BHG - Implementing the directives of the Central Committee and the Provincial Party Committee on organizing Party Congresses at all levels leading up to the 14th National Congress of the Party, the Xin Man District Party Committee has proactively implemented key tasks, especially the preparation for the Party Congresses at the commune level, particularly in localities implementing administrative unit mergers according to Resolution No. 46, dated April 29, 2025, of the Provincial Party Committee.
Preparations for the 2025-2030 Party Congress are considered a particularly important political task in the context of the organizational restructuring following the merger. The Standing Committee of the Xin Man District Party Committee has issued a document requesting grassroots Party branches, advisory agencies, and subcommittees to seriously implement directives from higher levels; and a document regarding the Draft Political Report for the Party Congress of the communes, 2025-2030 term. Simultaneously, six steering committees have been established to oversee the drafting of congress documents, each responsible for one of six communes: Quang Nguyen (not subject to merger) and five new communes slated for merger. For Party committees of communes and towns slated for merger, the District Party Committee has directed increased coordination among Party committees to seriously prepare the draft congress documents, ensuring that the content fully reflects the actual situation and comprehensive development orientation in the merged area.

Nguyen Cao Cuong, Head of the Organization Department of the Xin Man District Party Committee, shared: "The drafting of the congress documents is not only a summary of the previous term but also a foundation for development orientation in the next phase. Therefore, the draft documents need to closely adhere to local realities, clearly reflecting the strategic vision, development goals, and political tasks of the newly merged locality. The District Party Committee focuses on democratic discussion within the Party, gathering broad opinions to ensure the documents are of high quality and feasibility. Personnel work is also prepared seriously, ensuring adherence to principles, procedures, and standards as stipulated by the Central Committee and the Provincial Party Committee. Personnel nominated to participate in the new Party Committee are thoroughly reviewed for their qualities, ethics, capabilities, and prestige among cadres, Party members, and the people."
One of the key priorities identified by the district is the political and ideological work among cadres, Party members, and the people following the administrative boundary changes in the commune. Therefore, the District Party Committee requires grassroots Party branches and committees to thoroughly disseminate Conclusion No. 151 of the Party Central Committee and related directives, creating high unity in thought and action, and minimizing any doubts or concerns during the merger process. They should also intensify propaganda efforts linked to patriotic emulation movements, achieving accomplishments to celebrate the Party congresses at all levels and major holidays. The District Party Committee's Propaganda and Mass Mobilization Department will guide information dissemination, proactively monitor and promptly reflect public opinion, and foster consensus among the people.
According to Loc Van Huy, Secretary of the Party Committee of Nan Ma commune: Currently, the commune's Party Committee is actively leading and directing the commune's departments and agencies to urgently review and implement the steps to prepare for the merger of the administrative unit with Ban Ngo, Pa Vay Su communes and Coc Pai town. The Party Committees of the communes slated for merger are paying attention to the preparation of the documents for the new commune Party Congress, ensuring they follow the guidelines of higher levels and are relevant to the local reality. A team has been established to draft the congress documents and will begin drafting the outline. The process is guided by the team in charge of the commune under the Standing Committee of the District Party Committee. In addition, the specialized agencies advising and assisting the District Party Committee have been clearly assigned tasks, from guidance and inspection to compiling progress reports.
With the decisive, coordinated, and systematic direction of the District Party Committee Standing Committee, the preparation for the Party Congresses at the commune level in Xin Man district, especially in localities after mergers, is being implemented in the right direction and on schedule.
