NDO - On the morning of December 21st, at the Government Headquarters, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the implementation of Resolution No. 136/2024/QH15 dated June 26, 2024, of the National Assembly on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang city - chaired the first meeting of the Steering Committee. Also attending were leaders from several central ministries and agencies, and Da Nang city, who are members of the Steering Committee.


Speaking at the meeting, Prime Minister Pham Minh Chinh stated that this was the first meeting of the Steering Committee, therefore it was necessary to unify understanding to ensure the effective and substantive implementation of this Resolution, avoiding formality. Regarding Da Nang, the Politburo , the Central Committee of the Party, the Government, and the National Assembly have shown great interest in the area over the past years, issuing numerous resolutions; the Prime Minister has also issued regulations and decisions to implement it. Some issues have been addressed, while others remain unaddressed. The Politburo issued Conclusion 79-KL/TW on May 13, 2024, on the implementation of Resolution 43-NQ/TW dated January 24, 2019; the National Assembly issued Resolution 119/2020/QH14 on June 19, 2020; and Resolution 136/2024/QH15 on June 26, 2024. Based on Resolution 136/2024/QH15 of the National Assembly , the Prime Minister requested central ministries and agencies, and Da Nang city to continue actively implementing the assigned tasks.

The Prime Minister stated that he personally chaired the Conference on the Implementation of Resolution 136 on August 31, 2024, in Da Nang City; issued a Decision establishing the Steering Committee for the implementation of Resolution 136, and assigned tasks for its implementation. The Da Nang City Party Committee, People's Council, and People's Committee have issued a Plan for organizing the implementation of Resolution 136 in the city; the Da Nang City Steering Committee for the implementation of Resolution 136 has held monthly meetings to address difficulties and obstacles to ensure the Resolution is implemented according to the plan and schedule.

The Prime Minister stated that the first meeting of the Steering Committee aimed to review and assess the implementation of the Resolution, identify key solutions for the coming period; and requested the Ministry of Planning and Investment - the permanent agency of the Steering Committee, and the People's Committee of Da Nang City to provide a concise and clear report on the assigned tasks; to evaluate which tasks have been completed, which have not been completed, what difficulties and obstacles have been encountered during implementation, and to propose recommendations.

The Prime Minister noted that any proposed solutions during the implementation process must be discussed and reported to the Government and the Prime Minister. For example, the Prime Minister directed the replanning of the Lien Chieu port in Da Nang City, which has been repeatedly emphasized but remains unfinished. He questioned where the bottlenecks lie, why the work hasn't been completed, and which agency or individual is responsible. This process must be carried out with the "five clear principles": "clear person, clear task, clear authority, clear responsibility, clear outcome."

According to the Prime Minister, each task should be assigned to only one person, ensuring that it is within their proper function and authority. Agencies and units need to learn from experience; once assigned a task, it must be completed, and any obstacles must be reported. Any unit or individual that neglects their duties or fails to implement the directives of the Government and the Prime Minister must be held accountable and disciplined; those units and individuals who perform well must be rewarded; thereby ensuring strict discipline and order.

* On August 30, 2024, Prime Minister Pham Minh Chinh signed Decision No. 925/QD-TTg establishing the Steering Committee for the implementation of Resolution No. 136/2024/QH15 dated June 26, 2024, of the National Assembly on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang city.

According to the Decision, the Steering Committee is an inter-agency coordinating organization that assists the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral issues in the process of implementing Resolution No. 136/2024/QH15.

The Steering Committee's duties and powers include: assisting the Prime Minister in urging relevant ministries and agencies to organize the implementation of the Resolution; researching and proposing to the Prime Minister directions and solutions to address important, inter-sectoral issues related to the implementation of the Resolution; directing and coordinating among ministries, ministerial-level agencies, government agencies, and relevant organizations in resolving important, inter-sectoral issues related to the implementation of the Resolution; directing relevant ministries and agencies to implement the Regulations on the organization and operation of the Steering Committee, the Plan for implementing the Resolution, and other related tasks in the Resolution according to their assigned functions and duties; coordinating closely and effectively in advising and proposing solutions for the implementation of the Resolution; promptly reporting difficulties and obstacles beyond its authority and proposing solutions for submission to competent authorities for consideration and handling of any shortcomings arising in practice (if any). Perform other specific tasks assigned by the Prime Minister related to the implementation of the Resolution.

The Steering Committee's membership structure is as follows: The Head of the Steering Committee is the Prime Minister; the Deputy Heads include: the Minister of Planning and Investment (Permanent Deputy Head); and the Secretary of the Da Nang City Party Committee. Members of the Steering Committee include representatives from the following Ministries and agencies: Planning and Investment; Finance; Transport; Industry and Trade; Natural Resources and Environment; Interior; Science and Technology; Agriculture and Rural Development; Public Security; Justice; Information and Communications; Construction; the Government Office; the Chairman of the People's Council; and the Chairman of the People's Committee of Da Nang City.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that this working session is not only for Da Nang but also for the entire country to enter a new era – an era of national progress towards a civilized, prosperous, and strong nation. The Prime Minister stated that a breakthrough in socio-economic development is necessary, and to achieve this, a breakthrough in institutions, mechanisms, and policies is required. Therefore, we must act boldly, with each level of authority implementing the necessary actions. A breakthrough in strategic infrastructure is needed, including infrastructure related to transportation, logistics, digital infrastructure, healthcare, and education. Furthermore, a skilled workforce is essential to implement these policies and guidelines, because people are the deciding factor in everything.

According to the Prime Minister, for the country to develop, localities must also develop. Each locality must leverage its unique potential, outstanding opportunities, and competitive advantages, including Da Nang. The country has set two centenary development goals: breakthrough development, prioritizing growth, and achieving double-digit growth. Therefore, in 2025, we must aim for breakthrough growth, reaching at least 8% or more, to create momentum and strength for the coming years. This development must simultaneously focus on economic growth, ensuring social welfare, protecting independence, sovereignty, and territorial integrity, conducting effective foreign relations, and improving the material and spiritual lives of the people.

The Prime Minister stated that Da Nang city has a tradition of being a leader and innovator in fields such as science and technology, and has a glorious historical tradition of the former Quang Nam-Da Nang region. During the reform process, Da Nang has made many innovative changes related to mechanisms, policies, organizational structure, and improving the investment and business environment. However, Da Nang's development has not yet reached its desired level, failing to fully exploit its unique potential, outstanding opportunities, and competitive advantages. Therefore, Da Nang must strive harder; ministries and sectors must pay attention and provide support. If Da Nang achieves a breakthrough, it will drive the development of the entire Central and Central Highlands regions.

Regarding the implementation of Resolution 136, the Prime Minister clearly stated that Da Nang must handle matters within its jurisdiction without delay, for example, restructuring and reorganizing the administrative apparatus. Regarding guiding principles and key tasks, the Prime Minister emphasized that we are building and developing a free trade nation; this orientation will be incorporated into the national development strategy; and we must revitalize traditional growth drivers (investment, consumption, exports).

Therefore, Da Nang plays a very important role in "leading the way," piloting mechanisms and policies with a bold spirit, as long as it is based on firmly protecting independence, sovereignty, and territorial integrity, and defending the country early and from afar.

Da Nang must strive for double-digit growth in the coming years; ministries and sectors must also ensure double-digit growth; to achieve this, it is first necessary to carefully study the Resolutions of the Central Committee and the Government; to have specific solutions to implement monetary and fiscal policies; and to discuss and come up with concrete solutions.

The Prime Minister urged adherence to the Party's guidelines, policies, and the Government and National Assembly's resolutions; promoting a spirit of innovation; not being complacent with achievements, but surpassing one's own limits: innovating to soar higher, creating to reach further, and integrating for development; staying close to reality, starting from reality, respecting reality, and using reality as a yardstick; summarizing reality and building theory. New issues should be adjusted immediately, and policy responses should be timely and effective.

The mindset must be clear, the determination strong, the effort high, the action decisive, completing each task thoroughly without spreading resources too thinly; strengthening decentralization, delegation of power, and resource allocation; emphasizing individual responsibility; and improving the implementation capacity of all levels. Ministries, sectors, and Da Nang must have breakthrough thinking and a strategic vision to create motivation and aspirations, overcoming their own limitations; and have mechanisms and policies to mobilize all legitimate resources, including state, social, private, and foreign resources, in all fields. The mindset must be "think deeply, act big"; be decisive, resolute, seize opportunities, and not miss a chance or waste time.

Regarding future solutions, the Prime Minister requested the Steering Committee to strengthen leadership and guidance in implementation; finalize the working regulations of the Steering Committee; and pay attention to organizing activities of the Steering Committee with meaningful content, evaluation, and lessons learned. Central ministries and agencies should focus on researching, supporting, and accompanying Da Nang city in the implementation of Resolution No. 136 of the National Assembly, and this should be the final limit; the implementation process should not be confined to Resolution 136. The city must take the lead, together with the Government Office, in monitoring, inspecting, and assigning tasks with clear responsibilities, timelines, expected results, and tangible outcomes; strengthen close coordination with relevant agencies; and focus on improving the investment and business environment.

The Prime Minister emphasized the need for strategic infrastructure, including transportation, digital, social, healthcare, and education infrastructure, to be synchronized, seamless, rapid, green, convenient, modern, and smart. He stressed the importance of exploiting outer space, maritime space, and underwater space; researching truly open mechanisms and policies that align with global trends and practical realities; and further promoting digital transformation in management, development, and investment attraction to facilitate citizens and businesses.

Da Nang must develop its own artificial intelligence, based on Da Nang's existing databases such as those on the economy, defense, security, natural resources, population management, land, healthcare, education, and the glorious historical and cultural traditions of Da Nang. These databases will serve as input for Da Nang's own smart development database; and cloud computing and the Internet of Things will be expanded and promoted for future development. The database will also act as a bridge connecting the past, present, and future. Innovation centers should be established quickly because Da Nang has the necessary infrastructure and conditions to motivate and inspire scientists; a relatively independent, not isolated, free trade zone should be quickly developed; and a regional international financial center should be established. These three centers must be implemented synchronously and modernly to leverage all available resources. The Prime Minister instructed that land reclamation must comply with all legal regulations. Effective communication is crucial to building public consensus during the development process.

During the meeting, the Prime Minister also gave his opinion on a number of specific proposals and recommendations from Da Nang city.
