Digital transformation contributes to bringing Shan Tuyet tea products to the world

Traveling over 50km from Tan Phong ward, one of the two central wards of Lai Chau province, we arrived at Tan Uyen commune - a place associated with Shan Tuyet organic tea products exported to many countries around the world. In the morning mist, the green tea hills stretching to the foot of the mountain bring a peaceful beauty that attracts visitors. Previously, the way to take care of tea trees and make tea products was manual and traditional, now digital transformation has contributed positively to bringing benefits to ethnic minorities, including ethnic minorities, increasing income, improving the material and spiritual life of indigenous people with modern methods, associated with high technology.

Taking us to visit the tea hills, Mr. Vu Thanh Binh, General Director of Than Uyen Tea Joint Stock Company informed that the predecessor was Than Uyen Military Farm established in 1959. After a development process, since 1993 the Company officially launched with a new name - Than Uyen Tea Joint Stock Company, with the main fields of production and business activities: Growing, processing, importing and exporting tea products; trading in fertilizers, chemicals used in agriculture, pesticides, growing fruit trees... Currently, the Company is managing over 300 hectares of commercial tea and over 130 hectares of fruit trees, with an average fresh tea bud output of over 6,300 tons/year...

Mr. Vu Thanh Binh, General Director of Than Uyen Tea Joint Stock Company, Lai Chau (third person on the left of the photo) took guests to visit the tea hills and said that the Company has strongly transformed from fertilizing tea trees and traditional production, to now applying digital transformation, new techniques in planting, processing, producing tea and managing operations, to bring Shan Tuyet tea products to the world market.

Passing through picturesque roads through lush green tea hills, we continued to visit Thanh Cong - Lai Chau Joint Stock Company, also headquartered in Tan Uyen commune. We learned that the company was newly established on March 9, 2020. Although it has not been long, it is the first enterprise in Lai Chau province to operate in the field of organic fertilizer production to serve the needs of agricultural and forestry planting of ethnic people as well as enterprises inside and outside Lai Chau province.

Mr. Nguyen Chi Kien, General Director of Thanh Cong - Lai Chau Joint Stock Company, said that the authorities at all levels, Lai Chau Provincial Police, Tan Uyen Commune Police have always created favorable conditions for businesses to develop, especially ensuring security and order, creating a stable environment for business and production activities of businesses as well as workers. "Public services, especially personnel management, temporary residence registration, passport issuance, tax payment, vehicle registration, etc., are not only in big cities but now in businesses, people in mountainous areas like us also see many practical benefits from digital transformation..." - Mr. Kien shared more.

Ms. Bui Thi Minh Hai, Vice Chairman of Tan Uyen Commune, said that digital transformation and Project 06 have contributed to promoting socio-economic development in the area. Administrative reform and digital transformation have contributed to narrowing the gap between remote and isolated areas; people in mountainous areas have access to modern services like in urban areas.

Thereby, contributing to attracting investment, promoting trade and services, creating favorable conditions for the development of commodity agriculture, community tourism, eco-tourism, etc. Besides, digital transformation also helps the People's Committee of the commune manage and operate more effectively, improve the service capacity of the grassroots government, and strengthen people's trust in the new operation of the two-level government in general and the commune-level government in particular.

When we arrived at Tan Uyen commune headquarters, although it was almost 12 noon, the shift led by Major Nguyen Ba Trai, Deputy Chief of the Commune Police, had not yet stopped to eat because there were still citizens who had just come from far away villages waiting to complete the VNeID level 2 electronic identification procedures at the One-Stop Department. The first impression was the signboard solemnly hung right outside the place where administrative procedures were carried out: "Lai Chau Provincial Police, Tan Uyen Commune Police - Administrative Services", below was a list of administrative procedures under the authority of the commune level for people to read and conveniently contact for work. Major Lo Dang Khoa and Senior Lieutenant Lo Trung Kien, officers of Tan Uyen Commune Police, with the spirit of "as long as there is work, there is work" were still taking turns receiving, returning results, guiding, and answering questions for citizens.

Mr. Ly A Sinh, in Trung Dong village, Tan Uyen commune, said that today he came to ask for information related to preparing his child to go to school. He was very excited because the Faculty staff gave him enthusiastic guidance.

Mr. Lo Van Thang, in Hua Puong village, Tan Uyen commune, shared: "Due to the distance of my house, more than 30km from the Commune Police Headquarters, it takes about more than 1 hour by motorbike if the road conditions are favorable. On rainy days when the road is slippery, I cannot travel by motorbike, so I have filled out all the information via VNeID at home on my phone. Today, on time, I came to collect the application for the renewal of my ID card and I registered to receive the card via the Public Postal Service. I find receiving the ID card via the Public Postal Service very convenient. It only costs an additional 20,000 VND for someone to bring the card to my house. I do not have to go to the Commune Police to get it, so I have saved a lot of time for myself to do other things."

He said that although it was noon, he was afraid that the officers would have lunch, but luckily he was received by officer Kien and returned his ID card very quickly, in less than 5 minutes. "The two-level government and administrative reform have brought practical benefits to people in remote villages and hamlets like us, and they are done as quickly as in the lowlands" - Mr. Thang added.

And Dieu Thi Loan, born in 1986, residing in Nam Can village, happily shared the joy of ethnic minorities in the mountainous region when she came to the One-Stop Department of Tan Uyen Commune Police, where she was received by officers and immediately had her papers confirmed to apply for a job as a worker in Hai Phong City quickly and conveniently.

Digital transformation and administrative reform continue to be maintained, contributing to improving transparency and facilitating organizations and individuals in accessing and handling procedures at the commune-level government. Talking to reporters, Lieutenant Colonel Hoang Van Chinh, Chief of Tan Uyen Commune Police, said that Tan Uyen is a mountainous commune in Lai Chau province, established on the basis of merging 4 communes and towns including: Tan Uyen Town, Trung Dong Commune, Than Thuoc Commune, Nam Can Commune. Tan Uyen has a natural area of ​​296.25 km2; rugged mountainous terrain, difficult traffic. As of July 25, 2025, the total number of households and permanent residents in Tan Uyen commune: 6,808 households; 29,995 people; people aged 14 and over: 21,976 people; temporary residents: 234 households, 604 people.

The whole commune has 11 ethnic groups living there, the cultural level, social awareness and law of a part of the people are still uneven. In that context, the implementation of Project 06 of the Government and digital transformation work has been identified by the Party Committee, the government and the Tan Uyen Commune Police as a key task, both serving effective State management and creating convenience for the people, overcoming and promptly removing bottlenecks.

According to the reporter's observations in the mountainous commune of Tan Uyen, the regular Commune Police have promoted their core role in digital transformation and administrative reform at the commune level. Like many other Commune Police units across the country, as the core force in implementing Project 06 at the grassroots level, Commune Police officers have directly received and returned results of ID card issuance, electronic identification accounts, registration work, residence management, vehicle registration, and support for public services. In addition, the Commune Police are also a bridge between the government and the people: propagating, guiding, and guiding people - especially ethnic minorities and the elderly - to gradually get used to online procedures.

Colonel Le Anh Hung, Deputy Director of Lai Chau Provincial Police in charge of Digital Transformation, Project 06, said that the Commune-level Police across the province have done a good job of ensuring security and order in the area, combining the application of population data with the management of household registration, contributing to crime prevention, maintaining political stability, social order and safety. Currently, the rate of receiving online applications for 53 essential public services under Project 06 is increasing. Many fields reached over 95%, such as: education, insurance, tax reached 100%; police reached 99.6%...

Results of the operation of the Public Administration Service Center, from July 1 to September 22, 2025, the operation of 39 units receiving and returning administrative procedure results in Lai Chau province continued to operate stably; no technical incidents or interruptions were recorded at the Centers. The publicity of the settlement process, list of administrative procedures, leadership information, hotlines... continued to be maintained, contributing to improving transparency, creating convenience for organizations and individuals in accessing and resolving procedures at the commune-level government...
