According to a report by the Provincial People's Committee, Bac Kan currently manages 2,866 properties (houses and land), of which 1,398 are subject to restructuring and handling according to the regulations in Government Decree No. 03/2025/ND-CP. The handling plans for all 1,398 properties have been approved, demonstrating the province's proactive and decisive leadership and management.

The planned administrative merger with Thai Nguyen province will lead to comprehensive changes in the organizational system and the need for office space. According to the plan, after the merger, Bac Kan will only have 37 commune-level administrative units. This means that a number of commune and district-level office buildings will become redundant and need to be handled flexibly and efficiently.

Bac Kan is proposing to the central government a flexible solution: surplus office buildings could be temporarily managed by the Land Fund Development Center or local authorities; newly merged communes could reuse old office buildings or borrow surplus buildings from departments and agencies to reduce the pressure of new investment.

The arrangement of public assets after mergers is not only about reducing the number of headquarters but also an opportunity to restructure public infrastructure to serve long-term development. Bac Kan is prioritizing the option of relocating surplus headquarters for public purposes such as education, healthcare, cultural institutions, or converting their functions if necessary.

Regarding vehicles, machinery, and equipment, the province also provided specific guidance on the allocation and transfer of resources between units with usage needs to avoid new purchases. In cases where staff need to be reassigned to work in remote locations, the province proposed using existing vehicles or hiring transportation to ensure smooth operational management.

According to statistics, the province currently has 19 properties (houses and land) that have not been fully processed, including 18 awaiting official handover documents from the Ministry of Public Security and the Provincial Police, along with an old health station for which no suitable plan has been developed. The province is directing relevant units to expedite the completion of documentation to facilitate the transfer of assets in accordance with regulations.

In addition, several headquarters construction projects currently in the preparation phase have been temporarily suspended to review their effectiveness after the merger. This demonstrates the flexibility of local administration, prioritizing practical considerations over "investment formalities."

The restructuring of public assets aims not only to streamline their quantity but also to pave the way for building a modern digital government system that better serves the people. With 37 new communes formed after the merger, Bac Kan has the opportunity to re-plan its administrative network in a centralized and convenient manner, while simultaneously applying technology to improve service quality.
