Party committees, Party organizations at all levels, and Party members throughout the provincial Party committee have gained a fuller and deeper understanding of Party building; they have paid more attention to leading and directing the effective implementation of tasks to improve the leadership capacity and fighting strength of Party organizations and Party members; and they have strengthened the dissemination and effective implementation of resolutions, directives, and regulations of the Party, especially those resolutions, directives, and conclusions on Party building and rectification. Political and ideological education continues to receive attention and has seen positive changes. Party committees and Party organizations at all levels have directed the innovation and improvement of the quality of propaganda and mobilization work to encourage cadres, Party members, and the people to comply with the Party's guidelines and policies, and the State's laws and regulations through various appropriate forms; they have focused on implementing Resolution No. 4 of the 11th, 12th, and 13th Central Committees, and Conclusion No. 21-KL/TW on strengthening Party building and rectification and the political system. Party committees and organizations at all levels have seriously disseminated, thoroughly understood, and implemented the central resolutions on reforming, restructuring, streamlining, and improving the effectiveness and efficiency of the political system's organizational apparatus; reducing staffing levels in conjunction with restructuring and improving the quality of cadres, civil servants, and public employees, contributing to enhancing the capacity and effectiveness of the political system, reducing recurrent expenditures, and reforming salary policies. Over the past five years of implementation, our province has achieved the following goals: Reorganizing and consolidating some organizations and internal units within each organization in the direction of reducing the number of units, minimizing intermediate levels, and reducing the number of deputy positions. Reviewing, amending, supplementing, and perfecting some regulations related to the functions, tasks, and organizational apparatus of the political system to promptly address the situation of overlapping and conflicting functions, tasks, and management areas; Implement pilot programs for new models of organizational structure and dual-role positions to streamline administrative units and improve operational efficiency; reorganize commune-level administrative units and merge villages and neighborhoods that do not meet the standards according to Resolution No. 37-NQ/TW of the Politburo ; complete the reduction of at least 10% of staff compared to 2015; and reduce the number of public service units according to the set targets.
The work of consolidating, building, and improving the quality and effectiveness of grassroots Party organizations and Party member work has always been given attention. The Provincial Party Committee and its Standing Committee have directed district and city Party committees and subordinate Party committees to review, reorganize, and consolidate grassroots Party organizations; and directed the completion of the transfer of Party organizations and members according to Regulation No. 60-QĐ/TW of the Secretariat on Party organizations in state-owned economic groups, corporations, and commercial banks. Most localities and units have launched emulation movements to build "Four Good Party Branches" and "Four Good Grassroots Party Committees". The work of developing new Party members annually has met and exceeded the set targets.
The Party's inspection, supervision, and disciplinary work has been reformed and implemented according to the correct principles, procedures, and regulations, contributing positively to enhancing the leadership capacity and fighting strength of Party organizations and improving the quality of Party members, while maintaining strict Party discipline and order. Mass mobilization work has seen many positive changes, becoming increasingly in-depth, relevant to the target groups, and close to the grassroots. The spirit of innovation in leadership, direction, and management has spread from the Standing Committee, the Provincial Party Committee, and the Provincial Party Executive Committee to Party committees, Party organizations, agencies, and units throughout the province. To better implement Party building work in 2024 and from now until the end of the 2020-2025 term, at the conference summarizing Party building work in 2023 and the 5-year period (2021-2025), Comrade Nguyen Duc Thanh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, pointed out some shortcomings that need to be overcome; at the same time, he requested Party committees and Party organizations at all levels to focus on building the Party politically, creating unity within the Party and consensus in society regarding the Party's platform, guidelines, and policies, and the State's laws and regulations; continue to innovate and improve the quality of ideological and theoretical work; promote the study and emulation of Ho Chi Minh's thought, morality, and style in conjunction with the implementation of resolutions on Party building and rectification; and implement comprehensive solutions to improve the leadership capacity and fighting strength of grassroots Party organizations, and the quality of cadres and Party members.
