There are still 30 localities that have not fully allocated the plan to use assigned public investment capital.

On December 6, the Ministry of Finance said that there are currently 21 ministries, central agencies and 30 localities that have not yet allocated all the plans assigned by the Prime Minister. Therefore, the Ministry of Finance requested units to urgently complete the allocation of the 2023 plan for the unallocated capital of about VND 16,000 billion.

According to the Ministry of Finance, the estimated payment from the beginning of 2023 to November 30 is VND 460,980 billion, reaching 59.39% of the plan (reaching 65.1% of the plan assigned by the Prime Minister ). In the same period in 2022, it reached 52.43% of the plan and 58.33% of the plan assigned by the Prime Minister.

Thus, compared to the same period last year, the disbursement rate of the whole country has increased (7% compared to the plan and 6.77% compared to the plan assigned by the Prime Minister), but compared to the total capital plan that needs to be disbursed in 2023, this rate is still low.

According to calculations, there is currently over 315,000 billion VND of public investment capital (if calculated according to the plan assigned by the Prime Minister, there is over 247,000 billion VND) that needs to be disbursed, while there is only more than one month left until the end of the year. Therefore, it is necessary to have the drastic participation and high determination of the entire political system, of all levels, sectors and localities to be able to complete at the highest level the task assigned by the Prime Minister in Directive No. 08/CT-TTg, which is to disburse at a rate of 95% or more.

The Ministry of Finance also requested ministries, branches and localities to assess the implementation capacity until January 31, 2024, proactively propose the capital to continue to extend according to the provisions of Decree No. 40/2020/ND-CP, dated April 6, 2020 of the Government and according to the implementation capacity, to avoid the case of proposing an extension but not being able to disburse after the prescribed time limit. Currently, the extended capital of the 2022 plan to 2023 has only disbursed about 60.64% of the plan, causing waste of resources and affecting the ability to mobilize capital.

In addition, ministries, branches and localities proactively have plans to allocate the 2024 plan as soon as it is assigned by the Prime Minister, avoiding the case of allocating capital multiple times during the year.

With only more than a month left to disburse the remaining large public investment capital resources, the Ministry of Finance recommends that ministries, central agencies and localities continue to proactively, resolutely, synchronously and effectively implement tasks and solutions to promote disbursement of public investment capital in the Government's Resolutions, Directives, Official Dispatches and directives of the Prime Minister on urging the allocation and disbursement of public investment capital in 2023.

The Ministry of Finance also proposed that the Prime Minister assign the Ministry of Planning and Investment to preside over and coordinate with the Ministry of Transport and decentralized localities, as the governing body to determine the specific capital level for each component project and the need to allocate capital from VND 13,796 billion from increased revenue, reduction and savings of the central budget in 2021 to allocate for the 3 expressway projects of Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau and Chau Doc - Can Tho - Soc Trang, phase 1 in each year 2023, 2024 and 2025.
