National Assembly Chairman Tran Thanh Man expressed his delight at welcoming the President of Timor Leste back to Vietnam after more than 14 years; he believed that the visit would be a great success, creating new momentum to promote the friendship and cooperation between Vietnam and Timor Leste to develop even more strongly. The National Assembly Chairman also sincerely thanked President Jose Ramos-Horta for sending a letter of condolences on the passing of General Secretary Nguyen Phu Trong.
The National Assembly Chairman emphasized that Vietnam expressed its respect and admiration for the achievements that the State and people of Timor Leste have achieved in the struggle for national independence, of which President Jose Ramos-Horta was one of the outstanding leaders with the Nobel Peace Prize in 1996.
Vietnam congratulates the Government and people of Timor Leste on their many important achievements; the economy has recovered positively after COVID-19 and especially Timor Leste's approval in principle to become the 11th member of ASEAN.
The National Assembly Chairman highly appreciated the results of the in-depth and substantive talks between President To Lam and President Jose Ramos-Horta; welcomed the two sides' signing of a bilateral agreement on visa exemption for diplomatic and official passport holders. The Vietnamese National Assembly supports and will create a favorable legal corridor for promoting the signing and implementation of cooperation agreements between the two countries.
The National Assembly Chairman stated: With a history of formation and development of more than 78 years, the Vietnamese National Assembly has always fulfilled the important mission assigned by the Party and the people; always played an important role in the cause of national liberation, national reunification, construction and protection of the Fatherland. The National Assembly always seeks to innovate methods, improve the quality of its activities, increasingly promote democracy, publicity, transparency, increase professionalism and the rule of law to truly be the highest representative body of the people, the highest State power body as prescribed by the Constitution. In the overall developing cooperative relationship between the two countries, National Assembly Chairman Tran Thanh Man hopes that National Assembly cooperation will be an important pillar of cooperation between the two countries.
The National Assembly Chairman suggested that in the coming time, the two sides promote the exchange of delegations at all levels; enhance understanding, cultural exchange and people-to-people exchanges between the two countries; and promote the organization of the first meeting of the Vietnam - Timor Leste Joint Committee to review, study and propose specific measures to enhance bilateral cooperation in various fields.
The two countries will strengthen economic and trade cooperation by promoting the export and import of goods that both sides have potential and demand for, such as rice, textiles, footwear, beverages, processed foods, etc.; and expand cooperation in other potential areas such as agriculture, fisheries, oil and gas, infrastructure construction, education and training, tourism, etc.

According to the National Assembly Chairman, the potential and room for parliamentary cooperation between the two countries is huge, but there is currently no mechanism for direct and regular cooperation and delegation exchanges between the agencies of the National Assembly. The two sides can share experiences and cooperate in the fields of law-making, supreme supervision and decision-making on important national issues.
To promote parliamentary cooperation, National Assembly Chairman Tran Thanh Man hopes that President Jose Ramos-Horta will support the two countries' National Assemblies to increase the exchange of high-level delegations and all levels; promote cooperation, exchanges and experience sharing between specialized committees and National Assembly members to enhance understanding, share experiences in parliamentary activities and issues of mutual concern; share experiences in law-making, especially in internalization to ensure effective implementation of international treaties and commitments to which the two countries are members, build and perfect the legal corridor, creating favorable conditions to promote cooperation between the two countries. At the same time, strengthen close coordination and mutual support at multilateral parliamentary forums...
President Timor Leste thanked National Assembly Chairman Tran Thanh Man for his warm welcome; shared the difficulties in the country's development in the fields of infrastructure construction, health care, agriculture, food security, etc.
President Jose Ramos-Horta expressed his admiration for the revolutionary cause, national construction and development of the Vietnamese leaders and people; emphasized that Timor Leste attaches importance to and wishes to further promote the good friendship with Vietnam in the field of agriculture to ensure food security; and wishes to learn from Vietnam's experience in fields where Vietnam is a pioneer and has strengths.
Believing that the two sides still have much potential for cooperation, President Jose Ramos-Horta hopes that the Vietnamese National Assembly will support cooperation activities between the two countries, especially in areas of Timor Leste's need./.
