Digital transformation in Phu Tho: Proactively keeping up with the pace, creating breakthroughs

No longer an “abstract and distant” concept, digital transformation has taken place strongly in all fields, becoming a “vivid and close reality” in modern society. In Phu Tho, the digital transformation process has mobilized the participation of many classes of people, gradually fundamentally and comprehensively innovating the management and operation activities of state agencies; promoting production and business activities of enterprises; changing the way people live, work and enjoy life. Seeing clearly “what has been done and where it is”, Phu Tho is continuing the digital transformation roadmap in a methodical and focused manner.

Part I: Digital Government: Small changes create big changes

The most important and first of all "digital transformation" is a change in awareness. "The three biggest changes that the process of building e-government, towards digital government, brings are: Switching from paper documents to electronic documents helps save a lot of time and costs; the online conference system brings information to the grassroots quickly and completely; online public services better serve people and businesses" - This is the opinion of the heads of many localities in the province.

Changes from the grassroots

Being present at the Reception and Results Department of Hung Son town, Lam Thao district on a day at the end of December 2023, witnessing the image of Mr. Nguyen Van Tuan - a Justice civil servant diligently entering data on the software system, I saw that "digital transformation" really does not care about age. Mr. Tuan shared: At first, when I was transferred to the One-Stop Department to do Justice work, I was very "confused" because I was over 50 years old and was afraid that I would not be able to "catch up" with technology to use software to manage and operate documents on the network environment, enter data on shared software systems as well as guide people to solve public services online. However, the commune leaders were interested, encouraged, motivated, created conditions for me to attend professional training on digital skills and assigned young staff to help and support me in the process of doing the work. Besides, I also tried to spend a lot of time researching and learning. Up to now, I have mastered the job and done my duties well.

Comrade Vu Tuan Anh - Vice Chairman of the People's Committee of Hung Son town, Lam Thao district affirmed: The awareness of cadres, civil servants, public employees, and workers in agencies and units is extremely important for the process of implementing digital transformation tasks. Therefore, the town regularly organizes to thoroughly disseminate and raise awareness of cadres and civil servants, especially the role of leaders in directing and urging the implementation of digital transformation tasks. We take advantage of available human resources to train and improve information technology skills, ensuring good implementation of tasks, not expecting or assigning a blank check to specialized information technology staff. In addition, we also encourage, motivate, and gradually remove the "bottleneck of fear of approaching new things and new technologies" for cadres. Currently, 100% of cadres and civil servants of the town have proficiently used document management and operation software to process documents in the network environment. The civil servants of the One-Stop Department have installed specialized software to process work and resolve administrative procedures. Thereby, gradually changing working habits from traditional to processing in an electronic environment.

For me, "digital transformation" is not an abstract concept, but digital transformation is basically the way each person switches from the old way of working to a new way of working faster and more effectively by applying information technology. 10 years ago, I learned from experience and applied information technology to implement work. Therefore, I recognize the importance and benefits for cadres, civil servants as well as people when implementing digital transformation.

To help people know and carry out administrative procedures online, commune officials like Mr. Anh not only receive paper documents and files, but also guide people on how to operate on smartphones; at the same time, guide people to set up accounts and send documents online, helping people overcome their fear of difficulties and gradually get used to using online public services to handle administrative procedures.

Comparing the results before and after implementing digital transformation, Mr. Nguyen Huu Tuan - Vice Chairman of the People's Committee of Hung Long Commune, Yen Lap District said: The management and operation activities of State agencies are now carried out through the digital environment, such as: "Electronic One-Stop Shop" system, "Interconnected Electronic One-Stop Shop"; Document Management and Operation software; official email system; management and use of specialized digital certificates; electronic information pages/portals; online video conferencing system... Therefore, work can be handled anytime, anywhere, even when on business trips, so everything is resolved promptly, people do not have to wait long. Since implementing digital transformation, the commune has seriously implemented the process of receiving and processing documents, there is no longer a backlog in receiving and processing documents as before. Along with that, discipline and administrative order are also tightened, improving the effectiveness and efficiency of local government operations, serving the people better and better.

Not only Hung Son town and Hung Long commune, but also localities in the province are determined to direct and propose solutions to remove "bottlenecks", especially digital human resources, digital infrastructure and the support of people at the grassroots level in digital transformation. It is the change in awareness, thinking and action of leaders of Party committees and authorities at all levels, of each cadre and civil servant at the grassroots level with the motto "no one is left out" that has been helping to change from the smallest things, contributing to digital transformation on a larger scale.

Contribute to the achievement of the big goal

In the three main pillars (digital government, digital economy, digital society), Phu Tho identifies digital government as carrying out the mission of leading the digital economy, digital society, and promoting comprehensive digital transformation. The province sets out key tasks, focusing on mobilizing investment resources and developing digital infrastructure. Developing, connecting, and exploiting centralized and unified digital transformation platforms throughout the province such as: Integrated platform system, data sharing; Information system for handling administrative procedures; Provincial reporting information system; Online conference system; Smart operation center; Information security monitoring center; Digital data center serving the leadership, management, and operation of the government, people's lives, and business production.

In the spirit of solving each task one by one while constantly learning from experience, Phu Tho has selected a number of sectors and fields that have a direct impact on the province's breakthrough to focus on digital transformation. In which, ensuring full conditions, successful interconnection with the National Database on population, land, business registration, finance, insurance; building the Provincial Data Warehouse and Digital Transformation Portal, specialized databases are important factors, gradually meeting the requirements of exploitation and use in state agencies. At the same time, maximizing the use of mass media, grassroots information systems, electronic information, and social networks to promote propaganda, raise awareness, develop digital skills, thereby spreading digital technology among all classes of people.

Up to now, more than 90% of work records at the provincial and district levels and 60% of work records at the commune level are processed online (except for work records within the scope of State secrets); more than 70% of administrative procedure records are received and processed online; 100% of reporting work is performed on the provincial and national reporting information system. In addition, 100% of state agencies have effectively deployed the Electronic System for leadership, management, operation and supervision of work. The comprehensive online public service platform on the province's administrative procedure settlement information system has operated stably, effectively supporting people and businesses, and supporting the development of the digital economy in the province. The online conference system is deployed at 100% of state agencies at the provincial, district and commune levels with 300 locations.

Comrade Le Quang Thang - Deputy Director of Phu Tho Department of Information and Communications said: With high political determination, methodical working methods, close and drastic direction from institution building, the spirit of "overcoming difficulties" efforts from the province to the grassroots, from leaders to cadres, civil servants, public employees, workers, digital transformation in general and building digital government in particular in the province have achieved certain results. The results of building e-government and digital government have contributed to increasing the rankings of the province's indexes such as: Provincial Digital Transformation Index - DTI ranked 23rd/63 provinces and cities, of which digital infrastructure ranked 6th/63 provinces and cities, digital government ranked 21st/63 provinces and cities; Public Administration Performance Index - PAPI ranked 10th/63 provinces and cities; Satisfaction Index on Administrative Services - SIPAS ranked 8th/63 provinces and cities; The PAR INDEX ranked 18th out of 63 provinces and cities; the PCI ranked 24th out of 63 provinces and cities. This has contributed to a strong improvement in the investment and business environment, comprehensively impacting the socio-economic development of the province.

It can be seen that in addition to the results expressed in numbers, the most notable change is the awareness and ideology of cadres and party members. This is reflected in the fact that agencies and units are actively applying information technology to management, operation and implementation of tasks, the gap between the government and the people is increasingly shortened. In particular, the application of information technology to management, operation, implementation and implementation of tasks in agencies and units, creating digital databases has completely innovated the operation of the government apparatus, saving a lot of time and money. From traditional consumption, direct sales or through a dealer system, now my products can be consumed on social networks, e-commerce platforms; the market, which was once limited to the district and province, has now expanded to all localities across the country” -   That is the sharing of Mr. Ha Quang Chung in Minh Tan commune, Cam Khe district - one of many "4.0 farmers" of Phu Tho seizing the opportunity of digital transformation to boost production and business.

Change mindset, change model

At Mr. Chung's farm, there is no longer a farmer holding a hose to water each tree. More than 1,000 square meters of Japanese cucumbers have been invested in a system of shade net houses, sprinkler irrigation, and modern drip irrigation technology applied with an automatic controller, saving maximum costs and labor. To create trust with consumers, he has applied a product traceability system. Through that, customers can be assured of the origin of the product and use it with confidence.

Meanwhile, at Cam My Tea Cooperative (HTX) in Tat Thang Commune, Thanh Son District, struggling to find ways to bring Phu Tho OCOP tea products to friends near and far, in the past two years, the Cooperative has promoted product consumption through e-commerce channels. Ms. Nguyen Thi Cam My - Deputy Director of the Cooperative said: "Currently, the Cooperative has more than 15 hectares of tea production that has achieved VietGAP certification. Along with improving the quality and value of the Cooperative's organic tea products, to keep up with the digital transformation trend in agriculture, the Cooperative has put its products on the floor nongsan.phutho.gov.vn; has its own website, registered a domain name under its ownership, and has a Fanpage on social networks, thanks to which, the number of customers in other provinces and cities who know and order Cam My green tea is increasing day by day".

Up to now, all OCOP products of the province with three stars or more have been posted on e-commerce platforms (Postmart.vn;...) and the electronic information page nongsan.phutho.gov.vn. Of which, the giaothuong.net.vn platform alone has 302 booths with 945 products and services of enterprises and production facilities in the province, with 5.5 million visits. The Voso.vn e-commerce platform of Viettel Post Joint Stock Corporation currently has more than 60,000 suppliers with about 200,000 products, including hundreds of booths with thousands of key products, typical of Phu Tho province... Many agricultural products and OCOP products of the province are available on other e-commerce trading platforms such as Tiki, Sendo, Lazada... and on social networking sites.

Moving along with businesses in the strongly developing digital economy, businesses in the province's industrial sector are also constantly "changing their thinking and changing their ways of doing things". Realizing that digital transformation is an inevitable requirement for the sustainable development of the unit, in September 2022, the Board of Directors of CTH Ceramics Joint Stock Company decided to build a set of digital transformation processes at the enterprise with software solutions to serve the management and operation of production and business.

Mr. Nguyen Manh Thang - Deputy General Director of the Company said: Along with investing in modern production lines and applying digital technology according to international standards in production, our Company has deployed the construction of an ERP system (Enterprise Resource Planning System) to effectively manage business activities of the enterprise, helping to save time, reduce errors and increase labor productivity. The Company has invested about 5 billion VND to deploy phase 1 including subsystems: Products, warehouse, sales, distribution, research and development, quality management, human resources/KPI.

The system has many outstanding advantages such as: All data is controlled from the source, the business steps are performed almost automatically, saving a lot of time and costs. Information is timely and transparent; the functions and tasks of each position in the company are clearly and specifically defined. The company can instantly control the flow of information, work and measure the work efficiency of each department and individual. The information flows are arranged scientifically and transparently, helping the company's leaders to see the overall business picture to develop development strategies and timely innovation in management. This is the basis for the company to create more value for customers; at the same time, anticipate trends, tastes, meet the strict requirements of international customers to bring breakthroughs to the business.

The digital economy is becoming more and more vibrant as service businesses are also catching up with digital transformation. IT application solutions in management, operation and digital transformation in tourism activities of the province are increasingly effective such as: Tourism management system, accommodation management software, tourism management and business platform application, tourism service booking system, online payment, QR code installation at historical sites, etc.

Progress step by step, methodically and surely

To promote digital economic development, Phu Tho prioritizes and focuses resources on implementing digital transformation in a number of industries and fields with competitive advantages of the province, bringing new and practical values ​​including: tourism, transportation and logistics, industrial production, finance - banking, agriculture, etc.

The Provincial People's Committee has directed specialized agencies to deploy solutions to support businesses in accessing and using digital transformation solutions to improve business operations with 50 businesses representing different groups and types selected to pilot technology platforms. In 2023, businesses operating in the fields of information technology, telecommunications electronics, exporting electronic products, computers and components with a total estimated value of more than 6.8 billion USD. To date, 100% of businesses in the province have used electronic invoices with over 6,100 organizations, businesses, over 1,100 households and individuals doing business according to the method of declaring the use of electronic invoices.

Recently, Phu Tho province issued a Plan on Digital Economy and Digital Society Development to 2025, with a vision to 2030. It sets specific goals by 2025: The proportion of digital economy to GRDP reaches 20%; the proportion of digital economy in each industry and field reaches at least 10%; the proportion of e-commerce in total retail sales reaches over 10%; the proportion of enterprises using electronic contracts reaches over 80%; the proportion of small and medium enterprises using digital platforms reaches over 50%; the proportion of digital economic labor in the workforce reaches over 2%.

The plan shows Phu Tho's great determination in developing the digital economy in a systematic way. In the coming time, the province will promote the following groups of solutions: Propagating the digital economy; developing consulting channels, Q&A, virtual assistants on the digital economy; building and transferring new business models, model models on digital transformation, digital economy; building typical digital transformation enterprises, model models, applying digital transformation models suitable to the characteristics of the province; promoting leading enterprises, core enterprises to invest in research, building specialized digital platforms, supporting the transfer to partners to apply, connect, share, lead the digital transformation of the supply chain, bringing the industry chain to new heights; multi-industry coordination between leading enterprises, platform enterprises, financial technology enterprises to establish a digital transformation platform, creating a new ecosystem.

Despite the difficult conditions of a mountainous province, with the motto of "comprehensive, determined, persistent", proactive and focused, Phu Tho province is determined to implement solutions to promote the digital economy, catching up with the general trend of the whole country.

Part 3: Digital society: Changing habits, gradually forming digital citizens

In addition, technology also helps me pay all bills anywhere” - Ms. Le Quynh Trang in Viet Tri city shared. Overcoming the difficulties in the province's conditions, Phu Tho has been bringing digital technology to every corner of life, helping people change their awareness and habits, while accessing, mastering technology, applying technology to serve life, gradually forming digital citizens.

No longer having to go to each household to inform them of all the work of the commune and residential area, digital transformation has helped Mr. Nguyen Van Luu - Head of residential area 10, Son Vi commune, Lam Thao district easily carry out his management. All activities from monitoring cameras, broadcasting information on smart speakers, transmitting information to people... are all done by him on his phone.

Mr. Luu said: Determining digital transformation as an inevitable trend, residential area No. 10 has registered and been selected by the People's Committee of Son Vi commune as one of two residential areas to build a smart residential area in 2023. For us, this is like a "revolution", because in order to operate smart devices and access the benefits of technology, we have to spend a lot of time learning. After that, the organizations in the area together propagate and guide people to understand and accompany in the process of digital transformation and building a smart residential area".

No longer just "calling out" or "slogans", the local government has mobilized 100% of households to contribute over 80 million VND to install a synchronous security camera system at the entrance and exit points of the residential area; the lighting system at 100% of roads, alleys, and hamlets uses remote control technology via phone; the cultural house of the area has installed a wifi system to serve people to access and find information. In the whole area, over 95% of households have installed and used fiber optic broadband internet; over 93% of people use smartphones; 86.4% of people use electronic payment accounts for transactions, shopping, bill payments, etc.
