At the year-end People's Council meeting, in the working session this morning (December 10), Mr. Phan Van Mai said that the Central Government chose Ho Chi Minh City to pilot the removal of backlogged projects and public assets, and then deploy it nationwide.

According to the plan, the Central working group will visit the city this December to listen to reports and give timely instructions. With about 1,000 public assets, the city will classify them into groups to resolve, including groups that will be auctioned, and groups that will be temporarily leased while waiting for new project investment.

According to Mr. Mai, in the plan to streamline the apparatus, the city will also have a plan to deal with unused public headquarters, and make a specific exploitation plan, not leaving them empty.

Reasons for failure to disburse public investment

Providing more information about the socio -economic situation in 2024, Mr. Mai said that this year's growth of 7.17% is an effort of the whole city, but compared to the set target of 7-7.5%, it is not achieved.

In 2025, the Standing Committee of the Ho Chi Minh City Party Committee requested to set a double-digit growth target (over 10%). Mr. Mai affirmed that this is a challenging target, but from the experience of 2024, it shows that setting a high target is to strive for, not to set a low or asymptotic target to report achievements.

Regarding public investment disbursement, it is expected that by the end of the period, disbursement will likely reach over 80%, while the target will not be met by over 95% due to both subjective and objective reasons.

According to Mr. Mai, the city needs to identify subjective causes to have reasonable adjustment solutions.

Specifically, Mr. Mai said that the low disbursement was due to the lack of timely adjustment of planning work when there were many fluctuations. In addition, the settlement of administrative procedures at departments and branches (6 related agencies) was slow and not synchronized. The leaders of Ho Chi Minh City also admitted that the management of the City People's Committee was sometimes slow in some places.

Next year, the city will have to disburse about 100,000 billion VND. Of which, more than 80,000 billion will be allocated in 2025 and about 20,000 billion will be transferred from 2024. In order to achieve over 95% public investment disbursement in 2025, the city has assigned the Standing Committee of the People's Committee to monitor, direct, and urge major projects.

“The Ho Chi Minh City People's Committee has developed a project to disburse public investment for 2025 and the following years. The city is finalizing the project and will report to the City Party Committee and in the 2024 year-end summary session at the end of December,” the head of the city government informed.

In the plan to streamline the apparatus, Ho Chi Minh City will clearly define the functions and tasks as well as what the state does and what socialized work..., to propose to the Central Government to amend and adjust accordingly.

“Thus, streamlining the apparatus is not only a merger but also a review of the institution and consolidation of the organization. This is a very big task and when implementing it, the city wants and needs to listen to more opinions and contributions,” Mr. Phan Van Mai emphasized.
