Ministry of Defense announces nationwide no-fly zones for UAVs and flycams

On June 15th, the Ministry of Defense officially announced no-fly zones and restricted flight zones for unmanned aircraft and other flying vehicles in Vietnamese airspace.

Local government websites/portals use the link on the Ministry of National Defence's Electronic Information Portal to announce no-fly zones and restricted-flight zones within their administrative boundaries.

According to the Ministry of National Defence, the announcement of no-fly zones and restricted airspace zones aims to provide information to Vietnamese and foreign organizations and individuals involved in the management, operation, and use of unmanned aircraft and other flying vehicles in Vietnamese airspace (excluding unmanned aircraft and other flying vehicles used for official purposes).

The procedure for granting flight permits for unmanned aircraft and other flying vehicles can be done online through the Ministry of National Defence's administrative procedures information system at https://dichvucong.mod.gov.vn/web/bo-quoc-phong/thu-tuc-hanh-chinh#/thu-tuc-hanh-chinh/5377 .

The application for flight permit includes: an application form for flight permit; photographs of the aircraft (minimum size 18 x 24 cm); a technical aeronautical description of the aircraft; a valid license or authorization permitting the aircraft to take off and land at the airport, ground area, or water surface; and other documents related to the aircraft.

At least 7 working days before the planned flight date, organizations and individuals must submit applications for flight permits to the Operations Department (Ministry of National Defense); applications can be submitted directly at the Ministry of National Defense's one-stop service center, via public postal service to the Operations Department, or online through the Ministry of National Defense's public service portal.

The Operations Department grants permission to conduct flights; or issues a written refusal to grant flight permits (in cases such as: to ensure national security, defense, aviation safety, and when the required information in the flight permit application has not been fully provided).

According to the People's Air Defense Law of 2024, an unmanned aircraft is a flying vehicle whose control and flight operation do not require direct control by a pilot on board.

Other flying vehicles include balloons, model aircraft, parachutes, kites (excluding folk kites), and other manned or unmanned flying devices that are not aircraft or unmanned aircraft.
