From "public service points" to "security anchors from the grassroots level"
Following the merger, the requirements for local police forces extended beyond the traditional task of maintaining security and order; they also directly participated in resolving numerous social issues at the grassroots level. In many localities, commune police actively advised Party committees and authorities on implementing solutions to ensure security and order; strengthened residence management, disseminated legal information, prevented crime, and effectively implemented Project 06, issuing identity cards and electronic identification for citizens.
It's not uncommon to see commune police officers working through the night searching for missing people, assisting residents during floods and landslides, or promptly responding to difficult and dangerous situations. Through these concrete actions, the image of police officers being close to and respecting the people is becoming increasingly evident in community life. Dang Van Dung, Secretary of the Party Branch of Cang Noc village, Yen Nguyen commune, shared: "Now, people turn to the commune police first whenever they have a problem." This simple statement highlights the increasingly prominent role of the grassroots police force in daily life.
Another notable change is that many commune police officers have proactively innovated their methods of disseminating information on social media, moving towards a more people-friendly approach. While previously they mainly focused on dry, formal legal information dissemination, many Fanpages now opt for concise, lively, and relatable methods.
Warnings about high-tech scams, cyber security risks, drowning prevention, "Zero-Cost Stalls," and practical support for those in need... This closeness has shortened the distance between the local police force and the people.
Lieutenant Colonel Do Duc Phuong, Head of the Meo Vac Commune Police, stated that, according to the current two-tiered local government model, the commune police should not only focus on maintaining security and order but should truly become the core force in grassroots security management," Lieutenant Colonel Phuong emphasized.
Maintain peace early, from afar.
According to Do Van Hoa, Chairman of the Ham Yen Commune People's Committee, what people clearly feel is that the commune's police force is going down to the grassroots level more frequently and proactively in gathering information and resolving incidents. "There are very small things that people remember for a long time, such as assisting people to get emergency medical care in the middle of the night, finding lost children, or directly going to each household to raise awareness about preventing high-tech fraud," Mr. Hoa shared.
Behind the brief information on social media are numerous late-night field trips and countless phone calls that must be answered at any time of day or night. Lieutenant Colonel Trieu Van Chung, Head of the Thuan Hoa Commune Police, believes that the biggest change after the merger is the need to innovate the working mindset of the local police force. "If you only sit at the headquarters, it's very difficult to grasp the reality. Therefore, commune police officers now have to go down to the grassroots more often, proactively reaching out to people both online and in the field. Many cases are handled early not through complex professional methods, but from information provided by the people themselves," Lieutenant Colonel Chung shared.
Among many performance criteria, "being close to the people" is difficult to measure with specific numbers. Because what remains after each incident is not just a completed report, but the feeling of security for the people when someone is still answering the phone in the middle of the night, and when they face difficulties, the authorities are always there promptly.
It is from these seemingly small things that the criterion of "Closest to the People" is being built upon a value more enduring than any achievement: the trust of the people. And when people still turn to the commune police first whenever something happens, it is not only a testament to the trust placed in a force, but also the clearest evidence of the beautiful image of the Tuyen Quang police officers "Serving the People," always close to the people, respecting the people, contributing to maintaining people's security through the simple things of everyday life.
