
Like her colleagues, Captain Tran Thi Thanh Hien, an officer in the Administrative Management and Social Order Police Department (Provincial Police), is frequently away from home to implement Project 06. As a woman with young children, the increased nighttime duties mean she has to sacrifice much of her time caring for her family. Every day, Captain Hien leaves home before dawn and returns late at night, when her children are fast asleep. Because of this, she has been unable to personally care for her children and family as attentively as possible.
Meanwhile, in Hong Liu village, Noong Bua ward (Dien Bien Phu city), it had been almost two months since Mrs. Lau Kim Tuyen last saw her son. Her son, Comrade Mua Huy Hoang, along with the team implementing Project 06 of the Dien Bien Dong District Police, had traveled to almost all the bordering communes to collect and complete the electronic identification code applications for the people. He was also a member of the mobile task force participating in collecting applications for citizen identification cards (CCCD) for Dien Bien citizens in 21 northern provinces and cities.
"Even though we live in the same house, I only get to see my son for two whole months at a time. Sometimes, witnessing him and his colleagues bringing equipment back and staying up until 1 or 2 in the morning to make ID cards for the people, I understand and love him even more," Mrs. Lau Kim Tuyen confided.
It was 10 PM, but the Nam Khan commune headquarters in Nam Po district was still brightly lit. At this time, the mobile citizen identification card team of the Nam Po Police was enthusiastically guiding people through the procedures for obtaining citizen identification cards. Although it was late at night and this was the team's fifth shift, fatigue was evident on the faces of each officer and soldier, yet everyone remained attentive, careful, and meticulous in carrying out their work accurately. With the motto "When the people need us, when the people are in difficulty, the police are there," from the very beginning of the project to produce, issue, and manage citizen identification cards, each officer and soldier of the Dien Bien Police has worked day and night, completing their tasks regardless of the time to ensure the project's schedule is met.
Sleepless nights, hurried meals, bowls of warm porridge symbolizing the camaraderie between soldiers and civilians – these were the scenes we could see two years ago in any remote village or commune during the campaign to issue Citizen Identification Cards to the people in Dien Bien province. With a spirit of "lightning speed," after completing the collection of population information, the provincial police force conducted three-level verification and re-verification in all 115 communes, wards, and towns to promptly correct and supplement any incorrect, missing, or newly collected information.
Comrade Hang A Nanh, Secretary of the Party Committee of Ma Thi Ho commune, Muong Cha district, shared: “After working with members of the task force to explain the significance of Project 06, the households understood the Party and State's policy and agreed to let the police bring in equipment to collect applications for citizen identification cards...”.
With utmost effort and determination to contribute to the realization of the aspiration for a digital and e- government in the future, in mid-May 2023, vehicles carrying machinery, equipment, and police officers from Dien Bien Province began setting off to collect applications for chip-embedded citizen identification cards (CCCD) and install electronic identification systems for citizens residing in 21 provinces, aiming to "cover" all citizens with chip-embedded CCCD cards. Mobile task forces proactively coordinated with local police and relevant units to arrange locations for collecting CCCD application documents. For elderly citizens or those with illnesses who could not come to the application collection points, the task forces went directly to their homes to collect the documents. The efforts of these task forces were enthusiastically supported, acknowledged, and highly appreciated by the people.
“The Public Security forces have actively implemented the project in accordance with the motto 'Work until the job is done, not until the clock runs out.' We are determined to effectively implement Project 06 with the participation of the entire political system, recognizing it as a driving force for comprehensive development, both urgent and long-term; a central and continuous task in all activities of agencies, organizations, businesses, and the people to promote rapid and sustainable economic and social development. This is the extremely positive spirit of each officer and soldier of the Dien Bien Public Security force, along with all levels and sectors, in organizing and implementing Project 06 in the province.” – This is the most general assessment of Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Steering Committee for Project 06 in Dien Bien province, regarding the implementation of Project 06 in the province.
Ten district-level Steering Committees, 129 commune-level Working Groups, and 1,447 village-level Working Groups were established to serve Project 06; 25 out of 25 essential public services were integrated and deployed on the National Online Public Service Portal; 100% of public services related to residence were implemented online; utility groups serving administrative procedures, socio-economic development, digital citizens, and completing the ecosystem for connecting, supplementing, and enriching basic population data were completed according to the set roadmap; it was one of the first 18 provinces to achieve the goal of receiving citizen identification card applications. These figures speak volumes about the pioneering spirit, exemplary conduct, and leadership of each police officer and soldier in Dien Bien Province in implementing the Projects and Schemes, all for the benefit of the country and its people, aiming towards the highest goal of digital citizens, a digital society, and a digital government.
