Quang Nam Chairman directs site clearance and resettlement for $4 billion project

Accordingly, Chairman of Quang Nam Provincial People's Committee Le Tri Thanh has just directed to urgently complete related planning documents and implement the completion of compensation and site clearance (GPMB) for the Nam Hoi An resort project.

The Chairman of the People's Committee of Quang Nam province directed the two districts of Thang Binh and Duy Xuyen to coordinate with the investor to complete site clearance and resettlement for the Nam Hoi An resort project.

Specifically, Mr. Le Tri Thanh requested the People's Committees of Duy Xuyen and Thang Binh districts to urgently review and complete the general urban planning documents of Duy Hai - Duy Nghia, the regional planning of Thang Binh district, the general planning for new rural construction of Binh Duong commune and other related planning documents in the direction of not allocating residential land within the scope of the Nam Hoi An resort project for approval according to authority or submitting to competent authorities for appraisal and approval as a basis for continuing to implement the project.

In addition, the Chairman of the People's Committee of Quang Nam province directed the People's Committees of Thang Binh and Duy Xuyen districts to coordinate with Nam Hoi An Development Company Limited to continue implementing the completion of compensation, site clearance, and resettlement (SAR) for the Nam Hoi An resort project, and soon stabilize the lives of people in the project area.

Regarding the settlement of resettlement for people in the project area, including the Nam Hoi An resort project, recently, the leaders of the People's Committee of Quang Nam province signed a document on the transfer of investor tasks for the Son Vien resettlement area projects, Duy Hai resettlement area (phase 2) and Duy Hai resettlement area (phase 3), Duy Xuyen district.

Accordingly, the People's Committee of Quang Nam province requested Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company (abbreviated as Ky Ha Chu Lai Company) to coordinate with the People's Committee of Duy Xuyen district and the Department of Construction to organize the handover of the original status of the above resettlement projects implemented by Ky Ha Chu Lai Company to the People's Committee of Duy Xuyen district to receive for management and continued investment.

As reported by VTC News , the investor of the Nam Hoi An resort project with a total investment capital of up to 4 billion USD is Nam Hoi An Development Company Limited. Ky Ha Chu Lai Company is the unit that carries out the project's site clearance work. In addition, this unit also represents Nam Hoi An Development Company Limited in carrying out the task of investing in the construction of 5 resettlement areas and a cemetery in the East of Duy Xuyen and Thang Binh districts to create a resettlement land fund to serve the project's site clearance.

Many residential areas are part of the $4 billion project but have not yet been cleared.

By the end of 2020, the total area of land clearance compensation completed was 481.64 hectares. Land area handed over to investors: 389.74 hectares. Area of land clearance compensation but not yet handed over: 91.90 hectares.

However, since the beginning of 2021, compensation for land acquisition and clearance of Nam Hoi An resort and investment in the construction of resettlement areas have had to be temporarily suspended because the investor has not allocated capital to pay compensation to households of the compensation, support and resettlement plans approved by the People's Committees of Thang Binh and Duy Xuyen districts in 2020.

Because of the delay in implementing the resettlement area, many households are still "stuck in place" in the planned land. Every day, they live in anxiety and worry because their houses are seriously degraded but they cannot repair or rebuild.
