Hanoi police are implementing 1,069 "Three Best" models at the grassroots level.

Colonel Nguyen Ngoc Quyen, Deputy Director of the Hanoi City Police, emphasized that building and implementing the "Three Best" model is a key task, aiming to make the emulation movement more substantive; creating clear changes in discipline, conduct, sense of responsibility, attitude towards serving the people, and work efficiency of each unit and individual.

To realize this goal, the Hanoi City Police have implemented many comprehensive solutions; including the promulgation of the Code of Conduct "Courage - Intelligence - Humanity - Elegance - Modernity," linked to the "Three Best" emulation movement. Through this, behavioral standards are concretized in a clear and easily implementable manner, while also emphasizing the exemplary responsibility of leaders.

After five months of implementation, the "Three Best" emulation movement has initially created positive changes in awareness, work thinking, discipline and order compliance, administrative reform, digital transformation, and the quality of service to the people throughout the Hanoi Police force.

To date, the Hanoi City Police have implemented 13 city-level models and 1,069 grassroots-level models. Many models have proven effective in practice, contributing to building the image of Hanoi police officers as being close to the people, responsible, and dedicated to serving the people.

At the conference, representatives from various units discussed and evaluated the results of implementing the "Three Best" model; they also pointed out difficulties and shortcomings, and proposed solutions to adjust the implementation methods to improve effectiveness in the future.

Colonel Nguyen Ngoc Quyen requested that the entire force unify its understanding: The "Three Best" emulation movement is not just a campaign, but must become a tool for managing the force, assessing responsibility, improving the quality of public service, and serving the people. Each unit needs to build a key model, a breakthrough model, focusing on solving the practical problems that arise; maintaining monthly evaluations in a substantive and objective manner, linked to the responsibility of each collective and individual.

On this occasion, the Hanoi City Police commended and rewarded many collectives and individuals who achieved outstanding results in the "Three Best" emulation campaign, thereby spreading the spirit of innovation and responsibility throughout the entire force.

Some models are well-implemented, have specific, measurable products, create clear results, and have the potential for scalability, such as:

- The "Three Best Administrative Procedure Resolution Points" model (PC06): Implemented synchronously at 127 points, resolving over 23,000 dossiers, shortening processing time by 10-15%, with a high satisfaction rate; initially forming a model of exemplary administrative reform for the City Police.

- The "Criminal Record - Three Best Accompanying" model (PV06): shortens the time for issuing the certificate from 10-15 days.
The turnaround time has been reduced to 3 days, guaranteeing 100% on-time delivery and high customer satisfaction; clearly demonstrating a shift from "management" to "service".

- The "Three Best Fire Prevention and Fighting Models - Experience for Safety" (PC07): implemented at 104 locations.
It attracted over 43,000 people, creating a clear shift from theoretical propaganda to practical experience.

- The "Journey of Compassion with Three Key Achievements" model (by the City Police's departments and organizations): effectively mobilizes social resources, creating a clear social impact, shifting from spontaneous activities to well-organized, in-depth, and widely disseminated initiatives, mobilizing social resources totaling 1.3 billion VND. A prime example is the journey in Lao Cai , which transported over 10 tons of goods and constructed public works projects worth nearly 1 billion VND.
