The Standing Committee of the Hanoi Party Committee issued Resolution No. 09-NQ/TU, dated February 27, 2012, on strengthening the work of building the Party and mass organizations in non-state enterprises in Hanoi (Resolution 09). Since then, Hanoi has always been a pioneer and leader in the country in developing Party and mass organizations in non-state enterprises. In 2024 alone, the city established 104 Party organizations, reaching 115.56% of the target; admitted 1,024/903 new Party members, including 13 private business owners. To date, the city has 2,482 Party organizations in non-state enterprises.
At the grassroots level, many business owners pay attention to the work of building Party organizations and developing Party members in terms of both quantity and quality, in conjunction with production tasks. For example, according to Director of Viet Cuong Construction and Production Joint Stock Company (Thuong Tin District) Nguyen Hung Cuong, the Party cell always strictly organizes regular meetings as well as assigns tasks to each Party member in charge of the department they are directly working in; regularly monitors and helps outstanding people to consider Party membership. In addition, the company's leaders also identify specific criteria for cadres and employees to practice and strive to become Party members.
According to the assessment of the Hanoi Party Committee, the quality of Party building work in Party organizations in non-state enterprises has been significantly improved. Most Party organizations have promoted their role as political nuclei, leading Party members and workers to well implement the Party's guidelines and policies, the State's policies and laws; effectively participating in and implementing production and business tasks, building and developing enterprises...
According to the Party Committee of the Non-State Enterprises Bloc of Hoan Kiem District, the Party Committee has completed and exceeded many targets for 2024 and the entire 2020-2025 term. Of which, 3 new Party organizations were established, 13 new Party organizations were admitted; 57 outstanding people were sent to attend Party admission training courses, 15 outstanding people were proposed to be admitted to the Party; 56 Party cells were recognized as "4 Good Party Cells"... The total revenue of enterprises in the bloc reached nearly 200 trillion VND, contributing over 10 trillion VND to the state budget.
According to Mac Quoc Anh, Vice President of the Hanoi Association of Small and Medium Enterprises, in the period of 2018-2024, the association focused on supporting businesses to promote political and ideological education for Party sympathizers. As a result, by the end of 2024, more than 55% of businesses in the Association's Executive Board had Party organizations, admitting 3-6 new Party members each year. Party members have played a pioneering role in improving production and applying new technologies. In addition, Party organizations at enterprises promote training programs, improve skills for workers, and create an environment to develop capable source cadres. In particular, Party organizations play an important role in building corporate culture, strengthening the connection between workers and leaders.
Promoting Party development in enterprises
Secretary of the Party Committee of the Long Bien District Business Bloc, Dinh Thi Bich Nguyet, said that the Party Committee of the Long Bien District Business Bloc has been constantly developing, and now has more than 70 Party cells. Notably, 3 enterprises have come to the Party Committee of the Bloc to request the establishment of Party cells. To achieve this result, the Party Committee of the District Business Bloc has proactively promoted and promoted awareness among business owners about the practical effects of having a Party organization; considering it an important condition to create sustainable cohesion, contributing to enhancing the brand value and reputation of the enterprise.
It can be said that when the role of party members is raised, it has promoted work efficiency. In particular, after becoming party members, employees always clearly see their responsibilities and rights to strive, improve their working capacity, and increase motivation to stick with the business.

In addition, it is necessary to promote the strength of party members, organize in-depth training programs on leadership and management skills for party members; create conditions for young party members to participate in management positions in enterprises.
According to Vice President of the Hanoi Association of Small and Medium Enterprises Mac Quoc Anh, it is necessary to promote the role of the Party in the innovation period, focusing on supporting enterprises in international integration, in which it is necessary to actively guide and support enterprises to participate in global value chains.
According to general assessment, for private enterprises, where there is a Party organization, there is better governance, better compliance with State policies and laws; workers' lives are fully taken care of, and labor disputes rarely occur. Party organizations and Party members have truly accompanied business owners in building harmonious labor relations, promoting production and business, complying with the law as well as fully implementing social responsibilities. It is like a glue based on human resources.
