At Thanh Hoa bridge, leaders of the Department of Industry and Trade, the Management Board of the Economic Zone and Industrial Parks, Thanh Hoa Electricity Company, and related units attended the conference and reported specifically on the implementation of key power projects.

According to the report of the Electricity Authority, in the first 6 months of 2025, the total electricity output of the entire national system reached about 156.4 billion kWh, an increase of 3.04% over the same period in 2024 and reaching 45% of the annual plan.
The maximum power consumption of the system recorded on June 2, 2025 was 51,672MW, an increase of 5.7% over the same period; the North alone reached 26,495MW, an increase of more than 2,600MW.
It is forecasted that electricity demand will continue to increase sharply in the context of high economic growth targets in 2025 and the following period. The power system needs to be operated safely, stably and continuously, with a power supply plan closely following reality.

To ensure electricity supply in 2026, the Electricity Authority proposes 3 scenarios for demand growth:
Baseline scenario: growth of 10-12%, equivalent to GDP growth of 6.5-7% under normal weather conditions.
High scenario: 13-14% increase, with GDP growth above 7% and many prolonged heat waves.
Extreme scenario: increase above 15%, under conditions of breakthrough growth and widespread severe weather.
However, risks in system operation still exist if large power projects such as Vung Ang II, Nhon Trach 3 and 4, Quang Trach I are behind schedule. Even in the baseline scenario, the reserve capacity in the North is still very low during the dry season, making it easy for supply and demand imbalances to occur if technical problems occur.
Delegates attending the conference, including representatives of ministries, sectors, Vietnam Electricity Group, Vietnam Oil and Gas Group, Vietnam National Coal - Mineral Industries Group , National Power Transmission Corporation and Northern, Central and Southern Corporations... all agreed with the report's contents and affirmed the need for stronger inter-sectoral coordination to remove obstacles in investment, land, finance and mechanisms in implementing power projects.
Some opinions suggest that the Ministry of Industry and Trade advise the Government to amend regulations on bidding, electricity purchase and sale, and long-term contracts to ensure feasibility and attractiveness to investors.
Thanh Hoa - Accelerating the implementation of strategic power projects At the conference, Director of the Department of Industry and Trade Tran Anh Chung clearly stated his determination to remove bottlenecks and speed up the progress of key projects in the electricity sector. According to Decision No. 270/QD-TTg dated April 2, 2024 of the Prime Minister approving the List of important national programs, works and projects in the energy sector, Thanh Hoa has 5 projects in the list of important national works in the energy sector, of which 4 projects have been completed; 1 major project under implementation is Nghi Son LNG Thermal Power Plant (1,500MW). This project has completed procedures on location and planning and is entering the investor selection phase, expected to be completed in July 2025. Director of Department of Industry and Trade Tran Anh Chung spoke at the conference. In addition, the province is promoting many other projects such as: Cong Thanh LNG Thermal Power Plant (1,500MW); solar power projects such as Thanh Hoa I (160MWp), Yen My 1 (80MW), Ngoc Lac (45MW) and Bac Phuong wind power (100MW)... In particular, the Tho Xuan waste-to-energy project is attracting attention because it combines waste treatment and power generation - a sustainable approach, contributing to ensuring energy and environmental security. However, Thanh Hoa has 12 electricity transmission and distribution projects under investment that are still facing difficulties; of which 4 projects of the National Power Transmission Corporation are stuck with investment procedures, 8 projects of the Northern Power Corporation are facing difficulties in procedures for approving investment policies and registering land clearance plans. The Provincial People's Committee has organized specialized meetings to resolve issues, and at the same time directed departments and branches to coordinate and propose solutions regarding mechanisms, planning, and land to ensure progress and not affect the electricity supply of the whole province. |
Minister of Industry and Trade Nguyen Hong Dien delivered concluding remarks at the conference.
Concluding the conference, Minister Nguyen Hong Dien emphasized: In the first 6 months of 2025, despite good economic growth and high electricity consumption demand, the national power system has operated stably, ensuring safe and continuous power supply, without widespread power outages. This is the result of accurate load forecasting, reasonable system dispatching and timely handling of incidents.
The Minister emphasized that we must not be subjective in the remaining months of 2025 and the period of 2026, because many factors can cause risks such as extreme weather, high pressure on electricity growth, fuel shortages and financial difficulties.
Therefore, the Ministry of Industry and Trade requires the electricity sector to synchronously implement key groups of solutions in the coming time, such as: Ensuring maintenance and repair of power generators to maximize capacity; fully preparing coal, gas and oil fuel sources and promptly removing mechanism and financial obstacles to ensure stable supply; coordinating with localities in operating hydropower reservoirs, ensuring dam safety, especially during the rainy and stormy season; developing flexible and realistic power operation scenarios, optimally mobilizing power sources according to costs and system stability; speeding up investment progress of key projects, especially projects under Power Plan VIII and adjusted Power Plan VIII; strengthening propaganda on economical and efficient use of electricity, especially in residential areas during peak hours.
For the 2026 plan, the Minister requested corporations and power management units to proactively develop operating plans, provide full information on equipment status and maintenance plans so that the national dispatching agency has a basis for reasonable operation. In case the project is behind schedule, it must report, clarify the cause and propose solutions and replacements.
Minister Nguyen Hong Dien affirmed that the Ministry of Industry and Trade will continue to work with ministries, branches and localities to perfect institutions and amend mechanisms to ensure stable and sustainable electricity supply, contributing to socio-economic development in the context of energy transition and increasing emission reduction requirements.
