Proactively improve management capacity
For these new tax policies to truly come into effect, it is necessary for tax authorities to strengthen guidance and support in terms of policies and laws. However, in order to adapt and develop sustainably, HKD needs to proactively improve its management capacity and gradually change its operating methods to suit the requirements of development.
At the accounting training course for business households organized by the Hong Duc Center for Training and Consulting on Finance - Accounting - Tax recently, a business household in the seafood sector shared: "Previously, when importing goods, we often did not have the habit of keeping complete records. However, when switching to tax declaration, it is required to clearly record import and export activities, store documents... Therefore, I proactively registered to attend a short-term training course at the center to update my knowledge, master the accounting - tax process, helping business activities to be more convenient and in accordance with regulations."

Currently, accounting training centers, companies operating in the field of tax accounting consulting, associations and unions have also caught up with this need when recently they have continuously organized short-term training courses to support HKD in accessing new tax policies. These training courses not only provide the necessary knowledge and skills to manage finances, declare taxes and prepare accounting reports for HKD; guide how to use accounting software, create invoices, manage books, and handle tax-related issues, etc., but also contribute to guiding HKD in choosing the appropriate model.
Mr. Nguyen Manh Hung, Deputy Head of the Department of Legal and Tax Estimation, City said that HKD needs to proactively update legal information, this is a prerequisite in the current period. HKD also needs to closely monitor the instructions from the tax authorities, and can seek out consulting organizations and business associations for support and answers, avoiding being passive or misunderstanding regulations. Transparency of accounting books and revenue is an important condition for accurate tax declaration and payment, and at the same time creates a basis if they want to expand their business activities or convert to an enterprise. HKD should build the habit of recording and storing invoices and documents in a complete and scientific manner, and at the same time be ready to change the model when appropriate.

In addition, in the context of tax policies for HKDs increasingly approaching the enterprise model, HKDs converting to enterprises will receive more support in terms of tax and access to capital. Specifically, HKDs when registering to establish an enterprise will be exempted from corporate income tax for the first 3 years and exempted from personal income tax when transferring capital contributions from HKDs to companies...
According to Resolution No. 18 of the People's Council of Thua Thien Hue province (now Hue city), dated December 10, 2019, stipulating "Some support policies for newly established enterprises in Thua Thien Hue province", when a business household converts to an enterprise, it will be supported in using public digital signatures, supported in electronic invoice costs, supported in accounting costs for micro-enterprises converted from business households and supported in initial loan interest rates to help newly established enterprises reduce market entry costs and compliance costs.
Ms. Le Thi Hong Mai, Head of Business Registration Office, Department of Finance, informed that the city is currently implementing many policies to support HKDs in converting to enterprises, including policies to support taxes, fees and charges. Specifically, the department has developed a policy to support up to 50% of the cost of purchasing cash registers for the first 5,000 HKDs registering to apply electronic invoices generated from cash registers; exempting corporate income tax for the first 3 years; supporting 24 million VND/enterprise to hire accountants for the first 2 years. In addition, the city also supports investors in building infrastructure for some industrial clusters to create conditions for enterprises to convert from rented HKDs. Applying preferential policies for enterprises converting from HKDs to participate in public procurement programs, plans and projects. At the same time, HKDs when converting to enterprises have access to training courses on starting a business, basic and advanced business administration; 1:1 consulting support on human resources, finance, production, sales, market, internal management.
Mr. Tran Duc Minh, Chairman of the Young Entrepreneurs Association, said that the choice between an enterprise or a business household depends on the scale, goals and financial capacity of the business household. If a business household has a large development plan, diversified industries and wants to have legal status, it should establish a business household. For a business household to confidently step into the threshold of "business", what they need is not only clear laws, but also "outstretched hands" from the government, associations, tax authorities and support organizations. Policy will no longer be a barrier if it is communicated properly, implemented flexibly and realistically. At that time, business households will understand that transformation is not about losing freedom, but about stepping into the market confidently and sustainably.
