Duc Co Commune was established on the basis of merging Ia Krieng Commune and Chu Ty Town. After 5 years of implementing the Resolution of the Party Congress of both Chu Ty Town (old) and Ia Krieng Commune (old), despite facing many difficulties and challenges, thanks to the great efforts and determination of the Party Committee, government, army and people, both localities have achieved important and quite comprehensive results in many fields. Most of the main targets have been achieved and exceeded the Resolution.

Specifically, the Chu Ty Town Party Committee has achieved and exceeded 21/22 targets set by the Resolution of the 6th Congress of the Chu Ty Town Party Committee. The economic structure has shifted in the right direction; the average income per capita reached 65 million VND/year; the average annual increase in local budget revenue reached 16.55%. During the term, the Ia Krieng Commune Party Committee has achieved and exceeded 22/23 targets set by the Resolution of the 6th Congress of the Commune Party Committee. Of which, the average income per capita reached 42.3 million VND/year; the average annual increase in local budget revenue reached 1.5%.

The cultural and social fields have received due attention and investment. The quality of education and medical examination and treatment for the people has been improved. Social security and poverty reduction have been focused on, ensuring the rights of the people. National defense, security and social order and safety have been maintained. The political system has been reorganized and streamlined; the leadership capacity of the Party organization and the management and operation efficiency of the government have been improved. The Fatherland Front and socio-political organizations have performed well their key tasks, contributing to consolidating the great national unity bloc and the people's trust in the Party and the State.

At the Congress, in addition to focusing on evaluating and analyzing the achievements of the previous term, the Congress also discussed and voted to approve 18 targets of the Resolution for the 2025-2030 term. Accordingly, the Congress determined that in the 2025-2030 term, it will strive for over 90% of grassroots party organizations and party members to successfully complete their tasks; the rate of new party members will reach 3%/year. Strive for economic growth to reach 10.6%/year. By the end of 2030, the average income per capita will reach 105 million VND; the total budget revenue in the area will reach 49.8 billion VND; the multidimensional poverty rate will decrease by 1% or more annually.

Regarding the tasks in the coming time, the Chairman of the Provincial People's Committee emphasized that Duc Co commune has an important strategic position and needs to promote its role as the center, the "big brother" of the region. With the spirit of "Duc Co develops not only for Duc Co but for the whole region", the Chairman of the Provincial People's Committee requested the commune to fundamentally change its perception of the role and position of the current commune level. He especially emphasized that in the 2-level local government model, the commune level truly plays the role of a "miniature provincial government", with many powers and responsibilities. This is a great advantage but also a great challenge. In performing public duties, the commune government needs to uphold the spirit of "creative government", always be close to the people and respond to the legitimate aspirations and needs of the people.

Duc Co commune must focus on developing to achieve and exceed the socio-economic targets assigned by the province. The Chairman of the Provincial People's Committee affirmed that economic development is the foundation for ensuring national defense and security. He analyzed that only when the economy develops, people's lives are prosperous, and social security policies are well implemented, will the people trust and support the government; the ideological and political foundation is enhanced and no hostile force can entice people to participate.

Assessing the economic structure of the commune, comrade Pham Anh Tuan said that agriculture and forestry account for a large proportion, this is the right direction. In the coming time, Duc Co needs to pay more attention to converting the crop structure to form raw material areas, developing deep processing industry to increase the value of agricultural products. Pay attention to investing in infrastructure, developing trade and services to serve the people. Along with that, focus on doing a good job of planning. Commune leaders must have the mindset of "thinking big - doing big", planning Duc Co commune with a large scale, dividing residential areas, trade - service areas and industrial zones, clear and methodical production.

The Chairman of the Provincial People's Committee emphasized: Economic development must be associated with environmental protection. Duc Co commune must do a good job of managing, collecting and treating waste so that people can live in a green - clean - beautiful environment. A clean environment is also one of the factors attracting investors and developing tourism in the locality. Along with that, attention must be paid to developing health care and education ; focusing on social security work, and poverty reduction, especially poverty reduction in ethnic minority areas. It is necessary to analyze the causes to solve the fundamental problem, the root cause to help people reduce poverty sustainably.

Promote the implementation of digital transformation at the local level, effectively promote the model of "Community Digital Technology Team". The Chairman of the Provincial People's Committee requested that cadres, civil servants and public employees be pioneers in applying information technology to serve their work; at the same time, promote and encourage people to use technology in administrative procedures.

In addition, it is necessary to closely link socio-economic development with strengthening national defense and security. Strengthen diplomacy and maintain national defense and security in border areas.

Accordingly, the Duc Co Commune Party Executive Committee consists of 24 comrades; Comrade Pham Van Cuong was appointed to hold the position of Secretary of the Duc Co Commune Party Committee for the 2025-2030 term./.
