Thoroughly implementing the motto of "comprehensive province, strong commune, close to the grassroots", with the goal of "the new apparatus must be better and more effective than the old apparatus" and the requirement of "refined, compact, strong", the City Police Party Committee has focused on leadership and direction, strengthened decentralization, delegation of power, clearly defined responsibilities between the City Police and the Commune Police, ensuring smooth and effective operation.

After three months of implementation, the new organizational model has shown remarkable effectiveness. In order to promptly and correctly assess the current situation and results of the implementation of all aspects of the work of the Commune-level Police after implementing the new organizational structure, the City Police Party Committee directed the establishment of seven working delegations led by Deputy Directors and representatives of professional units to directly work, inspect and provide professional guidance at the Police of 126 communes and wards.

During the inspections, the contents focused on: improving the effectiveness of residence and foreigner management; strengthening prevention and combating all types of crimes; ensuring traffic safety and order, urban order; promoting administrative reform, applying digital transformation; improving the spirit and attitude of serving the people; building the image of the Capital Police officers as dedicated, responsible, close to the people, serving the people.

Also at the working sessions, representatives of local Party committees and authorities acknowledged the important contributions of the grassroots police force in ensuring security and order in the area; affirmed that they will continue to closely coordinate with the Party Committee and the City Police Department in leading and directing the commune-level police in performing their tasks, promoting the combined strength of the entire political system at the grassroots level.

It can be seen that through the working sessions, the coordination and close relationship between the police force and the Party committees, authorities and people at the grassroots level have been strengthened; the role and responsibility of leaders in leading and directing the work of ensuring security and order in the area has been promoted.
