The signing ceremony of the United Nations Convention against Cybercrime with the theme "Combating Cybercrime - Sharing Responsibility - Looking Forward" will be held from October 25-26, 2025 in Hanoi .

According to the announcement of the Ministry of Foreign Affairs , President Luong Cuong will preside over the signing ceremony of the Convention with the participation of United Nations (UN) Secretary-General Antonio Guterres and many senior leaders of countries, regional and international organizations.

It is expected that within the framework of the Convention Opening Ceremony, there will be a High-level Plenary Discussion, high-level roundtable discussions and sideline conferences on international cooperation in combating cybercrime.

Previously, on September 22, at the UN headquarters in New York (USA), within the framework of the High-Level Week of the 80th Session of the UN General Assembly, the Ministry of Foreign Affairs and the Ministry of Public Security of Vietnam coordinated with the United Nations Office on Drugs and Crime (UNODC) to co-organize the event "The Road to Hanoi: Opening Ceremony of the UN Convention against Cybercrime - Honoring multilateralism for a safe digital future".

The event was chaired by Acting Minister of Foreign Affairs Le Hoai Trung, with guest speakers from the Ministry of Public Security of Vietnam, representatives from Nigeria, Trinidad & Tobago, the Netherlands, UN agencies and research institutes.

Acting Minister of Foreign Affairs Le Hoai Trung stressed that international cooperation is essential in preventing and combating cybercrime and will be implemented more effectively in the coming time with the birth of the Convention - the first global legal framework to address this issue. Acting Minister Le Hoai Trung emphasized that in its role as the host country to organize the signing ceremony of the Convention, Vietnam hopes that the event will become a new milestone in strengthening multilateralism in general and global cooperation against cyber security threats in particular.

The Convention is the first UN legal instrument on criminal justice in more than 20 years.

Sharing the same view, Ms. Ghada Waly, UN Under-Secretary-General and Director-General of UNODC, said that the Convention is a launching pad to fight cybercrime. She emphasized that the Convention is the first UN legal instrument on criminal justice in more than 20 years, designed to address different forms of cybercrime now and in the future.

She also expressed her appreciation for Vietnam's efforts in preparing for the signing ceremony and pledged to continue to accompany and support countries towards the effective ratification and implementation of the Convention in the coming time.

Senior Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, affirmed that Vietnam always attaches importance to ensuring cyber security and combating high-tech crimes. In the coming time, priority will be given to perfecting the domestic legal system to ensure compliance with the provisions of the Convention, while strengthening the inter-sectoral coordination mechanism in the process of signing, ratifying and implementing the Convention.

The Minister of Justice of Nigeria, the Minister of Public Administration and Humanitarian Affairs of Trinidad & Tobago and the delegates shared the importance of multilateralism, emphasizing the significance of the Convention as the first global legal framework in preventing cybercrime, and believing that Vietnam will successfully organize the opening ceremony for signing the Convention.

The event "The Road to Hanoi: Opening Ceremony of the UN Convention against Cybercrime - Honoring Multilateralism for a Safe Digital Future" on September 22, 2025 is the most important activity in a series of events promoting the Opening Ceremony of the Convention co-organized by Vietnam and UNODC in regions around the world from the beginning of 2025.

The event attracted the participation of about 120 representatives of UN member states, international organizations and researchers.
