With 100% of communes and towns completing the digital transformation task from 2024, Hoang Hoa district currently has nearly 45% of people with personal digital identity cards to conduct online transactions; 100% of cadres, civil servants and public employees have digital identity cards to perform professional tasks and work; 100% of administrative procedures have been publicly posted on the portals and websites of the District People's Committee and Commune People's Committees; 100% of documents exchanged between State agencies (except for confidential documents as prescribed) are carried out online; the rate of electronic documents with digital signatures is over 100%; electronic documents have completely replaced paper documents in State agencies in the district; The rate of personal and agency digital signatures reaching 100% helps the activities of agencies and units to be public, transparent, fast, save time, and improve the effectiveness of management, direction, and operation in state agencies in the district.

At Nhu Ba Sy Secondary School (Hoang Hoa), 100% of the school's staff, teachers and employees have digital signatures and use them proficiently and effectively in their work. Teacher Le Dang Thanh, Principal of Nhu Ba Sy Secondary School, said: To promote digital transformation in educational activities, the school has promoted the application of IT and digital signatures in teaching as well as management and operation. Currently, 100% of the school's staff, teachers and employees have proficiently used software deployed by the industry such as: Electronic grade books, electronic report cards, electronic lesson plans; 100% of staff, teachers and employees have and are proficient in using digital signatures... helping to free up labor and working time of staff and teachers, contributing to the goal of modernization, creating fairness and transparency in education.

Every day, the Department of Receiving and Returning Results of Dinh Hung Commune (Yen Dinh) receives, processes, and resolves dozens of documents and records from citizens and organizations coming to work. If performing tasks in the traditional way as before, processing documents takes a lot of time and effort with steps such as printing documents, getting document numbers, submitting them to leaders for signature, stamping, sending for release... However, since applying electronic documents and digital certificates, these steps have been significantly reduced. With digital certificates issued and installed on computers, commune leaders and professional staff only need to log in to the document management software and manage the processing and signing work. Thanks to that, the handling of work records for citizens is quick, ensuring quality and time.

Ms. Le Thi Chinh, a Justice - Civil Status officer of Dinh Hung commune (Yen Dinh) said: “Of the files sent by citizens, up to 70% are files in the field of justice - civil status. Being granted a personal CKS helps me to quickly process files for citizens. In case the file needs to be supplemented, the personal CKS is included in the document sent back, so citizens know which officer is processing their file, from there they can contact for instructions and supplement the file according to regulations. Thereby helping to save time and effort for both professional staff and people”.

Thanh Hoa is one of the first localities in the country to exchange and process interconnected documents and files on the network environment maintained at all three levels of government and to exchange interconnected electronic documents between Party agencies, mass organizations, governments and enterprises. The use of CKS in the activities of State agencies has contributed to ensuring the authenticity and accuracy of exchanged documents, improving the efficiency of work processing. The total number of document exchanges and processing on the system is 4,432,632; the rate of digital signature of documents reached 100%; Thanh Hoa Feedback software system has received and processed nearly 2,300 reflections and recommendations from organizations and individuals with the on-time processing rate reaching over 93%; The provincial reporting information system is gradually connected, integrated, and shared with the national reporting information system...

According to the Prime Minister's request, by June 30, 2025, all leaders, officials, and civil servants of ministries, branches, and localities (provincial, district, and communal levels) must process work records online and use digital identity cards to resolve work. Currently, localities and state agencies in the province are reviewing and registering to issue digital identity cards to all officials and civil servants of the unit. Thereby, forming a professional working style of officials and civil servants, meeting the requirements of developing a modern, civilized, and friendly administration, contributing to promoting national digital transformation.
