Positive changes in Party building work

From 2021 to present, Party building work continues to be focused on by Party committees and Party organizations (PBOs) at all levels in the province, achieving many important results, which are decisive to the successful implementation of the common goals and tasks set forth by the Resolution of the 14th Provincial Party Congress, term 2020-2025.

Party committees, trade unions at all levels and party members in the entire provincial Party Committee have fully and deeply understood the work of Party building; paid more attention to leading and directing the implementation of the task of improving the leadership capacity and fighting strength of trade unions and the contingent of party members; strengthened the dissemination and effective implementation of resolutions, directives, regulations... of the Party, especially resolutions, directives, and conclusions on Party building and rectification work. Political and ideological education work continued to receive attention and had positive changes. Party committees and trade unions at all levels directed innovation and improvement of the quality of propaganda and mobilization work for cadres, trade unions, and people to comply with the Party's guidelines and policies, the State's policies and laws in many appropriate forms; focused on implementing the Resolution of the 4th Central Committee of the 11th, 12th and 13th tenures, Conclusion No. 21-KL/TW on promoting the building and rectification of the Party and the political system; grasp the situation of public opinion; resolutely prevent, repel, and strictly handle cadres and Party members who have degraded political ideology, morality, and lifestyle, and manifested "self-evolution" and "self-transformation" in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle according to Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo; at the same time, fight and refute erroneous and hostile viewpoints; effectively carry out the work of educating revolutionary traditions and local traditions; maintain and improve the quality of communication work to help people grasp information on the socio-economic situation of the locality and the country...

Party committees and trade unions at all levels disseminate, thoroughly grasp and seriously implement the central resolutions on innovation, arrangement, streamlining and improving the effectiveness and efficiency of the political system's apparatus; streamlining the payroll associated with restructuring and improving the quality of the contingent of cadres, civil servants and public employees, contributing to improving the capacity and efficiency of the political system, reducing regular expenditures and reforming salary policies. After 5 years of implementation, our province has completed the following objectives: Arranging and perfecting a number of organizations and internal focal points of each organization in the direction of reducing focal points, minimizing intermediate levels and reducing deputy levels. Reviewing, amending, supplementing and perfecting a number of regulations related to the functions, tasks and apparatus of the political system to promptly overcome the situation of duplication and overlap of functions, tasks and management areas; Pilot a number of new models of organizational structure and concurrent positions to streamline focal points, improve effectiveness and efficiency of operations; arrange commune-level administrative units and merge villages and neighborhoods that do not meet the standards according to Resolution No. 37-NQ/TW of the Politburo ; complete the reduction of at least 10% of the payroll compared to 2015; reduce focal points of public service units according to the set targets.

The work of consolidating, building, improving the quality and efficiency of the activities of grassroots party organizations (GSOs) and the work of Party members has always been of interest. The Provincial Party Committee and the Standing Committee of the Provincial Party Committee have directed the district, city and affiliated Party Committees to review, arrange and consolidate GSOs; directed the completion of the transfer of GSOs and Party members according to Regulation No. 60-QD/TW of the Secretariat on GSOs in economic groups, corporations and state-owned commercial banks. Most localities and units have launched emulation movements to build "Four-good Party cells" and "Four-good grassroots Party committees". The work of developing new Party members has annually achieved and exceeded the set targets.

The Party's inspection, supervision and discipline work has been innovated, organized and implemented in accordance with the motto, procedures and regulations, contributing positively to improving the leadership capacity and fighting strength of the Party and improving the quality of Party members, strictly maintaining Party discipline and order. Mass mobilization work has had many positive changes, increasingly going into depth, close to the target and the grassroots. The spirit of innovation in leadership, direction and administration has spread from the Standing Committee, the Provincial Party Committee Standing Committee, the Provincial Party Executive Committee to Party committees at all levels, Party organizations, agencies and units throughout the province. The great national unity bloc has been consolidated and promoted; the people's trust in the Party has been fostered... contributing to ensuring national defense, security, order and social safety, creating an environment for the successful implementation of socio-economic development goals and tasks.

To better carry out Party building work in 2024 and from now until the end of the 2020-2025 term, at the conference summarizing Party building work in 2023 and 5 years (2021-2025), Comrade Nguyen Duc Thanh, member of the Party Central Committee, Secretary of the Provincial Party Committee pointed out a number of limitations that need to be overcome; at the same time, he requested Party committees and Party organizations at all levels to focus on building the Party politically, creating unity within the Party, consensus in society on the Party's platform, guidelines, policies, and laws of the State; continue to innovate and improve the quality of ideological and theoretical work; promote studying and following Ho Chi Minh's ideology, morality, and lifestyle in conjunction with implementing resolutions on Party building and rectification; synchronously implement solutions to improve the leadership capacity and fighting strength of Party organizations, the quality of cadres and Party members; reorganize and streamline the apparatus in association with improving the effectiveness and efficiency of agencies in the political system; reorganize commune-level administrative units in the province in the 2023-2025 period; promote the building of cadres, especially at the strategic level; continue to innovate and improve the effectiveness and efficiency of inspection, supervision, party discipline, and mass mobilization work; resolutely and persistently fight against bureaucracy, corruption, and negativity; at the same time, effectively implement Resolution of the 13th Central Committee, Session 6, on continuing to innovate the Party's leadership and governance methods over the political system in the new period...
