Speaking at the opening of the conference, Vice President of the Vietnam Cooperative Alliance Dinh Hong Thai said that in recent times, the Vietnam Cooperative Alliance has proactively implemented many practical and effective activities to promote the application of science, technology, innovation and digital transformation in the collective economic sector and cooperatives. The Vietnam Cooperative Alliance system is actively transforming digitally in management and operations, and departments and public service units have also been proactive in applying science and technology and digital transformation to successfully complete assigned tasks. However, the process of promoting digital transformation for cooperatives and cooperative members in rural and mountainous areas still faces many difficulties and challenges in terms of awareness, technical infrastructure, resources and especially implementation methods.
To solve these problems, today's Conference is an important forum to evaluate the results achieved, draw experiences and discuss and exchange to find breakthrough solutions. With a receptive spirit, the Vice President of the Vietnam Cooperative Alliance hopes to receive valuable contributions from experts, scientists , businesses, managers and cooperatives on practical solutions with high applicability, helping cooperatives overcome difficulties and seize opportunities for development.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Van De said: In recent years, the collective economic sector, with the core being cooperatives, has always received attention from Nghe An province in terms of leadership and development. Implementing Resolution No. 20-NQ/TW of the 13th Central Executive Committee, the province has issued many specific programs and plans such as Action Program No. 50 of the Provincial Party Standing Committee, Plan No. 363/KH-UBND along with resolutions and projects to support the development of collective economy and cooperatives in the area.
To date, the province has 935 cooperatives, of which 888 operate effectively and diversely in many fields. The average revenue of a cooperative is about 2.6 billion VND/year, the average income of workers is over 5 million VND/month. The collective economic sector contributes about 4.8% of the province's GRDP, higher than the national average.
Many cooperatives have boldly applied technology, mechanization, digital transformation, and built a closed value chain from production to consumption, associated with the "One Commune One Product - OCOP" program and the new rural construction movement. Many models of young cooperatives, cooperatives owned by women, and smart agricultural cooperatives have become bright spots of innovation and integration.
However, besides the achieved results, the cooperative sector still faces many difficulties: small scale, limited competitiveness; digital infrastructure and human resources do not meet requirements; access to capital, technology and markets still faces many obstacles.
Implementing Directive No. 19 of the Prime Minister on promoting digital transformation in the cooperative economic sector, the Provincial People's Committee has been implementing the Action Plan on digital transformation in the collective economic sector and cooperatives with many key tasks. That is, raising awareness and digital capacity for cooperative officials and rural people, helping them understand the role of digital transformation in production, business and life. Developing rural digital infrastructure, supporting cooperatives to access digital platforms, participate in e-commerce platforms, manage production and consumption of products online. Encouraging the formation of "digital cooperative" and "digital rural" models, applying IoT, AI, Blockchain in traceability, smart agricultural production, anti-counterfeiting, developing local product brands. Strengthening links and cooperation with technology and telecommunications enterprises, corporations such as Viettel, VNPT, research institutes to support technology transfer, human resource training and building a digital ecosystem for cooperatives. Diversify investment capital sources for digital transformation in the collective economic sector; encourage businesses to accompany cooperatives; promote policies on hiring information technology services, investing in databases and digital platforms of the province.
Nghe An province commits to continue to accompany and provide maximum support for the collective economic sector and cooperatives to develop strongly and successfully transform digitally. Specifically, continue to perfect specific mechanisms and policies to support cooperatives in applying science and technology, transforming digitally, promoting trade and expanding markets. Allocate resources from the budget, new rural programs, and national digital transformation programs to support infrastructure, training, connection and building new cooperative models. Accompany the Vietnam Cooperative Alliance and technology enterprises to implement pilot projects and replicate smart cooperative models, contributing to building smart, modern, livable new rural areas.

At the conference, delegates focused on sharing information and experiences on: Solutions for building smart new rural areas contributing to the implementation of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation; support for science, technology, innovation and digital transformation for cooperatives; some experiences in implementing sub-project 2, project 10 of the Socio-economic Development Program for ethnic minority and mountainous areas; application of anti-counterfeit stamp technology in brand development and trade promotion of cooperative products on cross-border e-commerce platforms; digital transformation in cooperatives and cooperative groups; application of AI in building cooperatives and smart rural areas...

In his closing speech at the conference, Vice President of the Vietnam Cooperative Alliance Dinh Hong Thai requested agencies and units to raise awareness and innovate thinking; in which, continue to promote propaganda work so that each cadre and member in the Vietnam Cooperative Alliance system from the central to local levels, and especially cooperative members and people in rural and mountainous areas, fully and deeply understand the role and importance of digital transformation in production and business activities, encourage the spirit of innovation, dare to think, dare to do, dare to change to seize opportunities.
Public service units, Cooperative Alliances of provinces/cities, cooperatives and enterprises should act together decisively. The Vietnam Cooperative Alliance commits to acting as a solid bridge, helping cooperatives and members easily access digital transformation technology solutions from domestic and foreign enterprises and scientific and technological organizations.
The public service units under the Vietnam Cooperative Alliance and the Cooperative Alliances of provinces/cities need to be more proactive in proposing, implementing propaganda work and coordinating the organization of consulting activities, supporting training and coaching according to the Framework Program issued by the Vietnam Cooperative Alliance. Especially in training activities, it is necessary to directly guide cooperative members and business households to build, register booths, and bring products to participate in the "Online product market vcamart.vn", this is also a key political task that needs to be carried out seriously, regularly and continuously.
Cooperatives and members need to proactively innovate, learn to improve their capacity to apply science, technology, and digital transformation; proactively approach and exploit State support resources in finance, science and technology... and proactively learn and exploit reliable digital application platforms supported by the State; of reputable enterprises in collaboration with the Vietnam Cooperative Alliance...
