In recent times, the People's Committee of the City has always paid attention to implementing well the programs and plans of the Provincial Party Committee Standing Committee, the Provincial People's Committee, and the Standing Committee of the City Party Committee related to urban planning, construction, management and development; issued a decision on perfecting the Council for appraisal of construction and urban planning in the City.
Comrade Nguyen Van Lieu, Vice Chairman of the City People's Committee reported on the work of planning, construction, management and sustainable urban development in Tra Vinh city.
From 2021 to 2023, the People's Committee of the City organized the establishment, appraisal, approval and adjustment of 07 planning projects in the city, including: zoning plans for residential areas, new urban areas, resettlement areas...; organized the review, adjustment and establishment of new plans according to decentralization, accordingly, 41 projects were established and approved in the City.
Direct the implementation of the organization of the establishment of architectural management regulations in the city, submit for appraisal and have them approved by the Provincial People's Committee.
Directing specialized agencies to coordinate with relevant sectors to deploy, propagate and disseminate contents on planning, construction, management and sustainable urban development to cadres, civil servants and local people in 192 sessions with more than 2,300 participants. Paying attention to training cadres on urban management expertise. The preparation of estimates, allocation of planning funds and consultation on urban planning are carried out in accordance with current regulations.
Comrade Than Thi Ngoc Kieu, Head of the Economic - Budget Committee of the Provincial People's Council, member of the monitoring delegation, reported the results of the Committee's field survey on planning, construction, management and sustainable urban development in the city.
From 2021 - 2023, the City People's Committee will establish, appraise and approve planning projects, specifically: adjusted planning for the residential zoning plan of part of Ward 6 and Ward 7; detailed urban planning at a scale of 1/500 of the Southwest Urban Area, Ward 7...
In addition, in the area of TPTV, there are approved plans invested by the Department of Construction, including: general planning of TPTV (expansion), Tra Vinh province until 2045; detailed planning for the expansion of Tra Vinh General Hospital, scale 1/500, detailed planning of the Political - Administrative Center of TPTV, these are important plans related to the urban development orientation of TPTV.
Regularly direct the review and re-evaluation of plans to report to competent authorities for consideration. As a result, 01 plan was deleted (1/500 scale detailed plan of residential area combined with commerce, services, culture and tourism of Ao Ba Om).
Public announcement and provision of information posted on the city's electronic information page, planning announcement billboards, posted locally... about planning information for all organizations, individuals and communities to know.
TPTV is a type II urban area under the province according to the Prime Minister's decision in 2016; the urbanization rate is about 82%; the urban construction land rate is 24.36%/total natural land area; housing development is basically guaranteed according to approved plans. The urban economic development situation is guaranteed according to the general development orientation of the province.
Comrade Tran Binh Trong, Chairman of the Provincial Union of Science and Technology Associations, member of the monitoring delegation, spoke about the difficulties and limitations in planning, construction, management and sustainable urban development in the city.
The management of construction of technical infrastructure systems for traffic, water supply and drainage, trees, lighting, etc. is carried out according to the plan; TPTV pays attention to implementing policies on attracting investment and urban development, thereby gradually improving the criteria of type II urban areas, towards type I urban areas by 2030.
At the monitoring session, the members of the monitoring delegation focused on evaluating the achieved results, and at the same time raised a number of limitations in planning, construction, management and sustainable urban development in the city.

Concluding the working session, Comrade Kien Quan requested the People's Committee of Tra Vinh City to continue to study and strictly implement the guiding documents and promptly concretize the documents of the Central Government and the province related to the work of planning, construction, management and sustainable urban development such as: Resolution No. 06-NQ/TW, dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045; Program No. 22-CTr/TU, dated November 11, 2021 of the Standing Committee of Tra Vinh Provincial Party Committee on urban economic development of Tra Vinh province in the period of 2021 - 2025, with a vision to 2030...

Carry out well the work of propaganda and dissemination of laws, ensure publicity, transparency and easy access to information in urban planning to mobilize people to unite and join hands to build and develop increasingly civilized and modern urban areas.
Organize planning, construction and development of urban areas, urban areas, especially planning and construction of technical infrastructure (roads, sidewalks, drainage systems, street lights, etc.), social infrastructure, and public areas to ensure consistency and compliance with legal regulations.
Focus on prioritizing the implementation of urban development goals according to the planning in the local socio-economic development strategy, planning, and medium-term and annual public investment plans; effectively implement environmental protection work in urban construction works.
Develop a plan to propose training and fostering for officials and civil servants to improve their professional qualifications and urban management skills to meet the needs of urban management in the current situation.
Strengthen inspection and supervision; strictly handle violations in planning and slow-to-implement urban projects, loose management of granting urban construction permits and changing land use purposes; assign responsibility to heads of Party committees and authorities of relevant sectors and levels in the work of establishing and organizing the implementation of urban planning.
Regarding the recommendations of the City People's Committee, the Monitoring Team recorded and studied, and gave opinions to the competent authority for consideration.
