BHG - Implementing the direction of the Central and Provincial Party Committees on organizing Party Congresses at all levels towards the 14th National Party Congress, Xin Man District Party Committee has proactively deployed key tasks, especially the preparation work for the Party Congresses at the commune level, especially in localities implementing the merger of administrative units according to Resolution No. 46, dated April 29, 2025 of the Provincial Party Committee.
The preparation for the congress for the 2025-2030 term is considered a particularly important political task in the context of the organizational apparatus being consolidated after the merger. The Standing Committee of Xin Man District Party Committee has issued an official dispatch requesting branches, grassroots Party Committees, advisory agencies and subcommittees assisting the congress to seriously implement the instructions from higher levels; an official dispatch on the Draft Political Report of the Commune Party Congress, term 2025-2030. At the same time, 6 steering groups were established to draft congress documents, in charge of 6 communes, including: Quang Nguyen (not merged) and 5 new communes expected after the merger. For the Party Committees of communes and towns subject to merger, the District Party Committee directed to promote coordination between Party Committees to seriously implement the preparation of the draft congress documents, ensuring that the content fully reflects the actual situation and comprehensive development orientation in the area after the merger.

Head of the Organizing Committee of Xin Man District Party Committee Nguyen Cao Cuong shared: The drafting of the congress documents is not only a summary of the previous term but also a foundation for development orientation for the coming period. Therefore, the draft documents need to closely follow local realities, clearly demonstrating the strategic vision, development goals and political tasks of the new locality after the merger. The District Party Committee focuses on democratic discussions within the Party, widely soliciting opinions so that the documents have high quality and feasibility. Personnel work is also seriously prepared, ensuring principles, processes and standards according to regulations of the Central and Provincial Party Committees. Personnel expected to be introduced to join the new Party Committee are all carefully reviewed for their qualities, ethics, capacity and prestige among cadres, Party members and the masses.
One of the key contents that the district has identified is the political and ideological work of cadres, party members and people after the commune has changed its administrative boundaries. Therefore, the District Party Committee requires branches and grassroots Party Committees to thoroughly disseminate Conclusion No. 151 of the Secretariat and related directives, creating high unity in ideology and action, minimizing doubts and concerns during the merger process. Promote propaganda associated with patriotic emulation movements, achieve achievements to welcome Party congresses at all levels and celebrate major holidays. The Propaganda and Mass Mobilization Department of the District Party Committee guides information, proactively grasps and promptly reflects public opinion, creating consensus among the people.
Secretary of the Party Committee of Nan Ma commune, Loc Van Huy, said: At this time, the Party Committee of the commune is actively leading and directing the departments and branches of the commune to urgently review and carry out steps to prepare for the merger of administrative units with Ban Ngo commune, Pa Vay Su commune and Coc Pai town. The Party Committees of the communes expected to merge are interested in preparing documents for the new commune Party Congress, ensuring that they follow the instructions of the superiors and are close to the local reality. Currently, a team has been established to draft the congress documents and will begin drafting the outline of the draft. The implementation process is guided by the Commune Team of the District Party Committee Standing Board. In addition, specialized agencies advising and assisting the District Party Committee are clearly assigned tasks, from guidance, inspection to synthesizing progress reports.
With the drastic, synchronous and methodical direction of the District Party Committee, the preparation work for the Party Congress at the commune level in Xin Man district, especially the localities after the merger, is being implemented in the right direction and on schedule.
