On May 9, the Department of Dyke Management and Natural Disaster Prevention informed that Minister of Agriculture and Environment Do Duc Duy has just signed and issued Directive No. 02 requesting provinces and cities across the country to strengthen the work of ensuring the safety of dike and irrigation works during the rainy and flood season in 2025.

The Ministry requested localities to comprehensively summarize the response to super typhoon No. 3 and post-typhoon floods in 2024, and at the same time review and assign specific responsibilities to each agency and force according to the motto of clear people, clear work, clear responsibilities, clear products, and clear completion time.

The Departments of Agriculture and Environment must carefully assess the current status of the dike and reservoir systems to promptly detect risk factors and proactively develop plans to ensure safety for each key location.
Localities coordinate with local military forces to prepare means, materials and human resources for dike protection according to the "4 on-site" principle. Drills, professional training and trial operation of works such as pumping stations, culverts under the dike, and flood discharge gates are also mandatory requirements to overcome existing weaknesses.
Repair of critical structures
The directive also mentions the need to thoroughly handle dike and reservoir incidents that occurred in 2024, especially at critical points caused by storm No. 3. Localities need to make a list of damaged and degraded structures that are at risk of becoming unsafe, and proactively allocate funds from local budgets and other legal sources for repairs before this year's flood season.
The Ministry also proposed to speed up the progress of ongoing dike and irrigation projects, with priority given to projects to prevent floods, prevent salinity, drain water, and combat drought. Construction of major projects during the rainy season is strictly prohibited to ensure absolute safety.
Handling of violations of dikes and irrigation
The Ministry requested localities to strengthen inspection and thoroughly handle acts of encroachment on dike surfaces and dike slopes, illegal construction on river banks, and dumping of waste that obstructs flood drainage. Violations must be dealt with decisively, not allowed to persist or recur.
In addition, localities must strictly implement Directive 24/CT-TTg in 2019 on handling violations of dike laws, ensure smooth communication when incidents occur, and strengthen propaganda and dissemination of laws so that people can participate in monitoring and protecting works.
