Proactively advise on the implementation of monitoring of many tasks

At the meeting, comrade Pham Trong Hoang - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee for the 2020 - 2025 term reported on the leadership and direction of the implementation of inspection and supervision work of the Party Committees and Inspection Committees at 2 levels in the province.

In particular, the Provincial Party Committee's Inspection Commission advised the Provincial Party Committee's Standing Committee to issue Project No. 13 on improving the quality and effectiveness of regular supervision work of Party committees, Party building committees, the Provincial Party Committee's Office, and the Provincial Party Committee's Inspection Commission for the period 2021-2025; Directive No. 28 on strengthening the Party's leadership in implementing the conclusions of inspection, supervision, investigation, settlement of complaints and denunciations and recommendations of the State Audit.

The Provincial Party Committee's Inspection Committee also advised the Provincial Party Committee's Standing Committee to promptly adjust the implementation of the 2025 Inspection and Supervision Program in accordance with the practical situation, especially the arrangement of the apparatus of the two-level political system.

In addition, the Provincial Party Committee's Inspection Committee has advised the Provincial Party Committee's Standing Committee to lead and direct affiliated party organizations to focus on regularly monitoring the resolutions and conclusions of the Central Committee.

The focus is on Conclusion No. 148 on the results of the inspection of the Politburo's key work topics in 2025; Conclusion No. 123 of the Party Central Committee on the Project to supplement socio -economic development in 2025 with the growth target of 8% or more; Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Plan No. 02 of the Central Steering Committee on science, technology, innovation and digital transformation on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus; Resolution 66 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era; especially regular supervision of the operation of the 2-level local government model.

The Provincial Party Committee's Inspection Commission has also promptly advised the Provincial Party Committee's Standing Committee to issue plans to implement the direction of General Secretary To Lam on inspection, supervision and Party discipline enforcement; 100% of affiliated Party organizations have also issued implementation plans at their level.

At the same time, the Provincial Party Committee's Inspection Commission and grassroots units strengthen regular inspection and supervision of sensitive areas prone to violations; participate in stages and tasks to ensure the successful organization of grassroots party congresses and the 20th Provincial Party Congress, term 2025 - 2030, focusing on personnel work of the Provincial Party Committee's Inspection Commission and grassroots units.

At the meeting, the leaders of the Provincial Party Committee's Inspection Committee, the Provincial Party Committee Office, the Party Committee Secretary and the staff working in the inspection work at the grassroots level raised a number of difficulties and problems. Especially regarding human resources, at the grassroots level, there are currently 201 members of the inspection committee compared to the arrangement plan during the term and 168 comrades short of the minimum number according to regulations, especially in mountainous communes.

The reason is due to the lack of qualified staff and civil servants and some staff have left their jobs according to Decree 178; At the same time, the inspection and supervision profession at the grassroots level has many new staff transferred from other fields; the conditions for implementing digital transformation are still facing many difficulties and problems with network infrastructure, interconnection, and document digitization...

Research to specify the key inspection and monitoring program

Concluding the meeting, Comrade Nguyen Duy Ngoc - Member of the Politburo, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee highly appreciated the initiative and efforts of the Provincial Party Committee's Inspection Committee and the grassroots level in regularly monitoring the resolutions and conclusions of the Central Committee and operating the two-level local government with the requirement of a large workload, a sense of urgency, and the requirement to update daily and weekly reports to the Central Inspection Committee. From practical contributions, together with the Inspection sector nationwide, he advised and created a leadership and direction mechanism for General Secretary To Lam, the Politburo, and the Secretariat on inspection and supervision work.

Chairman of the Central Inspection Commission Nguyen Duy Ngoc emphasized: To promote development, it is necessary to be transparent and public in the implementation of resolutions and programs, and to regularly inspect and supervise in order to promptly remove difficulties, obstacles and bottlenecks from practice.

Therefore, it is recommended that the Provincial Party Committee's Inspection Committee and the grassroots continue to research and advise the Party Committee on specific action programs on inspection and supervision of the implementation of resolutions and directives of the Central Committee, the Resolution of the 20th Provincial Party Congress, the implementation of the two-level government..., in accordance with the strategy, requirements and orientation set out. Inspection and supervision are not to "scrutinize" or make it difficult for the subjects being inspected and supervised, but must be based on the principle of accompanying, promoting and creating development momentum.

Through the discussion between the Party Committee leaders and the inspection staff at the grassroots level, comrade Nguyen Nhu Ngoc expressed his confidence that the inspection staff had clearly understood the requirements and tasks that needed to be done; at the same time, he saw the difficulties and obstacles at the grassroots level, affirming that the Central Inspection Committee would continue to accompany and resolve them, and on the local side, each staff member must also make efforts to digitalize, build data, digitize records, etc.

For the Provincial Party Committee and grassroots Party Committees, it is necessary to continue to pay attention to the organization, staffing, facilities, equipment, and professional skills for the inspection staff to meet the requirements of tasks in the new situation.

Speaking at the meeting, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council sincerely thanked and continued to seriously implement the directions of the Chairman of the Central Inspection Committee to continue to deploy specifically and methodically, moving from being passive in the initial stage of arranging the apparatus and operating the 2-level government to being proactive; focusing on overcoming difficulties in infrastructure serving digital transformation, strengthening training and professional exchange; contributing to improving the quality and effectiveness of inspection and supervision work, especially regular supervision according to the direction of the Politburo, the Secretariat and the Central Inspection Committee of the Party, contributing to the successful implementation of the resolutions of the Politburo and the Resolution of the 20th Provincial Party Congress, term 2025-2030, contributing to promoting the overall development of the province in the new era.
