Presenting this draft resolution, Minister of Planning and Investment Nguyen Chi Dung mentioned many groups of specific mechanisms and policies to develop Ho Chi Minh City.
In which, the mechanisms and policies are inherited from Resolution No. 54 of the National Assembly such as: Ho Chi Minh City is allowed to adjust the level or rate of fees and charges not specified in the List of fees and charges issued with the Law on Fees and Charges; the city budget is entitled to 100% of the additional revenue from the revenues due to the adjustment of the above fee and charge policies; the city decides on the budget estimate and budget allocation in accordance with the orientations of budget restructuring, socio-economic development and important fields according to the regulations of the National Assembly and the Government; the city is allowed to use the remaining salary reform source of the city budget to invest in socio-economic infrastructure under the budget expenditure tasks and additional income expenditure...

In particular, Minister of Planning and Investment Nguyen Chi Dung said that the draft resolution also proposes many new, breakthrough mechanisms and policies with widespread impacts.
Accordingly, the city is allowed to use public investment capital from the city budget to entrust the Vietnam Bank for Social Policies to provide loans to support poverty reduction and job creation. The city is allowed to expand the scope of investment under the PPP method for investment projects in the fields of sports and culture and is allowed to proactively regulate the minimum total investment scale of these PPP projects...
In particular, regarding the organizational structure, the draft stipulates the number of deputy heads of the City People's Committee and the People's Committees of wards, communes and towns, enhancing proactiveness and ensuring suitability with the actual situation of the city.
The city also decides on the structure of the number of cadres and civil servants in wards, communes and towns; decides on the number, titles and policies of non-professional workers in wards, communes and towns, ensuring the streamlining of the organizational apparatus. The city decides on the establishment, reorganization and dissolution of public service units under the City People's Committee.
The Government proposes that this resolution be effective for 5 years.

Avoid large numbers of policies but limited weight
Representative of the inspection agency, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh agreed on the necessity of issuing the resolution because he believed that it had sufficient political, legal and practical bases.
However, Chairman Le Quang Manh requested the Government to report more clearly on whether the scope of policies as in the draft resolution is enough to remove difficulties and obstacles in institutions and legal policies that are hindering the city's development process?
"In terms of the number of policies, it is relatively broad. Therefore, it is recommended to have choices, focus, and avoid spreading to ensure that policies can actually be put into practice," said Chairman Le Quang Manh.
In particular, Chairman Le Quang Manh suggested that it is necessary to pay more attention to truly breakthrough policies, creating a new step in mobilizing combined strength, effectively exploiting potential, advantages, strategic position, promoting rapid and sustainable development in accordance with the direction of the Politburo in Resolution 31.
"In the draft, there are some policies considered breakthroughs such as the proposal to pilot the urban development model according to the orientation of transport development (TOD). This mechanism will create social resources for development, reduce budget expenditures but only on a small scale. Therefore, it is recommended to study to have a real breakthrough, reflecting the correct direction of the Politburo, avoiding a large number of policies but limited in weight and creativity", emphasized Chairman Le Quang Manh.

Regarding the policies inherited in Resolution 54, the Finance and Budget Committee agreed with the policies that were assessed as effective and should be continued. However, the summary shows that not all policies have been implemented. Therefore, it is necessary to review each policy, clarify the extent to which it has been effective and the necessity of continued application.
Regarding policies similar to those of localities with specific mechanisms, the review agency recommends that they be applied creatively in a more innovative direction, commensurate with the city's position and potential.
In addition, the Finance and Budget Committee also proposed that the Government review policies that have a direct impact on the central budget.
"Although it is necessary to have preferential mechanisms compared to other localities, it is necessary to attract talents and high-quality workers, but avoid creating too large a gap or difference in income, regimes, and standards between workers in the city and other localities," Chairman Le Quang Manh noted.
