects as: Students who complete the second stage of the literacy program, are of the age to enter grade 6 according to the regulations of junior high schools, high schools and multi-level general schools.
Circular 30 provides more specific regulations on the method of secondary school enrollment on the basis of ensuring compliance with the Law on Organization of Local Government, Decentralization of Management and the 2018 General Education Program, in order to reduce pressure on students, parents and educational institutions.
Accordingly, junior high school admission is conducted by the selection method. The selection criteria are specifically guided by the Department of Education and Training, ensuring fair, objective, transparent selection, suitable to the actual situation in the locality. For junior high schools and general schools with many levels of education, including junior high schools belonging to universities, colleges, and research institutes, the selection criteria are guided by the universities, colleges, and research institutes directly managing them or implemented according to the instructions of the Department of Education and Training where the school is located.
Reduce administrative procedures in admission
Regulations in the new circular also reduce administrative procedures in enrollment registration; in line with the policy of digital transformation in education and training: Secondary school admission registration is organized online. This Circular was signed and issued by the Deputy Minister of Education and Training, effective from February 14, 2025, replacing Circular No. 11/2014/TT-BGDDT dated April 18, 2014 of the Minister of Education and Training promulgating the Regulations on Secondary and High School Admissions and supplementing, amending and supplementing a number of provisions in Circular No. 18 and Circular No. 05 related to Secondary and High School Admissions previously.
