On the morning of October 11, in Na Ngoi commune ( Nghe An province), General Secretary To Lam attended the groundbreaking ceremony for the construction of Na Ngoi Primary and Secondary Boarding School.
Also attending the ceremony were Politburo members: Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission; Nguyen Duy Ngoc - Secretary of the Party Central Committee, Head of the Central Inspection Commission; Nguyen Xuan Thang - Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics; General Phan Van Giang - Minister of National Defense; General Luong Tam Quang - Minister of Public Security .
Also attending were members of the Party Central Committee: Vo Thi Anh Xuan - Vice President; Ho Duc Phoc - Deputy Prime Minister; Tran Quang Phuong - Vice Chairman of the National Assembly; Pham Gia Tuc - Chief of the Party Central Committee Office; Nguyen Kim Son - Minister of Education and Training; Nguyen Tan Cuong - Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense ; and leaders of central departments, ministries and branches.
The leaders of Nghe An province included comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with comrades of the Standing Committee of the Provincial Party Committee; leaders of departments, branches, localities and teachers and students of Na Ngoi commune.

Na Ngoi Primary and Secondary Boarding School is a project of special significance in the border area, the western fence of the Fatherland.
The project is being implemented in accordance with the Politburo's new policy on investing in the construction of 248 primary and secondary boarding schools in land border communes.

Na Ngoi is a border commune bordering Laos, with an area of ​​341.25 km2 and a population of 9,536 people. The whole commune has more than 98% ethnic minorities, including the Mong, Thai, and Kho Mu ethnic groups.
Na Ngoi commune is about 250 km from the center of Nghe An province; belongs to a particularly difficult economic zone, an important security and defense area of ​​Nghe An province.

This is a key educational project, covering an area of ​​about 5.5 hectares, with a total investment of nearly 240 billion VND from the State and socialized capital. The project is invested in a modern and synchronous manner with 49 classrooms, fully equipped with items: classrooms, functional rooms, dormitory area, dining room, playground, experience area, production area...
The project not only helps more than 1,900 students in the border area to study and develop comprehensively in knowledge, skills, physical strength, spirit and personality; but also contributes to preserving cultural identity, creating a source of future cadres for the locality, and strengthening national defense and security in the border area.
Speaking at the groundbreaking ceremony, General Secretary To Lam emphasized that our Party and State always identify education as the top national policy and the key driving force for the country's sustainable development.
In recent years, despite many difficulties, the Party and State have paid great attention to the border areas. In reality, the school system, especially the inter-level boarding schools in the border communes, is still very inadequate, causing many limitations in the learning conditions of the students.

The General Secretary stated that the policy of investing in building 248 inter-level boarding schools is a correct policy with profound humanistic significance, demonstrating the special concern of the Party and State for people in border areas, remote and disadvantaged areas.
Building schools is not only to provide children with better learning conditions, but also to aim at the long-term goal of improving the quality of life of people in border areas, contributing to preserving national territorial sovereignty from the root, which is the people, the community of residents attached to the land, the forest, the border and landmarks.

In order for the Na Ngoi Primary and Secondary Boarding School project to soon become a reality, contributing to the successful implementation of the Party's policy, the General Secretary requested that the Nghe An Provincial Party Committee, People's Committee and Na Ngoi commune resolutely take part, considering this a particularly important political task, which must be done well, quickly and effectively.
General Secretary To Lam requested that design, construction, consulting and supervision units must carry out the construction with all their heart and with the highest sense of responsibility, considering this not only a construction project but also a place to entrust the trust and dreams of the border people; must ensure the quality of the project, labor safety, techniques and aesthetics, worthy of being a model school in the border area.

The Party Committee, the government, organizations and people of Na Ngoi commune need to continue to pay attention to students so that they can study in a complete environment; it is necessary to link school construction with preserving national cultural identity; teaching literacy must go hand in hand with teaching people, teaching human morality, and love for the homeland and country.

Speaking at the ceremony, Nghe An Provincial Party Secretary Nguyen Duc Trung emphasized that the presence of the General Secretary and other Party and State leaders in one of the most remote and difficult border communes of Nghe An province is a great encouragement and motivation for the Party Committee, government and people of all ethnic groups in the province.
The General Secretary's thoughtful, understanding and sharing speeches for the people, teachers and students here are the most vivid proof of the special attention of the Party, the State and the General Secretary himself for the cause of educating people, especially for ethnic minority areas, mountainous areas, highlands and border areas.
Emphasizing that Nghe An is a province with a large area, complex terrain, and the longest border with Laos in the country; many remote communes, including Na Ngoi commune, still face many difficulties in production, life and learning conditions, the Secretary of the Nghe An Provincial Party Committee affirmed that the groundbreaking ceremony for the construction of Na Ngoi Primary and Secondary Boarding School has great significance; it is not only an educational project, but also a project of faith, of aspirations to rise up, of Party love and compatriots' solidarity.

On behalf of the Party Committee, government and people of all ethnic groups in Nghe An province, Provincial Party Secretary Nguyen Duc Trung expressed his deep gratitude to General Secretary To Lam, Party and State leaders, leaders of central departments, ministries and branches for their special affection and valuable attention and assistance to Nghe An province in general and Na Ngoi commune in particular so that the project could be soon implemented in the border land - Western Nghe An.
