After the August Revolution in 1945, when the fate of the country was in a "thousand pounds hanging by a thread" situation, President Ho Chi Minh realized that mobilizing the strength of the entire Vietnamese nation was essential to carry out the urgent tasks of the revolution. On his initiative, on March 27, 1948, the Party Central Committee issued a Directive to promote the patriotic emulation movement to mobilize all forces to participate in the resistance and nation building. Then, on the occasion of the 1,000th anniversary of the resistance war (Southern resistance day against the French colonialists, September 23, 1945), on June 11, 1948, Uncle Ho issued an "Appeal for patriotic emulation".
President Ho Chi Minh's call for patriotic emulation attracted, motivated, and called on the entire Party, people, and army to promote the tradition of patriotism, the spirit of solidarity, the will to self-reliance, and self-strengthening, to overcome all hardships, and to achieve glorious feats. Emulation has truly become a driving force that has led the Vietnamese revolution from one victory to another.
