National Assembly Chairman: Every citizen and business has a virtual assistant

On the morning of June 9, at the 46th Session, the National Assembly Standing Committee gave opinions on the reception, explanation, and revision of the draft Law on Digital Technology Industry, which is expected to create a legal corridor to strongly promote national digital transformation.

Reporting at the meeting, Chairman of the Committee for Science , Technology and Environment Le Quang Huy said that the draft on Digital Technology Industry has been carefully reviewed, absorbing the opinions of National Assembly deputies, especially on tax incentive policies.

Specifically, regulations related to corporate income tax and investment incentives have been transferred to specialized draft laws such as the Law on Corporate Income Tax and the Law amending and supplementing 7 other laws. Meanwhile, the Law on Digital Technology Industry only retains the referenced regulations to ensure the consistency of the legal system.

Notably, regarding personal income tax, the draft Law on Digital Technology Industry still maintains the tax exemption policy for high-quality human resources in this field, an important part in realizing Resolution No. 57-NQ/TW on attracting talent. According to Mr. Huy, retaining this provision is to promptly institutionalize the Party's policy, while the Government has no different opinions on this content.

Regarding investment incentives, the draft law has added provisions for special support for large-scale strategic digital technology projects such as semiconductors and artificial intelligence. In order to follow the spirit of Resolution No. 29-NQ/TW and Resolution No. 57-NQ/TW, which identified the digital technology industry as a fundamental field that requires breakthrough mechanisms in terms of taxes, land, etc.

Regarding the legal framework related to artificial intelligence (AI), the Standing Committee of the Science, Technology and Environment Committee agreed to maintain the provisions regulating risk control throughout the entire operational life cycle of AI systems. Systems assessed as having high risks and major impacts will be specially monitored according to the provisions of Clause 3, Article 46, and the Government will provide detailed instructions for implementation.

According to Mr. Le Quang Huy, the draft law has added regulations on identification marks (labels) for artificial intelligence systems and focuses on promoting human resource training to deploy and operate AI in practice. The draft fully incorporates the opinions of National Assembly deputies on enhancing standardization and safety when applying new technology.

Appreciating the efforts to revise and perfect the draft law, National Assembly Chairman Tran Thanh Man emphasized that this is a necessary and timely step, in line with the global digital transformation trend.

“The law is very timely, with the desire to promote national digital transformation, develop artificial intelligence, and give each citizen and business a virtual assistant,” the National Assembly Chairman emphasized.

The National Assembly Chairman also requested that the drafting and reviewing agencies continue to comprehensively review regulations, ensuring consistency with current laws, avoiding overlap, and at the same time opening up favorable development space for the digital technology industry.

According to the National Assembly Chairman, it is necessary to clarify specific incentives for strategic industries such as semiconductors and artificial intelligence; ensure feasibility and timeliness in implementing support policies. At the same time, it is necessary to strengthen risk management regulations, proactively and carefully prepare guiding decrees, and avoid unnecessary procedures that slow down the implementation process.

“For the digital technology industry to develop strongly, it must have support from the people; people provide data, relevant organizations and units provide data to have a digital technology industry in each locality, each industry, each field,” the National Assembly Chairman emphasized, noting that it is necessary to strengthen policy communication, widely collect opinions from businesses, organizations and people to ensure regulations are effectively put into practice.

Regarding the transitional provisions, the draft law stipulates that the Government can issue legal documents within its authority within 2 years from the date the law takes effect. However, Vice Chairman of the National Assembly Vu Hong Thanh expressed concern that this period is too long in the context of innovation and digital transformation taking place at a high speed.

"The Government needs to make efforts to promptly complete legal documents within its authority so that the policy can soon come into effect," the Vice Chairman of the National Assembly suggested.

Concluding the discussion session, Vice Chairman of the National Assembly Le Minh Hoan said that the National Assembly Standing Committee assigned the Committee on Science, Technology and Environment to preside over and coordinate with the drafting agency and relevant agencies to absorb and complete the draft Law on Digital Technology Industry, submit it to the National Assembly for consideration and approval according to the roadmap.
