The whole province of Dien Bien simultaneously started building solidarity houses with high consensus among all classes of people. Propaganda work was promoted in many diverse forms; households receiving support for house building were screened and selected to ensure the right subjects and sufficient conditions as required. During the house building process, households followed the principle of "Community helps, households take the initiative to build houses". Therefore, during the house building process, the Fatherland Front Committees at all levels in the province mobilized armed forces, cadres, union members, association members and people to participate in supporting over 1,000 working days to help poor households dismantle old houses, transport materials, and build new houses...
With the determination of the entire political system, after 9 months of implementation, 5,000 solidarity houses for poor households in the province were completed and handed over for use before the Lunar New Year of Giap Thin. The progress of completing the solidarity houses was 3 months ahead of schedule. Upon receiving the new house, everyone was excited and happy because from now on, the house was solid, they could work and produce with peace of mind, and escape poverty. When receiving the new house, with gifts of Uncle Ho's picture and the national flag, every family respectfully placed Uncle Ho's picture in the center of the house, with the national flag flying in front of the house. Even happier, through the program to support building houses for poor households, it demonstrated the spirit of solidarity and joint support of the people of all ethnic groups in each village and hamlet joining hands to build houses to help poor households.
In addition to the 50 million VND support from Project 09, households have saved and borrowed more to be able to build spacious houses with the construction cost of each house equivalent to over 97 million VND. Therefore, in the 5,000 completed solidarity houses, there are 1,818 built houses, 1,894 traditional wooden houses and 1,288 steel-frame houses that ensure the requirements of quality and usable area. In addition, villagers contributed to leveling the ground, transporting materials to build houses... so that the houses could be completed on schedule. With housing support from Project 09, 1,132 households have escaped poverty, determined to rise up to escape poverty sustainably. This is a very meaningful result and success in line with the theme "Millions of loving hearts - Thousands of happy roofs" at the launching ceremony of Project 09.
From the reality of implementing the construction of great solidarity houses and the way to mobilize the whole people to join hands to support the construction of houses in Dien Bien, the Standing Committee of the Central Committee of the Vietnam Fatherland Front will take that as experience to apply and deploy to support the provinces: Lai Chau, Son La, Hoa Binh, Yen Bai, Lao Cai, each province with 100 great solidarity houses. At the conference to summarize the work of building great solidarity houses for poor households in Dien Bien province, the Central Committee highly appreciated the efforts and determination of the province in implementing Project 09. Dien Bien province has actively directed and mobilized resources to complete a large, extremely meaningful program, ahead of schedule; there are good, creative and flexible ways to organize the implementation of house construction, especially the work of mobilizing people to participate in supporting families with special difficulties...
With the determination in directing the implementation and the attention and support of the Party and State leaders; the coordination and support of the departments, ministries, branches, central agencies and local Party committees and authorities, the program has been more successful than expected. More importantly, through the program, it has spread the spirit of humanity, aroused national pride and self-esteem, calling on people across the country to look forward to the 70th anniversary of the Dien Bien Phu victory. And the experience from implementing the construction of 5,000 great solidarity houses for poor households will be the basis for the province to realize the goal of economic development, hunger eradication and poverty reduction, improving the material and spiritual life of the people, and successfully implementing the Resolution of the 14th Provincial Party Congress.
