Nghe An Provincial Party Secretary attends the 1st Congress of Ho Chi Minh City Party Committee, term 2025-2030

On the morning of October 14, the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, officially opened with the participation of 546 delegates. General Secretary To Lam attended and delivered a speech directing the Congress.

Developing cities into the top 100 global cities

Speaking at the opening of the Congress, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized the special significance of the Congress, marking a historic turning point for Ho Chi Minh City after merging with Binh Duong and Ba Ria - Vung Tau provinces to form the largest urban - industrial - seaport region in the country.

This is a historic step, opening up new development space; opening up opportunities to expand the market, increase investment attraction, connect infrastructure, connect production chains and raise international status, access financial resources and advanced technology.

This is a comprehensive reconfiguration of the development space, where the three most dynamic economic poles of the country converge, with a new vision as an international megacity of Southeast Asia, top 100 most livable cities in the world, to carry out the mission of pioneering, leading and spreading development for the whole country.

Delivering the political report to the Congress, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that in the past term, despite facing many difficulties and challenges, the Party Committee, government and people of Ho Chi Minh City have promoted the tradition of solidarity, pioneering, dynamism and creativity, successfully implementing the goals and tasks of the Resolution of the 13th National Party Congress and the Resolution of the Party Congress for the 2020-2025 term with quite comprehensive results.

Of which, GRDP in 2025 is estimated at 3.03 million billion VND, an increase of more than 1.5 times compared to 2020, accounting for 23% of the country's GDP. GRDP per capita is estimated at 220 million VND, 1.7 times higher than the whole country. State budget revenue in 2025 is expected to reach 800,000 billion VND, reaching 120% of the central government's estimate, accounting for 1/3 of the total national budget revenue.

Ho Chi Minh City also made strategic breakthroughs, removing many bottlenecks such as implementing Resolution 31 of the Politburo, Resolution 98c of the National Assembly. Proposing and implementing the project to develop an international financial center, urban railway system, Can Gio international transit port, free trade zone (FTZ) and Con Dao special economic zone...

In the 2025-2030 term, Ho Chi Minh City will make a breakthrough in institutional development, infrastructure and human resources. Towards the 100th anniversary of the Party's founding (2030), Ho Chi Minh City will become a civilized, modern urban area, a center of innovation, dynamism, integration, leading the industrialization and modernization of the country, with a prominent position in Southeast Asia, in the group of 100 global cities, worth living and having an innovation ecosystem in the world, belonging to the high-income group. Vision to the 100th anniversary of the founding of the country (2045) is to be in the group of 100 best cities in the world, worthy of being an international megacity of Southeast Asia.

At the Congress, the Politburo's decision to appoint the Ho Chi Minh City Party Executive Committee consisting of 110 comrades, the Standing Committee of the City Party Committee consisting of 29 comrades, and the Standing Committee of the City Party Committee consisting of 7 comrades was announced. Comrade Tran Luu Quang - Secretary of the Party Central Committee was appointed to hold the position of Secretary of the Ho Chi Minh City Party Committee for the 2025-2030 term.

Building Ho Chi Minh City into a leading center in Southeast Asia and Asia

Speaking at the Congress, General Secretary To Lam, on behalf of the Party and State leaders, warmly congratulated and commended the great efforts, dedication, creativity and outstanding achievements that the Party Committee, government, army and people of Ho Chi Minh City have achieved in the past 5 years, worthy of the trust and great expectations of the Central Government and the people of the whole country.

Highly agreeing on the directions, tasks and solutions for the 2025-2030 period stated in the Document, the General Secretary emphasized that promoting the results of the 2020-2025 term, building the City Party Committee to truly become a center of intelligence, solidarity and innovation, an exemplary Party Committee with sufficient political mettle, governance capacity and vision, capable of leading the city to pioneer development and integration, worthy of the honor of being named after President Ho Chi Minh.

Strengthening Party building and rectification and further improving the leadership capacity and fighting strength of the Party Committee; focusing on building a two-level government that is streamlined, strong, smart, efficient, effective, and efficient, serving the people.

"The city needs to focus on building a team of leaders, especially strategic and key officials, and leaders at all levels, considering this a strategic breakthrough of the strategy. They must be a new generation of leaders, daring to think, daring to do, daring to take responsibility and having the spirit of serving the people," the General Secretary pointed out.

To realize the vision and development goals of the new period, the General Secretary requested that Ho Chi Minh City thoroughly grasp, concretize and creatively apply the major policies and guidelines of the Party and State. The city must put the spirit of the Politburo's strategic resolutions into the practice of special urban development.

The Party Committee and the City Government must affirm the main role and central position of the People in all policies and actions. The happiness, satisfaction and trust of the People are the highest measure of the leadership effectiveness and governance capacity of the political system.

The General Secretary proposed that in order to build and develop Ho Chi Minh City into a leading economic, financial, technological and service center in Southeast Asia and Asia, a major hub for international logistics and smart, modern and sustainable development. The most important task is to complete the planning, re-architect the development space according to the multi-polar - integrated - connected thinking, operate according to the multi-center governance model, in order to reasonably allocate resources and improve operational efficiency. This is a new issue of decisive significance, the slower the City is, the more opportunities it will lose to develop.

The city needs to accelerate economic restructuring, taking science, technology and innovation as the main driving force; promote digital transformation, green transformation in a practical and effective manner, improve labor productivity, and be determined to achieve a high GRDP growth rate in the 2025-2030 period.

In particular, the city needs to build a modern urban governance model, apply digital technology in management, operation and public services, towards a creative, transparent and effective digital government, as the foundation for a smart city.

The General Secretary noted that it is necessary to firmly pursue the goal of comprehensive human development, linking economic growth with social progress and equity, building a livable city where every citizen has the opportunity to develop, receive care for their health, education, living environment and safety, and no one is left behind.
