Promote superiority
Through the 3-year pilot period, the urban government model has promoted its superiority, the city government apparatus is streamlined, operates more quickly and smoothly, contributing positively to administrative reform, bringing satisfaction to people and businesses.
The organization is streamlined, administrative procedures are reduced, creating convenience for organizations and people in handling administrative procedures. The People's Committees of districts and wards operate under the head mechanism, promoting initiative in the management activities of the government, enhancing the responsibility of the heads of administrative agencies at the district and ward levels, and improving the efficiency of state management.
Decentralization and delegation of authority create flexibility in implementation, enhance personal responsibility of leaders, streamline the organization, shorten processes, reduce intermediaries, reduce administrative procedures and time to resolve work for people and businesses.
Authorizing signature certification helps people get results quickly, instead of having to make an appointment to receive them as before.
Regarding the results of decentralization in the city, the total estimated reduction time of 89 decentralization and authorization contents is 233 days. In particular, the authorization of the Ward People's Committee Chairman to the civil servant holding the position of Justice - Civil Status of the Ward to sign and certify has created satisfaction for organizations and citizens, resolved quickly, promptly, and saved people's time.
The organization and management of socio -economic development of the City People's Committee, districts and wards is stable and smooth, national defense and political security are ensured. The scale of the economy at current prices as of December 31, 2023 is estimated at 134,247 billion VND, an increase of 23,061 billion VND (compared to 2019, the time before the COVID-19 pandemic).
When piloting the urban government model, revenues in districts and wards were transferred to the city budget for management, creating a large resource for the city budget to proactively balance and implement important and urgent tasks.
The implementation of a number of specific mechanisms and policies such as deciding on appropriate regulation rates for the city budget; the City People's Council deciding on fees and charges, issuing Resolutions exempting certain types of fees and charges such as sightseeing fees, library fees, etc. has contributed to ensuring resources for the City to implement socio-economic development goals in general and social security policies and Covid-19 epidemic prevention in particular.
Although promoting many advantages, in the process of piloting the CQDT model in Da Nang, there are still some limitations and problems.
When there are no more district and ward People's Councils, the people's democratic rights continue to be promoted and strengthened. The City People's Council continues to innovate its operating methods towards expanding its scope, improving quality, professionalism, and operational efficiency, in accordance with the characteristics of the urban government model.
The Front and socio -political organizations at all levels have improved the quality and effectiveness of social supervision and criticism activities in both professional and technical aspects with 340 supervision sessions and 93 social criticism conferences. Dialogue with the people has been organized with quality and efficiency, and people's feedback and recommendations have been promptly resolved.
Decentralization to the city to make local adjustments to the city's master plan shortens the procedures and time, creates initiative for localities in implementing planning work, speeds up investment progress and removes difficulties and obstacles of projects in the city, contributing to the city's socio-economic development.
Despite promoting many advantages, the piloting of the CQDT model in Da Nang still has some limitations and problems. According to localities, the biggest difficulty in the piloting of the CQDT model is that the People's Committees of districts and wards are no longer the budget level but perform the tasks and powers of the budget estimate unit.
Officially organize the Investigation Agency with special mechanisms and policies that are superior and breakthrough.
In the current context of practical development and through the results of 3 years of piloting the organization of investigative agencies, Da Nang has enough conditions and basis to officially implement the organization of investigative agencies and needs to have specific mechanisms and policies that are outstanding, breakthrough, motivating and pervasive.
Recently, the National Assembly passed a Resolution allowing Da Nang to officially organize urban government and pilot a number of specific mechanisms and policies for Da Nang city development from January 1, 2025.
The Resolution consists of 4 chapters and 18 articles, regulating the organization of urban government and piloting a number of specific mechanisms and policies for Da Nang's development in terms of financial management, state budget; investment management; planning management, urban areas, resources, environment; priority industries and occupations to attract strategic investors to the City; establishment of Da Nang Free Trade Zone; investment in developing semiconductor chips, artificial intelligence, information and communication, science and technology management, innovation.
The new resolution allows Da Nang to continue implementing policies under Resolution No. 119/2020/QH14 that are being effectively implemented; adjusting and removing contents and policies that are no longer suitable.
Regarding policies on the organization of investigation agencies, out of 09 proposed policies, 07 are similar to those implemented by other localities and 02 are newly proposed policies.
Of which, 07 policies are similar to those implemented by other localities. When applied in Da Nang, they will solve basic problems.
Da Nang has enough conditions and foundations to officially organize the investigation agency and needs to have special mechanisms and policies that are outstanding, breakthrough, motivating and pervasive.
Accordingly, the Standing Committee of the City People's Council includes the Chairman of the People's Council, 02 Vice Chairmen of the People's Council and members who are Heads of the City People's Council's Committees. The Chairman of the City People's Council can be a full-time representative of the People's Council; the Vice Chairman of the City People's Council is a full-time representative of the People's Council.
The City People's Council Committee consists of a Chairman, 02 Vice Chairmen and members. The Chairman of the City People's Council Committee can be a full-time People's Council delegate; the Vice Chairman of the City People's Council Committee can be a full-time People's Council delegate. The City People's Council Committee can arrange 01 full-time member.
The organizational structure of the District People's Committee includes: Chairman of the District People's Committee; Vice Chairman of the District People's Committee; Chief of the District Police; Commander of the District Military Command; specialized agencies under the District People's Committee; other administrative agencies and public service units under the District People's Committee; Chairman and Vice Chairman of the District People's Committee are civil servants holding leadership and management positions of the District People's Committee. This is a policy that is consistent with the practice currently being applied in Ho Chi Minh City and Hanoi and has proven effective.
At the district level, the People's Committee of a grade 1 district has no more than 3 Vice Chairmen, and that of a grade 2 district has no more than 2 Vice Chairmen. At the ward and commune level, the People's Committee of a grade 1 and grade 2 ward has no more than 2 Vice Chairmen, and that of a grade 3 ward has 1 Vice Chairman. Officials and civil servants working at the ward and commune level are part of the staff of officials and civil servants at the district level.
In addition, the City People's Council established the Department of Food Safety as a specialized agency under the City People's Committee; regulated the functions, tasks, powers, and organizational structure of the Department of Food Safety on the basis of transferring the state management function of food safety, inspection, examination, and handling of administrative violations of food safety from the Department of Health, the Department of Agriculture and Rural Development, and the Department of Industry and Trade to the Department of Food Safety.
The National Assembly Resolution also approved 02 new proposed policies for Da Nang according to the city's management practices. That is, the District People's Committee decides on tasks prescribed by law that must be submitted to the City People's Council for approval before deciding, or submits to the City People's Committee for decisions on tasks prescribed by law that the District People's Council decides within its authority.
The Ward People's Committee decides within its authority on tasks prescribed by law and must submit them to the Ward People's Council for approval before deciding, or submits them to the District People's Committee for decision on tasks prescribed by law decided by the Ward People's Council within its authority.
Policy 2 is the Regulation on the authority of the City People's Council to abolish documents issued by the District and Ward People's Councils before July 1, 2021 when they are no longer appropriate.
In addition, the Resolution also approved 21 specific development policies for Da Nang, including: 03 policies on investment management; 03 policies on finance and state budget; 06 policies on planning, urban areas, resources and environment; 01 policy on attracting strategic investors; 01 policy on establishing Da Nang Free Trade Zone; 05 policies on microchips, semiconductors, artificial intelligence, information and communication, science and technology management, innovation; 02 policies on wages and income.

Including: 06 policies completely similar to those of provinces and cities that have been allowed by the National Assembly to be implemented in specific Resolutions; 10 similar policies with adjustments and supplements to suit the city's reality and 05 new proposed policies.
Notably, the implementation of investment projects under the public-private partnership (PPP) method is regulated, that is, in addition to the fields prescribed in the Law on Investment under the public-private partnership method, the City is allowed to apply investment under the public-private partnership method to investment projects in the fields of sports, culture and investment in construction and business of market infrastructure.
The total investment for the project of investing in the construction and business of market infrastructure is not less than 100 billion VND. The minimum total investment for PPP projects in the field of sports and culture is stipulated by the City People's Council. The Resolution also resolves on the establishment of the Da Nang Free Trade Zone associated with Lien Chieu Seaport, with functional areas specified in the Prime Minister's Decision on establishment, including production areas, logistics centers, trade - service areas and other types of functional areas according to the provisions of law. The National Assembly's Resolution on the official organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city will help Da Nang promote its superiority, overcome difficulties, obstacles and shortcomings.
