Prepare the necessary conditions for incorporating Dong Son district into Thanh Hoa City.

On the morning of December 27th, Mr. Dau Thanh Tung, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, and Head of the Task Force for the implementation of the merger of Dong Son district into Thanh Hoa City, held a working session with Thanh Hoa City and Dong Son district regarding the progress of the merger. Attending the meeting was Mr. Le Anh Xuan, Standing Committee member of the Provincial Party Committee, Secretary of the City Party Committee, and Chairman of the People's Council of Thanh Hoa City.

Comrade Dau Thanh Tung, Vice Chairman of the Provincial People's Committee, delivered a speech at the working session.

According to a report from the Thanh Hoa City Party Committee, as of December 27th, the arrangement, organization, and consolidation of the organizational structure and personnel have been carried out in accordance with regulations. Regarding cadres under the management of the Provincial Party Standing Committee, the Provincial Party Standing Committee has issued decisions appointing the City Party Committee Executive Board, the City Party Standing Committee, and the positions of Secretary and Deputy Secretary of the City Party Committee; and announced the personnel nominated for election to the City Party Inspection Committee, the Chairman of the City Party Inspection Committee, the positions of Chairman and Vice Chairman of the City People's Council, and the Chairman and Vice Chairman of the City People's Committee.

For official positions under the management of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, the Standing Committee of the Thanh Hoa City Party Committee, and the Standing Committee of the Dong Son District Party Committee, the Standing Committee of the Dong Son District Party Committee have met and unanimously approved specific personnel plans.

Le Trong Thu, Secretary of the District Party Committee and Chairman of the Dong Son District People's Committee, delivered a speech at the working session.

Regarding the Fatherland Front Committee and political and social organizations, a plan has been developed to merge the Fatherland Front and political and social organizations of the city and Dong Son district. The City People's Committee has also developed a plan to establish 11 specialized departments, preparing the procedures to submit to the first session of the new Thanh Hoa City People's Council for consideration and decision on January 1, 2025.

Regarding public service units, the City People's Committee will complete the Project on establishing and reorganizing public service units under the city and Dong Son district in January 2025, including the Agricultural Services Center; the Culture, Information, Sports and Tourism Center; and the City Vocational Education and Continuing Education Center.

Regarding workplaces for officials, civil servants, and employees of departments, agencies, and functional units under the city after Dong Son district is merged into the city, the project will be completed before December 29, 2024.

Secretary of the City Party Committee and Chairman of the City People's Council of Thanh Hoa, Le Anh Xuan, delivered a speech at the working session.

Speaking at the meeting, Comrade Le Anh Xuan, Secretary of the City Party Committee and Chairman of the People's Council of Thanh Hoa City, requested that the two localities strengthen propaganda efforts so that all citizens are aware of the information and progress of the tasks related to the merger. Thanh Hoa City and Dong Son District will announce on mass media the arrangement and organization of agencies, departments, and units after the merger.

According to the plan, on the morning of January 1, 2025, the Standing Committee of the Thanh Hoa City Party Committee will hold a conference to announce the Decision of the Provincial Party Committee on the establishment of the City Party Committee based on the merger of the Dong Son District Party Committee into the City Party Committee, and to announce decisions on personnel matters. Immediately after the conference, Thanh Hoa City will hold the first session of the City People's Council, term 2021-2026, to elect the positions of Chairman and Vice-Chairman of the City People's Council; Chairman and Vice-Chairman of the City People's Committee; heads and deputy heads of the City People's Council committees; members of the City People's Committee, etc., ensuring the stable operation of the apparatus.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Dau Thanh Tung directed localities to continue reviewing the progress of assigned tasks so that the new apparatus can officially operate effectively on January 1, 2025. Specifically for specialized associations, the establishment of these associations after the merger of the two localities must be completed before January 10, 2025.

Vice Chairman of the Provincial People's Committee, Dau Thanh Tung, requested Thanh Hoa City to work with central and provincial agencies and organizations on the plan for arranging office space in Dong Son district and the city after the merger, meeting the needs of citizens and businesses in handling their affairs, and to provide specific information through the media so that citizens and businesses are well-informed. In addition, the city needs to establish a task force to handle issues arising after the merger of Dong Son into the city, promptly reporting to the province any issues beyond its authority for guidance and resolution.

Comrade Le Anh Xuan, Secretary of the City Party Committee and Chairman of the City People's Council of Thanh Hoa, chaired the working session with city leaders and leaders of several wards and communes.

Following the directives of Deputy Chairman of the Provincial People's Committee Dau Thanh Tung, immediately after the conference, Comrade Le Anh Xuan, Secretary of the City Party Committee and Chairman of the City People's Council of Thanh Hoa, chaired a working session with city leaders and relevant wards and communes to review the progress of merging Tan Son ward into Phu Son ward and establishing Hoang Quang and Hoang Dai wards.

Dong Son District held a conference to review and assess the conditions for merging Dong Son District into Thanh Hoa City.

Later that same day, Dong Son district also held a conference to review and reassess all the conditions in preparation for the merger of Dong Son district into Thanh Hoa City, ensuring that the set schedule is met.
